In November 2007 Tynwald resolved that the Council of Ministers consider the establishment of a suitable body for the preservation of War Memorials in the Isle of Man. Subsequently in October 2008, following a report by a Working Group established by Council of Ministers to consider the matter, Tynwald gave approval to the formation of the Isle of Man Government Preservation of War Memorials Committee. I am pleased to lay the Annual Report before Tynwald from the Chair of the Committee. I would like to formally thank the members of the Committee for their interest and dedication shown in the preservation of Manx War Memorials and to especially acknowledge the outstanding voluntary contribution made by all the membership. Edwards Ever since President Obama took office in 2009, there has been an underlying debate amongst politicians, pundits, and policymakers over America’s exceptionalist nature. American exceptionalism is one of the foundational myths of U.S. identity. While analyses of Barack Obama’s views on American exceptionalism are quite prominent, there has been little discussion of conservative rhetorical constructions of this impor- tant myth. In this essay, I seek to fill this gap by mapping prominent American conservatives’ rhetorical voice on American exceptionalism. Keywords: American exceptionalism, conservative rhetoric, jeremiad In April 2009, President Obama travelled to Europe to meet with European leaders in coordinating a strategy to deal with the global financial crisis and to celebrate the 60th anniversary of the NATO alliance. At a news conference in Strasbourg, France, Ed Luce of the Financial Times asked the president whether or not he believed in American ex- ceptionalism. Obama answered by stating, I believe in American exceptionalism, just as I suspect that the Brits believe in British ex- ceptionalism and the Greeks believe in Greek exceptionalism. I am enormously proud of my country and its role and history in the world . we have a core set of values that are en- shrined in our Constitution, in our body of law, in our democratic practices, in our belief in free speech and equality that, though imperfect, are exceptional. Now, the fact that I am very proud of my country and I think that we‟ve got a whole lot to offer the world does not lessen my interest in recognizing the value and wonderful qualities of other countries or recogniz- ing that we‟re not always going to be right, or that people may have good ideas, or that in order for us to work collectively, all parties, have to compromise, and that includes us.

Djamel Ameziane is an Algerian ref ugee who has been detained in Guantánamo Bay since 2002. He has a pending habeas corpus petition, Ameziane v. Obama, in the D.C. District Court. He has a petition and request f or precautionary measures, Ameziane v. United States, f iled with the Inter-American Commission on Human Rights (IACHR). Like many other habeas petitions, Mr. Ameziane’s habeas case was stayed pending the outcome of the Boumediene and Al Odah cases in the Supreme Court, which were decided June 12, 2008. The Supreme Court ruled that detainees at Guantánamo Bay have the constitutional right to have their habeas corpus petitions heard in a U.S. f ederal court. Subsequently, the stay in Mr. Ameziane’s habeas case was lif ted and the case began to move f orward rapidly. However, in June 2009, the D.C. District Court again stayed the case indef initely based on his approval f or transf er. Mr. Ameziane’s IACHR petition and request f or precautionary measures is the f irst merits petition by a person detained by the United States at Guantánamo Bay, asking the IACHR to consider the torture, abuse, and other human rights violations perpetrated against him, including his continuing indef inite detention without charge or trial.

William Balthrop Carole Blair Lawrence Grossberg William Keith © 2013 David Supp-Montgomerie ALL RIGHTS RESERVED ii ABSTRACT David Supp-Montgomerie: Speaking from the Heart: Mediation and Sincerity in U.S. Political Speech (Under the direction of Christian Lundberg) This dissertation is a critique of the idea that the artifice of public speech is a problem to be solved. This idea is shown to entail the privilege attributed to purportedly direct or unmediated speech in U.S. public culture. I propose that we attend to the ēthos producing effects of rhetorical concealment by asserting that all public speech is constituted through rhetorical artifice. Wherever an alternative to rhetoric is offered, one finds a rhetoric of non-rhetoric at work. A primary strategy in such rhetoric is the performance of sincerity. In this dissertation, I analyze the function of sincerity in contexts of public deliberation. I seek to show how claims to sincerity are strategic, demonstrate how claims that a speaker employs artifice have been employed to imply a lack of sincerity, and disabuse communication, rhetoric, and deliberative theory of the notion that sincere expression occurs without technology. In Chapter Two I begin with the original problem of artifice for rhetoric in classical Athens in the writings of Plato and Isocrates.

    Submission to the United Nations Committee Against Torture in relation to the United States of America’s One-Year Follow-up Response to the Committee’s Concluding Observations and Recommendations 1 March 2016 I. Introduction 1. The Redress Trust (REDRESS), the International Commission of Jurists (ICJ), and the World Organisation against Torture (OMCT)1 (the organisations) are making this submission in response to the United States of America (State party)’s One-Year Follow-up response to the Recommendations of this Committee (follow-up response).2 In advance of the 2014 State examination, we submitted a report to this Committee expressing profound concern at the fact that the State party had compounded far-reaching violations of international law by constructing an unprecedented system of secrecy around certain detainees, including those facing capital charges in military trials at Guantánamo Bay, thereby silencing a category of victims of torture and other ill-treatment through detention, isolation and classification of information.3 2. This Committee identified four “principal subjects of concern and recommendations” for follow up in its Concluding Observations.4 In this submission we focus on two of these subjects: “Inquiries into allegations of torture overseas” and “Guantánamo Bay detention facilities”, which are most closely linked to the original submission we made jointly in advance of the State party’s examination. 3. The organisations note the reiteration in the State party’s follow up response of its understanding “that where the text of the Convention provides that obligations apply to a State Party in ‘any territory under its jurisdiction,’ such obligations extend to certain places beyond the sovereign territory of the State Party, and more specifically, ‘territory under its jurisdiction’ extends to ‘all places that the State Party controls as a governmental authority.’”5 We would recommend to the Committee to urge the United States (U.S.) 1 Please see Annex 1 for an overview of each of the organisations.

In moving to topple Saddam Hussein, Washington foresaw the development of a stable, democratic, friendly, and non-threatening Iraq. Resistance to U.S. preferences, however, developed from day one and over time the United States was forced to modify its policies and lower its expectations. Political and military, not to mention violent, opposition to U.S. and allied officials revealed the problematic U.S. assumptions going into the war and led to repeated changes in US policy. In addition to the direct human, financial, and political costs, the long term implications of Iraqi resistance are significant.
