Vijaya Kumar - Secretary The Chairman, SEAC, Karnataka welcomed the members of the Committee and others present. The following proposals listed in the agenda were appraised in accordance of the provision of EIA Notification 2006. The observation and decision of the Committee are recorded under each of the agenda items. Some of the consultants have produced the copy of the stay order in which there is a list of 13 consultants who have obtained stay (W.P. No. 16250-16251/2016) order from Hon’ble High Court of Karnataka to the committee. The committee had discussed regarding the individual stay obtained by Environmental Consultants against the Gazette Notification dated 03.03.2016 issued by MoEF and CC, New Delhi and decided to allow the consultants for making the presentation by the consultants who have obtained stay order from the court and it is hereby brought to the notice of the Authority. The State Expert Appraisal Committee, Karnataka perused the proceedings of 161st SEAC meeting held on 28th and 29th March 2016 and confirmed the same. Sand proposals of District Sand Monitoring Committee, Dakshina Kannada District: 162.1 Removal of Sand from Sand Bar - SB - N6 of Nethravathi River Bed, Arkula Village, Mangaluru Taluk, Dakshina Kannada (4 Ha) of District Sand Monitoring Committee, Dakshina Kannada District. (SEIAA 111 MIN 2016) This is an application submitted by Dakshina Kannada District Sand Monitoring Committee seeking Environmental Clearance for proposed removal of sand from sand bar project at SB-N6, Nethravathi River Bed of Arkula Village, Mangaluru Taluk, Dakshina Kannada District in a area of 4.0 Ha. Representative of the proponent and EIA coordinator from M/s. Metamorphosis Project Consultants Pvt Ltd, Bangalore attended the meeting of SEAC and presented the proposal. The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, report prepared by NITK, Suratkal and clarification/information provided during the meeting. The Committee noted that the said proposal has been considered by the State Coastal Zone Management Authority (KSCZMA) during the meeting held on 05.04.2016, the KSCZMA has recommended the proposal to SEIAA in accordance with the CRZ Notification 2011 for EC consideration with a specific condition that the length of the sand bar to be limited to 60%. The Committee after discussion decided to recommend the proposal for issue of EC by imposing the following additional conditions: 1. Removal of sand bar shall be permitted only during the non monsoon season which is breeding season for aquatic fauna. 2. The quality of the material/sand removed from the sand bar shall be verified for its suitability to use in the construction activity. 3. All conditions stipulated by NITK and accepted by the proponent is to be strictly followed. Action: Secretary, SEAC to forward the proposal to SEIAA for further necessary action. 162.2 Removal of Sand from Sand Bar - SB - N2 of Nethravathi River Bed, Jappinamogru Village, Mangaluru Taluk, Dakshina Kannada (19 Ha) of District Sand Monitoring Committee, Dakshina Kannada District. (SEIAA 112 MIN 2016) This is an application submitted by Dakshina Kannada District Sand Monitoring Committee seeking Environmental Clearance for proposed removal of sand from sand bar project at SB-N2, Nethravathi River Bed of Jappinamogru Village, Mangaluru Taluk, Dakshina Kannada District in a area of 19.0 Ha. The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, report prepared by NITK, Suratkal and clarification/information provided during the meeting. The Committee noted that the said proposal has been considered by the State Coastal Zone Management Authority (KSCZMA) during the meeting held on 05.04.2016, the KSCZMA has recommended the proposal to SEIAA in accordance with the CRZ Notification 2011 for EC consideration with a specific condition that the length of the sand bar to be limited to 50%. The Committee after discussion decided to recommend the proposal for issue of EC by imposing the following additional conditions: 1. The proposed reduction of length of the sand bar by 50% should be accommodated towards the structure side ie. the bridge. 2. Removal of sand bar shall be permitted only during the non monsoon season which is breeding season for aquatic fauna. 2 3. The quality of the material/sand removed from the sand bar shall be verified for its suitability to use in the construction activity. 4. All conditions stipulated by NITK and accepted by the proponent is to be strictly followed Action: Secretary, SEAC to forward the proposal to SEIAA for further necessary action. 162.3 Removal of Sand from Sand Bar - SB - G5 of Gurupura River, Kunjathbailu Village, Mangaluru Taluk, Dakshina Kannada of District Sand Monitoring Committee, Dakshina Kannada District. (5 Ha) (SEIAA 113 MIN 2016) This is an application submitted by Dakshina Kannada District Sand Monitoring Committee seeking Environmental Clearance for proposed removal of sand from sand bar project at SB-G5, Gurupura River Bed of Kunjathbailu Village, Mangaluru Taluk, Dakshina Kannada District in a area of 5.0 Ha. The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, report prepared by NITK, Suratkal and clarification/information provided during the meeting. (SEIAA 114 MIN 2016) This is an application submitted by Dakshina Kannada District Sand Monitoring Committee seeking Environmental Clearance for proposed removal of sand from sand bar project at SB-G6, Gurupura River Bed of Kenjar-1 Village, Mangaluru Taluk, Dakshina Kannada District in a area of 5.0 Ha. 3 The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, report prepared by NITK, Suratkal and clarification/information provided during the meeting. (SEIAA 115 MIN 2016) This is an application submitted by Dakshina Kannada District Sand Monitoring Committee seeking Environmental Clearance for proposed removal of sand from sand bar project at SB-N5, Nethravathi River Bed of Herekala Village, Mangaluru Taluk, Dakshina Kannada District in a area of 6.24 Ha. The committee appraised the proposal considering the information provided in the statutory application-Form I, Pre Feasibility Report, report prepared by NITK, Suratkal and clarification/information provided during the meeting. The Committee noted that the said proposal has been considered by the State Coastal Zone Management Authority (KSCZMA) during the meeting held on 05.04.2016, the KSCZMA has recommended the proposal to SEIAA in accordance with the CRZ Notification 2011 for EC consideration with a specific condition that the length of the sand bar to be limited to 60%.
