Fleet to

Customer information event Project overview

• 10 million investment into futureproofing the drinking water network • Planning to install 12 kilometres of water main between Fleet and • At present, the project is set to begin in June 2021 and be complete by April 2023 • New pipe will allow us to draw in water from other areas of the county to counter a predicted rise in demand in Odiham, Greywell and towns to the west – including . • Pipe will be laid predominantly along the highway, although some sections will involve digging in rural areas. A series of road closures will be required • Working closely with all of our stakeholders, customers and landowners to minimise disruption to businesses and the local community

2 The route

• Following extensive consultation with our stakeholders, the selected route is deemed the one which will cause the least amount of disruption to the public and environment • The route will involve passing under a section of North Hants Golf Club. We investigated other options, but nearby roads are extremely congested with existing utilities and the ground conditions are not suitable. • Other routes would require road closures and would consequently have caused mass disruption to customers and commuters due to a long diversion route via Road.

3 4 5 6 Work carried out so far

• Undertaken ground investigations for entire route (trial holes and boreholes). • Undertaken environmental surveys for entire route (some ongoing) • Installed 1.8 kilometres of main between Greywell and Odiham – pipe already in commission • Discussions with local Highways authorities and engaged with North Hants Golf Club

7 Minimising disruption to motorists

• The project involves a combination of traffic management methods including road closures • While we understand road closures are disruptive, we must protect the public and our workforce • Temporary traffic lights and stop/go boards will be used when it is safe to do so • We’re working closely with County Council to minimise disruption to public transport routes

8 Minimising disruption to motorists

• Updates on traffic management implementations/changes will be available on our dedicated webpage: corporate.southeastwater.co.uk/fleet • Customers can also receive updates via our interactive map text/email service • Updates via local media/social media • Stakeholders will receive regular email updates throughout the project to ensure you are in the loop • Further meetings can be arranged to discuss localised issues

9 Project timeline

• The project will be split into three separate work streams in order for us to complete the work as quickly and safely as possible • Please note the 2021 2022 2023 following timeline is still considered to be in the planning phase and could change

19 Mitigating environmental impact

• We consider ourselves to be guardians of the environment • All of our projects are planned to minimise environmental impact as much as possible • The scheme passes through two Sites of Special Scientific Interest (SSSI) • Working closely with various stakeholder groups – including environmental groups.

20 Odiham Common with Bagwell Green and Shaw SSSI - 28/06/21 - 10/12/21

• The total distance that the scheme would be within the boundary of the SSSI is approximately 1.4km, split over two sections, the first being 0.3km and the second 1.1km • To minimise potential impacts all work will be restricted to the carriageway at all times using in-road barriers. Pipe laying will be carried out using standard trenching methods and following national guidance on the installation of utilities near to trees. • Where required we would undertake trial excavations and have arboricultural supervision to further reduce any potential impact on trees

21 SSSI (Work Scheduled 25/05/22 - 08/06/22)

• The pipe will be installed using a trenchless method (Horizontal Directional Drilling) to cross beneath the canal. We will now explain how this works • We plan to have zero impact on the SSSI due to the depth of drilling and are going through a technical approval with Hampshire County Council

22 Communication and engagement

• Regular engagement meetings • Press releases • Social media • Video updates • Interactive map portal • Customer letters • Customer Liaison Manager • Stakeholder email updates • Dedicated web page • Reactive media team on 24-hour standby

25 Press release example

A water company is set to splash more than £10 million on 12 kilometres to reinforce its network amid predicted population growth.

South East Water needs to lay the new water main between Fleet and Greywell, Hampshire, to allow the company to draw in large volumes of water from other areas of its vast network of pipes.

Work on the project is currently planned to begin in June 2021 and it is anticipated the project will be complete by April 2023. Residents may however see the company carrying out some early site clearance and setting up compounds in May.

Matthew Cooper, South East Water Project Manager, said: “This project is an enormous investment which will strengthen the water network across a vast area.

“We know the population in the area is increasing and will continue to rise so we must act quickly to ensure we can continue to supply the community with top-quality drinking water direct to their taps.”

South East Water will be working in Cove Road, Fleet Road and Elvetham Heath Way in Fleet. Pipe will also be laid in Pale Lane, Dunleys Hill, Poland Lane, Bagwell Lane and Odiham Road, Hook. Other impacted roads include Winchfield Road and The Hurst.

A combination of road closures, footpath closures and temporary traffic lights will be enforced throughout the scheme.

The company also needs to lay a section of pipe within North Hants Golf Club and is working closely with its owners and members to minimise disruption to them.

Matthew continued: “While of course we do not want to disrupt leisure activities, the alternative route for the pipe would have involved an enormous diversion route which would have been extremely disruptive to residents.

“The route we have identified is the fastest, safest and least disruptive for all concerned. We know road closures and traffic lights can be disruptive but we firmly believe this project is short term pain for long term gain for the local community.

“I hope you will join us at our public information event so we can discuss the plans with you in more detail.”
