However the absence of national consensus and lack of political will and strategic management of the government hamper any effective implementation of Ukraine’s Euro-Atlantic integration. It is also crucial to neutralise Russia’s influence, which seriously hampers Ukraine’s Euro-Atlantic course. PREFACE A USAID-supported activity known as the Strengthening Electoral Administration in Ukraine Project (SEAUP), administered by Development Associates, played a decidedly important role in facilitating Ukraine’s turn to democracy in 2004. The pages that follow provide evidence of that unequivocal conclusion, but just as importantly offer reflections on how the project was perceived and implemented of interest to promoters of free elections and democratization elsewhere. SEAUP’s success would have been unattainable without the unwavering support USAID gave the initiative and the trust placed in its professional staff. The Kyiv Mission granted considerable administrative flexibility that proved essential as political tensions increased and unplanned program inputs had to be devised virtually overnight to meet the challenges of a massively fraudulent vote and a court-ordered revote. The efforts of external players to foment anti-American sentiments further complicated the environment and imposed additional constraints on project implementers. USAID sponsored other implementing agencies actively supporting democratic consolidation in Ukraine, working directly with NDI, IRI, Freedom House, InterNews, and ABA/CEELI. -

The process of party system formation in Ukraine has been going on for more than 25 years. This publication represents a shortened version of the Razumkov Centre’s report, which examines the fundamental stages of the party system formation in 1990-2017, including intra-party processes, institutional legal and socio-political conditions for their activities and inter-party relations.1 1. BRIEFING What Think Tanks are Thinking 15 March 2019 Presidential elections in Ukraine Ukraine will hold presidential elections on 31 March, five years after the Maidan protests resulted in the impeachment of pro-Kremlin President Viktor Yanukovich, setting the country on a course to deepen ties with the West. Russia reacted by launching a hybrid war against Ukraine, which resulted in the illegal annexation of the Crimean peninsula in March 2014, and in military aggression in eastern Ukraine. The outcome of the ballot is uncertain, but the new leader is expected to continue the efforts of incumbent President Petro Poroshenko to deepen relations with the European Union and NATO, and continue the country's reform process, including anti-corruption measures. A record 44 candidates are contesting the election, with actor and political novice Volodymyr Zelenskiy holding the lead in opinion polls, followed by Poroshenko and former prime minister, Yulia Tymoshenko. If no candidate secures an absolute majority in the first round, the top two contenders will face each other in a run-off on 21 April. Gender and Ukrainian Politics: the Making of Yuliia Tymoshenko By Iuliia Shulga Submitted to Central European University Department of Gender Studies In partial fulfillment for the degree of Master of Arts in Gender Studies Supervisor: Professor Andrea Peto CEU eTD Collection Budapest, Hungary 2009 Abstract The thesis, conducted in the frames of the qualitative research field of gender studies, using comparative approach and visual iconographic analysis, is developed as a case study of the political figure of the Prime Minister of Ukraine, Yuliia Tymoshenko. The goal of the study is to look at Yuliia Tymoshenko’s political career and her current official visual self- representation in order to see what role gender plays in the process of her entering the political field and maintaining her high level of popularity in Ukrainian politics. The study is situated within the body of literature on women, as political actors and is mainly aimed to fill the gap in the research on gender and politics in Ukrainian post-soviet context. The results of the analysis showed that although Yuliia Tymoshenko’s political career can hardly be considered engendered, as her start in Ukrainian politics is primarily conditioned by the peculiarities of the Ukrainian recruitment system, based on lobbying and kinship relations; Tymoshenko’s visual self-representation is created around the notion of gender which is used as a successful political communication strategy in order to maintain popularity and power. In addition, the research showed that although in Ukraine a woman holds the post of the head of the government, Tymoshenko’s example, due to the peculiarities of her start in politics and general characteristics of her political image cannot be considered an indicator of general women’s advancement in the country. -
