At the Cultural Heritage Commission meeting of October 17, 2013, the Commission moved to include the above properties in the list of Historic-Cultural Monument, subject to adoption by the City Council.

As required under the provisions of Section 22.171.10 of the Los Angeles Administrative Code, the Commission has solicited opinions and information from the office of the Council District in which the site is located and from any Department or Bureau of the city whose operations may be affected by the designation of such site as a Historic-Cultural Monument. Such designation in and of itself has no fiscal impact. Future applications for permits may cause minimal administrative costs.

The City Council, according to the guidelines set forth in Section 22.171 of the Los Angeles Administrative Code, shall act on the proposed inclusion to the list within 90 days of the Council or Commission action, whichever first occurs. By resolution, the Council may extend the period for good cause for an additional 15 days.

The Cultural Heritage Commission would appreciate your inclusion of the subject modification to the list of Historic-Cultural Monuments upon adoption by the City Council.

FINDINGS

1} The building "embodies the distinguishing characteristics of an architectural type specimen, inherently valuable for a study of a period style or method of construction" as an example ofthe New Formalism style.

3} The property reflects "the broad cultural, economic, or social history of the nation, State or community" for its association with the Pereira Master Plan and Update of the USC campus.

CRITERIA

The criterion is the Cultural Heritage Ordinance which defines a historical or cultural monument as any site (including significant trees or other plant life located thereon) building or structure of particular historic or cultural significance to the City of Los Angeles, such as historic structures or sites in which the broad cultural, economic, or social history of the nation, State or community is reflected or exemplified, or which are identified with historic personages or with important events in the main currents of national, State or local history or which embody the distinguishing characteristics of an architectural type specimen, inherently valuable for a study of a period style or method of construction, or a notable work of a master builder, designer or architect whose individual genius influenced his age.

SUMMARY

Constructed in 1966, this three-story institutional building with prominent tower exhibits character-defining features of the New Formalism style. The Von .Kleinsmid Center is composed of three volumes arranged in a tl-shaped plan around a paved sunken courtyard at basement level. ..A. four-sided painted concrete tower with concave brick clad walls and surmounted with a metal globe sculpture rises from the basement level. A brick-paved area east of the tower forms circular steps down to the basement level. The exterior elevations are clad in brick. Windows and spandrels fill thin vertical glazed openings across the north facade, The main elevation exhibits symmetrical arcaded openings consisting' of ten arches. The expressed thin flat roof broadly overhangs the exterior and exhibits a pattern of rectangular perforations in the soffit. The subject building is surrounded by decorative brick paving with rectangular designs.

The subject building was designed by influential architect Edward Durell Stone (1902-1978). The University of Southern California, founded in 1880, had four major development periods. They encompass the construction of Widney Hall in 1880, the first campus building, through the completion of the Annenberg School of Communications in 1976. The subject building was constructed under the auspices of the Pereira Master Plan and Update (1960-1976) and is regarded as one of the most prominent features of this plan. In 1960, President Topping employed preeminent architect and planner William L. Pereira to create a new master plan which was then expanded in 1966. Pereira had taught at USC from 1949-1957 and was recognized nationally for his work. During the 1960s-70s his firm completed over 250 commissions including master plans for Los Angeles International Airport and Irvine, CA. planning, public spaces, pedestrian and auto circulation, and landscaping in his USC Master Plan.

The University Park campus appears to cootamthe highest concentration of St()n~'s work on the West Coast.

DISCUSSION

The Von Kleinsmid Center historic property successfully meets three of the specified Historic- Cultural Monument criteria: 1) "embodies the distinguishing characteristics of an architectural type specimen, inherently valuable for a study of a period style or method of construction: 2) "is associated with a master builder, designer, or architect" and, 3) reflects "the broad cultural, economic, or social history of the nation, State. or community." As a representative of the New Formalism style, designed by architect Edward Durell Stone, and part of the Pereira Master Plan and Update of the USC campus, the property qualifies for designation as a Historic- Cultural Monument based on these criteria.

CALIFORNIA ENVIRONMENTALCUALITY ACT ("CECA") REVIEW

State of California CEQA Guidelines, Article 19, Section 15308, Class 8 "consists of actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment."

State of California CEQA Guidelines Article 19, Section 15331, Class 31 "consists of projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, RestOring, and Reconstructing Historic buildings."

The designation of the Von Kleinsmid Center property as a Historic-Cultural Monument in accordance with Chapter 9, Article 1, of The City of Los Angeles Administrative Code ("LAAC") will ensure that future construction activities involving the subject property are regulated in accordance with Section 22.171.14 of the LAAC. The purpose of the designation is to prevent significant impacts to a Historic-Cultural Monument through the application of the standards set forth in the LAAC. Without the regulation imposed by way of the pending designation, the historic significance and integrity of the subject property could be lost through incompatible alterations and new construction and the demolition of irreplaceable historic structures. The Secretary of the Interior's Standards of Rehabilitation are expressly incorporated into the LAAC and provide standards concerning the historically appropriate construction activities which will ensure the continued preservation of the subject property.

The use of Categorical Exemption Class 8 in connection with the proposed designation is consistent with the goals of maintaining, restoring, enhancing; and protecting the environment through the imposition of regulations desiqned to prevent the degradation of Historic-Cultural Monuments.

The use of Categorical Exemption Class 31 in connection with the proposed designation is consistent with the goals relating to the preservation, rehabilitation, restoration and reconstruction of Historic buildings in a manner consistent with the Secretary of the Interior's CHC·2013·2405-HCM 3518 S. The Von Kleinsmid Center was designed by Edward Durell Stone and constructed in 1966. The University Park campus boasts the largest concentration of Stone's work on the West Coast. like much of his work around the country, Edward Durell Stone's USCbuildings were emblematic of New Formalism. Stones other designs for USCinclude: Davidson Conference Center (1976), the Andrus Gerontology Center (1972), the Social Sciences Building (1966), and Waite Phillips Hall of Education (1968). His design for the Von Kleinsmid Center (VKC,1964) is one of the campus's most distinctive buildings.

This three-story over basement building, located on the east side ofTroudsdale Parkway between West 34th Street and ChildsWay, is composed of three volumes arranged in a Ll-shaped in plan. It is dad in brick and has a prominent tower. It houses offices and classrooms; the large lower level houses a library. The building embraces a paved sunken courtyard at the basement level. 18. Significance

The Von KleinSmidCenter designed by the architect Edward Durell Stone was completed in 1966. It is significant as an excellent local example of New Formalist institutional architecture. It is the work of nationally significant architect Edward Durell Stone. It is an intact contributor to William Pereira's 1960 Campus Master Plan. The building has a high level of integrity, and a clear and direct association with the patterns of educational and architectural development of the University.

The University of Southern California, founded in 1880, had four major development periods. They encompass the construction of Wldney Hall in 1880, the first campus building, through the completion of the Annenberg School of Communication in 1976. The Von KleinSmid Center falls into the period of the Pereira Master Plan and Update: 1960 -1976

In 1960 President Topping employed preeminent architect and planner William l. Pereira to create a new master plan, which was expanded in 1966. The goals of Pereira's plan included the determination of the desirable physical size of the campus, the development of a vision for the relationship between existing and future buildings, and the determination of a proper area of University influence within the context of the surrounding community.

Pereira had a linkto the USCSchool of Architecture, having taught design and studio classes there from 1949 to 1957. By1960, William Pereira had a reputation as one ofthe country's most innovative architects and planners. During the 1960s and 1970s his firm completed over 250 commissions. In addition to the USCCampus Plans, he devised master plans for the los Angeles International Airport expansion and the City of Irvine. He was featured on the cover of Time Magazine in September 1963.

Pereira's plan for the University of Southern California needed to complement the existing campus and coexist harmoniously with the buildings of the Parkinson- and Gallion-era campaigns. A firm believer in the planning principles of Ebenezer Howard's Garden City, Pereira relied heavily on his landscape plan to unify the campus.

Pereira used the quadrangle as a central feature in his 1960 Master Plan. Its use as an organizing feature can be traced to the medieval English college, and was resurrected in American campus planning in the early twentieth century as a response to growing and increasingly impersonal universities. The quadrangle was viewed as a design unit that promoted more intimate educational communities. Pereira & Associates found prototypes for USC'squadrangles at Oxford, Cambridge, and Yale. Rather than focus on the "community-making" aspects of quadrangles, the Pereira plans emphasize their role in creating "places," public spaces that were functional and memorable.

The plans emphasize that the architecture of buildings should serve to create and define the outside space, as well as to make it memorable by creating a "jewel" that acts as a focal point in the space. The quadrangles act as nodes, places that become memorable both for their concentration of activity, as well as physical definition by the surrounding buildings.

In his Master Plan Report for the University of Southern California, Pereira cites the importance of creating a sense of place on the modem university campus. He writes: "The university is more than a place to teach and learn. It should be a place that is pleasant, memorable and Inspiring. The high purpose and responsibility of the university should be matched in its setting."

Despite the use of traditional quadrangles, the Pereira & Associates plans for USCwere also a product of their time, with an emphasis on automobile and pedestrian circulation, parking, and the use of

They are also particularly reflective of important movements in 20th century city planning, relying on the principles of the Garden City Movement, concepts of urban renewal, and increasingly automobile-oriented design.

Pereira concentrated academic functions at the core of the site and surrounded them with ample public space. He called for a "ring road" that separated the core from a peripheral band of non-academic functions. The plans' call for landscaped, radiating boulevards that extend from the campus to provide pedestrian links to the surrounding community is garden city in origin, as is the plans' particular emphasis on separating vehicular and pedestrian traffic, with dedicated pedestrian-only rights-of-way with the closure of Hoover Avenue and streets inside the proposed ring road area.

The1960 plan update (completed in 1966) provided redevelopment recommendations for the surrounding neighborhoods, proposing to close off streets to create "super blocks" where Internal streets are primarily for pedestrian circulation, and the larger blocks serve to rapidly move automotive traffic. The 1960 and 1966 Master Plans called for the expansion of the campus's western boundary to include all property to the east of Vermont Avenue, increasing the size of the campus from 95 to 153 acres.

Since USC'sfounding, campus growth had been characterized by incremental development on prior commercial and residential parcels as lands were acquired and funds became available for new construction. As such, the campus grew out of its surrounding neighborhood. Under Pereira's vision, the campus was shut off from the external vehicular traffic and access to the interior of the campus Was limited to four entrances, or "gateways." Large parking structures were constructed near each of the gateways, with a desire to keep vehicular traffic on the campus periphery.

Working with an existing campus and disparate architectural styles, Pereira relied heavily on landscaping and pedestrian pathways to create a unified park-like campus within an urban setting. According to historian James Steele, "Pereira's vision of an integral, tranquil park-like setting within the campus was crucial to the appearance of the University today."

Pereira believed that landscape treatments could establish individual identity for different parts of campus and yet connect existing facilities to new ones with a network of park-like lawns and pathways. Hisvision ofthe USCcampus was one that "in the future could present the same green, shady, cool and cared-for quality to passers-by, visitors, students, faculty and staff." With the implementation of the 1960s Master Plan came an increase in the campus's acreage and a massive expansion of its physical plant.

Architect Edward Durell Stone

Edward Durell Stone was educated at the University of Arkansas and received a degree in Architecture. Stone relocated to Boston attending Boston Architectural College, Harvard, and MITyet he never received a degree. He was trained in the Beaux-Arts tradition, but was strongly influenced by the work of Mies Van der Rohe and other European Modernists. Hisfirst architectural commission, a 1933 New

After visiting Frank Lloyd Wright's Taliesin and Taliesin West, Stone began to eschew the International Style in favor of more natural materials and organic forms. In 1955, Stone moved to Palo Alto, returning to New York in 1957 and keeping the Palo.Alto.office open as the West Coast branch of his firm. He opened another branch in tos Angeles inthe 1960. He is perhaps best known for his New Formallst designs, characterized by abstracted colonnades, decorative screens, and Modernist landscaping. Among his most successful designs in this mode are the U.S. Embassy in New Delhi, India; and the Stuart Company plant and Office Building in Pasadena, all constructed in 1958. These two buildings have been called Stone's best designs of the postwar. The latter was stone's first Southern California project in the New Formalist style.

The New Formalism Style of Architecture

New Formalism emerged in the 1950s and was a rejection of the strict glass-and-steel vocabularv of International Style and Mid-Century Modernism. The style was predominantly applied to public and institutional buildings from the late 1950s through the 1970s. Often monumental in appearance, New Formalist buildings referenced and abstracted classical forms such as full-height columns, projecting cornices, and arcades. On a larger urban design scale, grand axes and symmetry were used to achieve a modern monumentalltv. Primary in developing New Formalism were three architects: Edward Durrell Stone, Philip Johnson, and Minoru Yamasaki, all of whom had earlier achieved prominence working within the International Style and other modernist idioms. Stone's well-published American Embassy in New Delhi (1954) is considered by many to. mark the origin of the movement.

In his design of the Von KieinSmid Library, Edward Durell Stone employed the tenets of the New Formalism style. New Formalism blends proportion, scaling and stylistic elements of classicism with modernist design. Use of columns, arcades, flat roofs and pierced screens are typical of the style. The rectangular perforations in the soffit employed in the Von KleinSmidLibrary plants it firmly In the New Formalist style. Typical Exterior material for New Formalist buildings are marble, or cast stone. The style is also characterized by carefully organized spatial design and emphasis on the building's structure.

Conclusion

The Von KleinSmid Library is an excellent local example of New Formalist lnstltutlonal architecture by the nationally recognized master architect Edward Durell Stone. It is a prominent example of USC campus architecture constructed under the Pereira Master Plan and Update: 1960-1976. It was identified as potentially eligible for local designation as part of the environmental review for the USC 2030 Master Plan that was approved in 2012. This Historic Cultural-Monument application is part of the identified Mitigation Measures for the Master Plan.

SUMMARY

Constructed in 1966, this three-story institutional building with prominent tower exhibits character-defining features of the New Formalism style. The VonKleinsmid Center is composed of three volumes arranged in a U-shaped plan around a paved sunken courtyard at basement level. ,..A four-sided painted concrete tower with concave brick clad walls and surmounted with a metal globe sculpture rises from the basement level. A brick-paved area east of the tower forms circular steps down to the basement level. The exterior elevations are clad in brick. Windows and spandrels fill thin vertical glazed openings across the north facade. The main elevation exhibits symmetrical arcaded openings consisting' of ten arches. The expressed thin flat roof broadly overhangs the exterior and exhibits a pattern of rectangular perforations in the soffit. The subject building is surrounded by decorative brick paving with rectangular designs.

DISCUSSION

The Von Kleinsmid Center historic property successfully meets three of the specified Historic- Cultural Monument criteria: 1) "embodies the distinguishing characteristics of an architectural type specimen, inherently valuable for a study of a period style or method of construction," 2) "is associated with a master builder, designer, or architect" and, 3) reflects "the broad cultural, economic, or social history of the nation, State. or community." As a representative of the New Formalism style, designed by architect Edward Durell Stone, and part of the Pereira Master Plan and Update of the USC campus, the property qualifies for designation as a Historic- Cultural Monument based on these criteria.

CALIFORNIA ENVIRONMENTAL QUALITY ACT ("CEQA") REVIEW

State of California CEQA Guidelines, Article 19, Section 15308, Class 8 "consists of actions taken by regulatory agencies, as authorized by state or local ordinance, to assure the maintenance, restoration, enhancement, or protection of the environment where the regulatory process involves procedures for protection of the environment."

State of California CEQA Guidelines Article 19, Section 15331, Class 31 "consists of projects limited to maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and Reconstructing Historic buildings."

The designation of the Von Kleinsmid Center property as a Historic-Cultural Monument in accordance with Chapter 9, Article 1, of The City of Los Angeles Administrative Code ("LAAC") will ensure that future construction activities involving the subject property are regulated in accordance with Section 22.171.14 of the LAAC. The purpose of the designation is to prevent Significant impacts to a Historic-Cultural Monument through the application of the standards set forth in the LAAC. Without the regulation imposed by way of the pending desiqnation, the historic significance and integrity of the subject property could be lost through incompatible alterations and new construction and the demolition of irreplaceable historic structures. The Secretary ofthe Interior's Standards of Rehabilitation are expressly incorporated into the LAAC and provide standards concerning the historically appropriate construction activities which will ensure the continued preservation of the subject property.

The use of Categorical Exemption Class 8 in connection with the proposed designation is consistent with the goals of maintaining, restoring, enhancing, and protecting the environment through the imposition of regulations designed to prevent the degradation of Historic-Cultural Monuments.

The Von Kleinsmid Center was designed by Edward Durell Stone and constructed in 1966. The University Park campus boasts the largest concentration of Stone's work Onthe West Coast. The Von KlelnSmid Center designed by the architect Edward Durell Stone was completed in 1966. It is significant as an excellent local example of New Formalist institutional architecture. It is the work of nationally significant architect Edward Durell Stone. It Is an intact contributor to William Pereira's 1960 Campus Master Plan. The building has a high level of integrity, and a clear and direct association with the patterns of educational and architectural development of the University.

The University of Southern California, founded in 1880, had four major development periods. They encompass the construction of Wldney Hall in 1880, the first campus building, through the completion of the Annenberg School of Communication in 1976. The Von KleinSmid Center falls into the period of the Pereira Master Plan and Update: 1960 -1976

In 1960 President Topping employed preeminent architect and planner William l. Pereira to create a new master plan, which was expanded in 1966. The goals of Pereira's plan included the determination of the desirable physical size of the campus, the development of a vision for the relationship between existing and future buildings, and the determination of a proper area of University Influence within the context of the surrounding community.

Pereira had a link to the USCSchool of Architecture, having taught design and studio classes there from 1949 to 1957. By1960, William Pereira had a reputation as one of the country's mostinnovative architects and planners. During the 1960s and 1970s his firm completed over 250 commissions. In addition to the USCCampus Plans, he devised master plans for the los Angeles International Airport expansion and the City of Irvine. He was featured on the cover of Time Magazine in September 1963.

Pereira's plan for the University of Southern California needed to complement the existing campus and coexist harmoniously with the buildings of the Parkinson- and Gallion-era campaigns. A firm believer in the planning principles of Ebenezer Howard's Garden City, Pereira relied heavily on his landscape plan to unify the campus.

Pereira used the quadrangle as a central feature in his 1960 Master Plan. Its use as an organizing feature can be traced to the medieval English college, and was resurrected in American campus planning in the early twentieth century as a response to growing and increasingly impersonal uniVersities. The quadrangle was viewed as a design unit that promoted more intimate educational communities. Pereira & Associates found prototypes for USC'squadrangles at Oxford, Cambridge, and Yale. Rather than focus on the "community-making" aspects of quadrangles, the Pereira plans emphasize their role in creating "places," public spaces that were functional and memorable.

The plans emphasize that the architecture of buildings should serve to create and define the outside space, as well as to make it memorable by creating a "jewel" that acts as a focal point in the space. The quadrangles act as nodes, places that become memorable both for their concentration of activity, as well as physical definition by the surrounding buildings.

In his Master Plan Report for the University of Southern California, Pereira cites the importance of creating a sense of place on the modem university campus. He writes: "The university is more than a place to teach and learn. It should be a place that is pleasant, memorable and inspiring. The high purpose and responsibility of the university should be matched in its setting."

Despite the use of traditional quadrangles, the Pereira & Associates plans for USCwere also a product of their time, with an emphasis on automobile and pedestrian circulation, parking, and the use of

They are also particularly reflective of important movements in 20th century city planning, relying on the principles of the Garden City Movement, concepts of urban renewal, and increasingly automobile-oriented design.

Pereira concentrated academic functions at the core of the site and surrounded them with ample public space. He called for a "ring road" that separated the core from a peripheral band of non-academic functions. The plans' call for landscaped, radiating boulevards that extend from the campus to provide pedestrian links to the surrounding community is garden city In origin, as is the plans' particular emphasis on separating vehicular and pedestrian traffic, with dedicated pedestrian-only rights-of-way with the closure of Hoover Avenue and streets inside the proposed ring road area.

The1960 plan update (completed in 1966) provided redevelopment recommendations for the surrounding neighborhoods, proposing to close off streets to create "super blocks" where internal streets are primarily for pedestrian circulation, and the larger blocks serve to rapidly move automotive traffic. The 1960 and 1966 Master Plans called for the expansion of the campus's western boundary to include all property to the east of Vermont Avenue, increasing the Sizeof the campus from 95 to 153 acres.

Since USC'sfounding, campus growth had been characterized by incremental development on prior commercial and residential parcels as lands were acquired and funds became available for new construction. As such, the campus grew out of its surrounding neighborhood. Under Pereira's vision, the campus was shut off from the external vehicular traffic and access to the interior of the campus was limited to four entrances, or "gateways." large parking structures were constructed near each of the gateways, with a desire to keep vehicular traffic on the campus periphery.

Working with an existing campus and disparate architectural styles, Pereira relied heavily on landscaping and pedestrian pathways to create a unified park-like campus within an urban setting. According to historian James Steele, "Pereira's vision of an integral, tranquil park-like setting within the campus was crucial to the appearance ofthe University today."

Pereira believed that landscape treatments could establish individual identity for different parts of campus and yet connect existing facilities to new ones with a network of park-like lawns and pathways. Hisvision ofthe USCcampus was one that "in the future could present the same green, shady, cool and cared-for quality to passers-by, visitors, students, faculty and staff." With the implementation of the 1960s Master Plan came an increase in the campus's acreage and a massive expansion of its physical plant.

Architect Edward Durell Stone

Edward Durell Stone was educated at the University of Arkansas and received a degree in Architecture. Stone relocated to Boston attending Boston Architectural College, Harvard, and MITyet he never received a degree. He was trained in the Beaux-Arts tradition, but was strongly influenced by the work of Mies Van der Rohe and other European Modernists. Hisfirst architectural commission, a 1933 New

After visiting Frank Lloyd Wright's Taliesin and Taliesin West, Stone began to eschew the International Style in favor of more natural materials and organic forms. In 1955, Stone moved to Palo Alto, returning to New York in 1957 and keeping the Palo Alto office open as the West Coast branch of his firm. He opened another branch in LosAngeles in the 1960. He is perhaps best known for his New Formalist designs, characterized by abstracted colonnades, decorative screens, and Modernist landscaping. Among his most successful designs in this mode are the U.S. Embassy in New Delhi, India; and the Stuart Company Plant and Office BUildingin Pasadena, all constructed in 1958. These two buildings have been called Stone's best designs of the postwar. The latter was Stone's first Southern California project in the New Formalist style.

The New Formalism Style oj Architecture

New Formalism emerged in the 1950s and was a rejection of the strict glass-and-steel vocabulary of International Style and Mid-Century Modernism. The style was predominantly applied to public and institutional buildings from the late 1950s through the 1970s. Often monumental in appearance, New Formalist buildings referenced and abstracted classical forms such as full-height columns, projecting cornices, and arcades. On a larger urban design scale, grand axes and symmetry were used to achieve a modern monumentality. Primary in developing New Formalism were three architects: Edward Durrell Stone, Philip Johnson, and Minoru Yamasaki, all of whom had earlier achieved prominence working within the International Style and other modernist idioms. Stone's well-published American Embassy in New Delhi (1954) is considered by many to mark the origin of the movement.

In his design of the Von KleinSmid Library, Edward Durell Stone employed the tenets of the New Formalism style. New Formalism blends proportion, scaling and stylistic elements of classicism with modernist design. Use of columns, arcades, flat roofs and pierced screens are typical of the style. The rectangular perforations in the soffit employed in the Von KleinSmld Library plants it firmly in the New Formalist style. Typical Exterior material for New Formalist buildings are marble, or cast stone. The style is also characterized by carefully organized spatial design and emphasis on the building's structure.

Conclusion

The Von KleinSmid Library is an excellent local example of New Formalist institutional architecture by the nationally recognized master architect Edward Durell Stone. It is a prominent example of USC campus architecture constructed under the Pereira Master Plan and Update: 1960-1976. It was Identified as potentially eligible for local designation as part of the environmental review for the USC 2030 Master Plan that was approved in 2012. This Historic Cultural-Monument application is part of the identified Mitigation Measures for the Master Plan.
