Sharma did his B.sc(Hons), B.ed in (1978) and M.Sc Chemistry in (1980) from Barkatullah University, Bhopal. (2) He was joined in MP Finance service in June 1983. He worked as a Additional District Treasury Officer, at Bhopal in 1985 and there after Treasuary officer Vindhyachal Treasury Bhopal. He held various professional and administrative positions in different capacities from time to time in M.P. as Financial Advisor-cum Chief General manager in MPSIC, Joint Director (Finance) in Tribal Welfare Department, Divisional Joint Director Treasuries Accounts & Pension, Additional Director Directorate of Treasuries & Accounts, MP Additional Director, Urban Administration and Development. He also worked in Delhi as House Manager in M.P. Bhawan and as Additional PS to MOS(PP) Govt. of India, New Delhi. During the posting in M.P. Bhawan at Delhi as “House Manager” he handle and managed various jobs such as-: • Liasoning with Govt. Of india and Other State Govt. For various official matters. • Protocol & V.I.P Duties • M.P. Bhawan, House Management & all financial matters of M.P. Bhawan (3) He worked as , Director, local fund audit Gwalior,M.P. as H.O.D. (4) He was an active participant in an exhibition which was held in Chicago (USA) in 1991. He represented as incharge of Hast shilp Vikas Nigam with Exporter. (5) He was attended various professional and academic Training programs organised by Central and state Govt. Institutions such as-: • Third Forreign Service Training Institute ministry of external affair, New Delhi :- “ Third Programme for Protoco officer of State and Union Territories”. • Academy of Administrative, Mahya Pradesh:- “Corporate planning &financial management”. (6) In his dynamic leadership he has completed the project of Rs. 28.2 crore of the Integrated Treasuries Computerisation , The Directorate of Treasuries & Account, Madhya Pradesh. This Project covers and comprise of more than 200 sites, right from Finance department, the Directorate, the Divisional offices, to the District Treasuries and sub-Treasuries at Tehsil level The Integrate Treasuries computerisation Project has received Gold Icon National award for e-Goverance in the category of Exemplary horizontal transfer of ICT based practice. (7) For Successfully completion ,implementation and smooth functioning of this project He has been honoured by M.P. State Govt. (8) He is Additional Director (Treasuary & Accounts) to the Goverment of Madhya Pradesh and Presently he is working as Finance Controller, Jiwaji University, Gwalior. .

    JIWAJI UNIVERSITY (NAAC ‘A’ GRADE) GWALIOR MADHYA PRADESH Green Campus Jiwaji University: Jiwaji University was established in 1964 as an offshoot of Vikram University, Ujjain. It was named after the Alijah Bahadur Sir Jiwaji Rao Scindia the former ruler of the Gwalior state. About 340 Acres of land was allotted by Smt. Rajmata Vijayaraje Scindia to Jiwaji University for developing various departments in University. The land allocated to university is known as Naulakkha Parade Ground of the state time. The foundation stone of the university was laid by Dr. Sarvepalli Radha Krishnan; the Former President of India. University Jurisdiction The territorial jurisdiction of the University is spread over eight districts viz. Gwalior. Bhind, Morena, Sheopur, Datia, Shivpuri, Ashoknagar and Guna. In the beginning the university had 25 affiliated colleges but today more than 450 Government, Government aided and Private colleges are giving education to the students under its jurisdiction. These colleges are of Medical, Engineering, Science, Education, Nursing, Management, Arts, Social Sciences, Humanities and Commerce etc. University campus Jiwaji University campus has been spread into different campuses. The administrative building, Central Library, and building of sciences and arts faculties, Distance Education, Sports Department, Girls hostels, University Health centre, Central Bank, canteen, residence quarters of faculties and officers are present in the main campus. In the east campus residences of Vice Chancellor and Registrar, University Guest House, academic buildings of Pharmacy, Law, Engineering, Advanced technology, boys hostel and Exam centre are present. The Computer building, Charak Udyan and boys hostel are present in the south campus. The Management Tourism and Languages buildings are located in the west campus.

Be it enacted by the Madhya Pradesh Legislature in the Twenty fourth year of the Republic of India as follows: CHAPTER I - PRELIMINARY 1. Short Title, Extent and Commencement (1) This Act may be called the Madhya Pradesh Vishwavidyalaya Adhiniyam, 1973. (2) It extends to the whole of Madhya Pradesh. (3) It shall come into force on such date as the State Government may, by notification, appoint. 2. Repeal and Saving As from the date appointed under sub-section (3) of section 1, (hereinafter in this section and section 3 referred to as the appointed date) the following consequences shall ensue, namely: (i) the enactments mentioned in the First Schedule shall stand repealed (hereinafter in this section and section 3 referred to as the repealed enactment); (ii) the University established under the repealed enactments shall be the Universities established under the Act and shall be known by the names of the respective Universities with head-quarters at places and territorial jurisdiction over the areas as specified in the Second Schedule; (iii) all the assets and liabilities of the respective Universities referred to in clause (ii) shall vest in the respective Universities deemed to be established in their place under this Act.

He did his M.A., L.L.B. from Calcutta University and Chartered Accountant (F.C.A.) from I.C.A.I., India in1953. He actively involved in the Quit India movement in 1942 and stayed underground for about 6 months in Raj Mahal hills of Santhal Parganas, Jharkhand. He was arrested and detained in Central Jail, Kolkata (Dum Dum) beacuse of participation in the national movement in 1942. He actively participated in health care, educational upliftment, social reforms and rural reconstruction activities particularly in Santhal Parganas, Jharkhand .He Worked as a Chartered Accountant in the 1950.He also served as Lecturer in City College, Calcutta University during 1955-60. Later in 1960-73, he served as Visiting Professor, Department of Management Studies, Delhi University. He is the Founder Secretary of Indira Gandhi Award for National Integration as well as Rajiv Gandhi Sadbhavana Award. He was the founder trustee of Hari Devi Memorial Fund set up in 1965. He set up a 30-bedded Hari Devi Rural Referral Hospital at Godda in 1976 and 40-bedded Hospital for Cancer, Leprosy & T.B.
