CONTINUATION OF CERTAIN AIR SERVICE PURSUANT TO PUBLIC LAW NO. 116-136 §§ 4005 AND 4114(b) Docket DOT-OST-2020-0037 NOTICE OF ADJUSTMENTS TO SERVICE OBLIGATIONS Summary By this notice, the U.S. Department of Transportation (the Department) announces an opportunity for incremental adjustments to service obligations under Order 2020-4-2, issued April 7, 2020, in light of ongoing challenges faced by U.S. airlines due to the Coronavirus (COVID-19) public health emergency. With this notice as the initial step, the Department will use a systematic process to allow covered carriers1 to reduce the number of points they must serve as a proportion of their total service obligation, subject to certain restrictions explained below.2 Covered carriers must submit prioritized lists of points to which they wish to suspend service no later than 5:00 PM (EDT), May 18, 2020. DOT will adjudicate these requests simultaneously and publish its tentative decisions for public comment before finalizing the point exemptions. As explained further below, every community that was served by a covered carrier prior to March 1, 2020, will continue to receive service from at least one covered carrier. The exemption process in Order 2020-4-2 will continue to be available to air carriers to address other facts and circumstances. Background On March 27, 2020, the President signed the Coronavirus Aid, Recovery, and Economic Security Act (the CARES Act) into law. Sections 4005 and 4114(b) of the CARES Act authorize the Secretary to require, “to the extent reasonable and practicable,” an air carrier receiving financial assistance under the Act to maintain scheduled air transportation service as the Secretary deems necessary to ensure services to any point served by that air carrier before March 1, 2020. -

Relocation of U.S. Navy’s Keehi Beach facilities was necessary to clear the site for the runway construction. The marina was to be relocated to Rainbow Bay in Pearl Harbor and the swimming and sunbathing activities were moved to Barbers Point. The State reimbursed the federal government for the cost of replacing these facilities in their new loca- tions. The total estimated cost was $1,598,000 and payment was made as work progressed. As of June 30,1973, the work was about 10 percent completed under the Navy contract. Although the Reef Runway was designed to improve the environment as well as provide for traffic gains into the 1990s, it was opposed on environmental grounds, including its possible effects on bird life and fishing grounds. The project’s effectiveness in reducing noise was also questioned. The bid opening was originally set for November 9, 1972. On November 8, Federal Judge Martin Pence signed a temporary restraining order which forbade the DOT to open the bids. The restraining order was granted on a complaint filed on behalf of four groups and four individuals. The groups were Life of the Land, the Hawaii Audubon Society, the Sierra Club and Friends of the Earth. The four individuals were men who lived and worked in the area which would be affected by the Reef Runway. The order remained in effect until after hearings before Federal Judge Samuel P. King were completed, and his decision announced. On December 22, 1972, Judge King ruled that the environmental impact statement on the proposed Reef Runway was adequate and that construction could begin. -

As you know, by Order 2004-1- 10, January 13, 2004, the Department solicited proposals from all interested air carriers to provide service at Alamosa, Cortez, and Pueblo. In response to that order, we received 27 proposal options from Great Lakes Aviation, Ltd., and Mesa Air Group, Inc. d/b/a Air Midwest. While we would normally write up a brief summary of all of the proposals, that is not practical in this case given the number of options. Moreover, each carrier applicant was directed to serve its proposal(s) on you; in addition, copies of the proposals may be accessed online through the Department's Dockets Management System at: http://dms.dot.gov/ by doing a simple search on Docket Number 2960. My purpose in writing to you at this time is to request any final comments you might have on the carriers' service and subsidy proposals before we submit a recommendation on the carrier selection issue to the Assistant Secretary for Aviation and International Affairs. Please note that the estimated average passenger fare shown in a carrier's proposal does not necessarily reflect the average local fare that passengers would actually pay, but rather reflects that portion of the total ticket price, e.g., the Alamosa-Denver portion of an Alamosa-(Denver)-Washington fare, that would go to the essential air service carrier. -

Chicago and Houston are major Southwest markets with connecting service to many great destinations. While the airlines' networks are not connected at this point, both carriers are working together to publish the best flight schedules to places customers want to go. When the networks are connected, people traveling to and from these areas will have access to many more cities. “These new daily flights to Chicago and Houston are very exciting because Chicago and Houston are large visitation markets for Branson” stated Executive Director, Jeff Bourk. “Ultimately, these routes will tie into the Southwest network, giving passengers many more low cost choices to get where our passengers want to go.” On Friday, Southwest Airlines committed to serve Branson, Missouri. Southwest Airlines made the decision to serve Branson, Missouri and to convert AirTran Airways at Branson to Southwest Airlines operations over time.
