Q1 - What is the legal name, the estate, and address of the Metropolitan Police Service? I understand and believe that the ‘commissioner of the metropolis’ is not your legal name and true legal identity.

New Scotland Yard is the headquarters of the Metropolitan Police. The organisation as a whole is known as the Metropolitan Police Service.

The legal address and name would depend on the individual circumstances. For example, if it is required for Service of Legal Proceedings then the relevant address is the Directorate of Legal Services, 10 Lamb’s Conduit Street, , WC1N 3NR.

The Directorate of Legal Services acts for The Commissioner of Police of the Metropolis in legal proceedings. As a public body the Metropolitan Police is not registered like private companies.

The MPS do not have a policy on employee accountability. We have the oath of office for police officers, contracts of employment for police staff, the Code of Ethics for all which includes the standards of professional behaviour for police officers and numerous Standard Operational procedures (SOP’s) colleagues are required to follow.

Q4 - What is your Legal Company registration at Companies House and HMRC VAT number? Please supply me these details.

The MPS is classed as a Public Safety Body and not a company, thus do not have a company registration number. We are a Section 33 VAT registered body under MOPAC (following the PRA) with registration number GB180911219.

Q5 - Please supply me the Job titles and job description of your field employees in the Transport Department. i.e. employees you use in complying with the Road Traffic Act.

Role Profile: Tasking Team Constable

Provide a Pan London response to crime, SYV, KSI’s, and ASB issues that impact on the surface level transport infrastructure

Assist and support cross border initiatives and large scale seasonal operations.

Partake in joint working with both internal and external partners

Police a tactical menu of operations including uniform and plain clothes street awareness tasks

Fulfil AID commitments when required

Role Profile: Cab Enforcement Unit Constable

Work as part of a team of police officers both in plain clothes and uniform to reduce the risk of cab based sexual offending by targeting taxi touts, illegal plying for hire and taxi / private hire based criminality.

Regularly undertake the role of a decoy officer to target touting and illegal plying for hire across London.

Undertake the role of Lead Officer and work with partners in Transport for London on medium to long term problem solving projects focused around problematic night time venues across London.

Perform the role of OIC and investigating officer for cab related arrests including but not limited to touting, illegal plying for hire, licensing/ operator offences and frauds across London.

Support volunteer decoy officers who work with the CEU as part of pre planned pan London operations both during the operational tour and at Court.

Working with and supporting BOCU’s and other internal and external units / agencies in matters related to the taxi and private hire trades.

Work as part of a small team conducting pre planned and unannounced operator vistas and inspections.

Role Profile: Collision Investigator Constable

The post holder must be qualified in relevant subjects and able to demonstrate a depth of knowledge and experience in investigating serious road traffic collisions and examining motor vehicles. The degree to which these qualities are possessed will dictate whether the Collision Investigator can demonstrate to a court that he or she is a credible expert witness, competent to give evidence of opinion within their field of expertise.

Collision investigators will be required to work a 24/7 shift roster. They must be available when operationally necessary for short notice duty changes and be prepared to respond to an operational need for additional Collision Investigators or to support trainee Collision Investigators.

Collision investigators should attend the scenes of all fatal and potentially fatal collisions as soon as reasonably practicable and conduct a thorough examination of the scene. This will include the topography of the location, the condition of the road surface, markings, signs, street furniture and all aspects of the scene that could be relevant to the collision. They should capture and record all physical evidence, including the nature and position of the vehicle related marks on the road, also the positions of the vehicles and the victims. They should conduct an initial examination of the vehicles involved, paying particular attention to the circumstances of the collision and any relevant features of the vehicles and the positions of their controls.

Collision Investigators will also conduct an in depth examination of vehicles involved in the collisions they attend, in the majority of cases.

In addition, the post holder should undertake the mentoring of trainee Collision Investigators in relation to the examination of collision scenes and motor vehicles. They should also give guidance in undertaking the subsequent investigation and any necessary research required in particular cases. They should also provide guidance in relation to the evaluation of eyewitness and professional witness evidence and the production of the final collision investigation report.

Collision Investigators will also become involved in murder or manslaughter cases, where a motor vehicle has been used as a weapon in the commission of a crime. In such cases, their expertise in scene and vehicle examination with be of benefit to the SCD team investigating the death. Collision Investigators also routinely deal with requests for expert reports in cases that do not result in death, where they are able to interpret the physical evidence from the scene or a vehicle examination to provide additional expert evidence. This will include requests from the CPS, the Traffic Criminal Justice Unit, the Department of Legal Services and the Police Driving Standards Unit, particularly in relation to Incident Data Recorder analysis.

Role Profile: Commercial Vehicle Unit Constable

Provide 24/7 core cover to support MPS, City Police and DVSA to deal with Commercial vehicles within the MPD

Attend all KSI collisions involving Commercial vehicles, assist Collision Investigators by providing expert knowledge, downloading Digital tachographs and removing vehicles to designated locations for vehicle examinations.

Conduct Operator visits and investigate licensing offences.

Support Pan London and Counter Terrorism Operations

Conduct pro active patrols and work in stop sites carrying out roadside vehicle examinations and driver hours offences, processing and arresting offenders as required

Presentation of cases to the Traffic Commissioner at public inquiries

Preparation of tasking applications

Role Profile: Compliance Unit Constable

Monitor emerging THOR issues that could impact on the RTPC via CAD and radio traffic.

Update the Compliance Unit Sergeant or Duty Officer with all relevant issues that may impact on the command.

Provide the SLT with reports on officer availability, tasking and AID commitments that impact on the command.

Monitor the offender management database and put in place effective measures to apprehend outstanding nominals.

Be the SPOC for TfL and respond to their queries or concerns as appropriate.

Role Profile: Cycle Safety Team Constable

Patrol tasked locations by pedal cycle and conduct proactive enforcement of all types of road traffic offences.

Respond to calls from public and colleagues.

Maintain a level of expertise with regard to road safety issues, particularly involving pedal cycles.

Have a good working knowledge of critical incidents.

Provide specialist skills in support of BOCU’s: e.g. PG9, weighing, field impairment tests, tachograph examination.

Assist in delivering ‘Exchanging Places’ and other road safety events.

Assist with cycle security marking when required.

Liaise with BOCU’s, LGV operators and other key partners.

Organise road safety events.

Undertake Pan-London Aid when required.

Role Profile: Motorcycle Safety Team Constable

Represent MPS and National Bikesafe and provide classroom input and observed rides to members of the public on motorcycles and scooters to national standards.

Manage the online booking system.

Present Bikesafe to the community at local fairs, road safety meetings, national motorcycle shows and race meetings, schools and colleges.

Work with our partners at TFL and National Bikesafe.

Provide a uniformed patrol capability, tasked by TFL and MPS to Boroughs where there is a high incident of KSI’s involving Motorcycles and Scooters.

Processing and arresting offenders as required.

Conduct effective patrols around casualty reduction focusing on P2W users.

Support Pan London operations as required

Role Profile: Roads Response Team Constable

Proactive patrols of the fast road network and designated tasking area.

Respond to calls from the public and colleagues in a timely and professional manner.

Provide support and advice to team PCSO’s when required.

Ensure compliance with health and safety by all concerned whilst on the Fast Road Network.

Respond to calls for assistance from TfL bus drivers via DIR calls.

Deal with traffic and criminal offences in the appropriate manner.

Attend and assist BOCU’s at the scene of serious and fatal collisions, including scene management, preservation of evidence and ensuring best practice until relieved by a GPS.

Have a good working knowledge of critical and major Incidents and the procedure in completing the BK115.

Respond to active pursuits and be aware of current pursuit SOP’s and policies.

Assist BOCU’s with specialist assistance when dealing with Traffic incidents including giving advice where necessary.

Undertake Pan London Aid when requested throughout the calendar year.

Role Profile: RSM Tasking Team Constable

Provide a Pan London response to crime, SYV, KSI’s, and ASB issues that impact on the surface level transport infrastructure

Role Profile: STT Constable

Manage crime and disorder reductions on the surface transport networks and reduction in the number of killed and seriously injured road traffic collisions, through education, enforcement and problem solving.

Work toward achieving reductions in the number of killed and seriously injured (KSI) collisions

Primary investigation for all surface transport related crime and secondary investigation for specified offences.

Working in partnership with internal and external stakeholders and the community in order to detect prevent and reduce crime on the bus network. This includes TFL, MPS resources, such as Safer Neighbourhoods and Response Teams, , as well as other partners, both statutory and voluntary

Supporting local Borough based objectives where there is a link to RTPC objectives and engage with communities to ensure an understanding of RTPC role.

Provide a response to all surface transport crime where applicable an immediate response.

Gathering and submitting community based intelligence to prevent and detect crime, disorder and anti social behaviour.

Develop local youth engagement initiatives to improve youth behaviour and reduce levels of youth crime and disorder and the numbers of youth victims of crime.

Improve customer satisfaction and the perception of safety on the surface transport system.

Developing local engagement activities to
