O’Connor ABSTRACT This paper identifies habits that contribute to American national identity, as demonstrated in the interactions of U.S. diplomats abroad. I examine the foundations of curriculum in U.S. education—and how national identity is reproduced within this domestic institution. Our American identity is the amalgamation of our individual habits which are rooted in our ideas, norms, and values of what is important and worthy of pursuit, what is proper and what is correct. These ideas form a discourse in American identity today, as they did in the time of John Dewey—father of modern education in the United States—and Alexis de Tocqueville—a sociologist, cultural anthropologist, and political commentator—who both have much to say on the relationship of formal education to national identity and politics. These particularly American cultural habits are elucidated in diplomatic action because diplomats are constantly in situations that highlight contrasts between cultures. iii ACKNOWLEDGEMENTS A special thank you goes to Ambassadors Melvyn Levitsky, Roger Kirk, and Jack Matlock for taking the time to meet with me and answer my questions. U.S.-China Relations: Progress Amidst Persisting Deep Suspicions Bonnie S. Glaser n the final quarter of 1999, the U.S. and China signed two important agreements that will Ilikely aid in stabilizing the bilateral relationship after a rocky period following the accidental bombing of the Chinese embassy in Belgrade last May. The first, a bilateral accord on the terms under which China will enter the World Trade Organization (WTO), represents an important milestone for Sino-U.S. ties and signals a reaffirmation of China’s commitment to market liberalization and economic reform. The second, an agreement settling the issue of compensation by both the U.S. and China for damage to their respective diplomatic property stemming from the accidental embassy bombing, constitutes an important step in the tortuous and as yet unfinished process of restoring normalcy to the bilateral relationship. While the initial steps toward restarting military contacts were recently taken, bilateral dialogues on arms control and human rights have yet to be resumed and strains continue to increase in both areas as well as on the Taiwan issue. Landmark WTO Accord is Reached After 13 years of negotiations, China and the U.S. reached agreement on Nov. 15 on the terms under which China will enter the WTO. The impetus to conclude an accord came from Washington, which judged after the Jiang-Clinton meeting in Auckland, New Zealand in September that the Chinese side was politically stalemated and unable to forge a consensus without a push from the U.S. side. President Clinton called Jiang twice, on October 16 and again on November 8, to prod Beijing to resume serious negotiations aimed at closing a deal. -

journal of international humanitarian legal studies 8 (2017) 33-112 brill.com/ihls Classical and Political Humanitarianisms in an Era of Military Interventionism and the War on Terror Ambiguity, Prescription, Jus in Bello and Jus ad Bellum Matthew Bywater London School of Economics and Political Science graduate [email protected] Abstract This paper scrutinises the modus operandi of classical and political humanitarianism: the use of ambiguity and prescription to frame calls for international action to protect civilians, and public commentary on jus in bello and jus ad bellum. It does so by in- novatively considering the perspectives of belligerents alongside those of humanitar- ian actors, so as to identify how belligerents have responded to the two humanitarian modus operandi, and to ascertain the connection of humanitarian actors to the wars and international military interventions that they have implicitly or explicitly called for or endorsed. The paper finds that the response of belligerents differs from what both classical and political humanitarians expect. Even where humanitarians maintain am- biguity, the intention to will military action remains present and even the documenta- tion and reporting of violence will bolster military intervention. Such consequences will be perceptible to belligerents, who may restrict humanitarian space. When hu- manitarians advance jus ad bellum perspectives, the humanitarian identity envisioned by classicists is not necessarily compromised. But belligerents are positively influenced by such perspectives only when those perspectives coincide with their own position. Americká zahraniční politika ve východní Asii Americká politika vůči Číně od konce studené války Dlouhodobé americké zájmy v regionu východní Asie 1) Udržení politické stability v regionu; 2) Zajištění přístupy na trhu v regionu; 3) Zajištění svobody plavby (bezpečnost klíčových námořních cest) 4) Zabránit tomu, aby v regionu získala dominantní postavení velmoc či skupina velmocí nepřátelských vůči USA; 5) Podpora demokracie v regionu; USA a Čína v období studené války Na počátku studené války chtějí USA využít „čínského titoismu“, avšak válka v Koreji je na dlouhou dobu donutila od těchto snah upustit. Čínsko-sovětská aliance funguje až do 60. let; USA v těchto letech vůči Čínské lidové republice (ČLR) aplikují strategii zadržování (containment). Jako legitimní vláda Číny je uznána Čankajškova vláda v Taipei. Na konci 60. let se USA rozhodnout využít čínsko-sovětské roztržky. Došlo k zahájení diplomatických jednání, která v roce 1972 vedla k návštěvě Nixona v Číně a vydání Šanghajského komuniké. Dohoda představovala nevyhlášenou alianci mezi USA a ČLR. Konec uplatňování strategie zadržování vůči Číně. Od 1.ledna 1979 došlo k normalizaci americko-čínských vztahů. USA přerušily oficiální diplomatické vztahy s Čínskou republikou na Taiwanu. Konec americko-čínského strategického partnerství K jeho zániku došlo na přelomu 80. a 90. let, v průběhu necelých tří let (1989-1991). Existovaly 2 základní důvody konce americko-čínského strategického partnerství 1) Masakr na náměstí Tchien-an-men (4. červen 1989) a 2) Konec studené války a rozpad SSSR. Zásadní byly dlouhodobé dopady čínského zásahu na americko- čínské vztahy. a) Původní široká domácí koalice, která už od Nixonovy éry podporovala americko-čínské strategické partnerství se rozštěpila. -

Abstract To consider the relationship between war and the media is to look at the way in which the media are involved in conflict, either as targets (war on the media) or as an auxiliary (war thanks to the media). On the basis of this distinction, four major developments may be cited that today combine to make war above all a media spectacle: photography, which opened the door to manipulation through stage-management; live technologies, which raise the question of journalists’ critical distance vis-à-vis the material they broadcast and which can facilitate the process of using them; pressure on the media and media globalization, which have led to a change in the way the political and military authorities go about making propaganda; and, finally, the fact that censorship has increasingly come into disrepute, which has prompted the authorities to think of novel ways of controlling journalists. : : : : : : : The military has long integrated into its operational planning the principles of the information society and of a world wrapped into a tight network of infor- mation media.
