Biodiversité Au Burkina Faso 8 Biodiversity Conservation Strate- Gies in Burkina Faso Strategies de conservation de la biodiversité au Burkina Faso 8 Biodiversity conservation strate- gies in Burkina Faso Le Burkina Faso en réponse aux obligations internationales, a signé et ratifié des conventions et protocoles relatifs à la conservation de la biodiversité. Il a en outre développé des politi- ques nationales et des stratégies de mise en œuvre des diverses recommandations. Les initia- tives prises par le gouvernement n’auront de succès véritable que si tous les acteurs, en parti- culier les différentes couches sociales étaient sensibilisées et s’engageaient résolument dans des actions concrètes en conciliant deux approches : Une approche préventive basée sur des principes de gestion durable de la biodiversité. Une approche de restauration écologique basée sur des actions directes favorisant le re- tour des ressources perdues ou en voie de disparition. Cette partie de l’atlas passe en revue les principaux textes réglementaires en vigueur au Bur- kina Faso et les institutions de formation et/ou de recherche oeuvrant pour la conservation de la biodiversité. En outre la place très importante des règles socioculturelles qui contri- buent à une meilleure conservation de la biodiversité est évoquée. Burkina Faso has signed and ratified conventions and protocols in response to its in- ternational obligations relating to biodiversity conservation. It has also developed na- tional policies and strategies for the implementation of various recommendations. The initiatives taken by the government will be successful only if all the actors, in particular the different social strata, are sensitized and resolutely take concrete action by combin- ing two approaches: A preventive approach based on principles of sustainable management of biodiversity. An ecological restoration approach based on direct actions promoting the restora- tion of lost or disappearing resources. This part of the atlas reviews the principal regulatory texts in force in Burkina Faso, whilst highlighting the different biodiversity conservation strategies as well as the or- ganizations that work in this direction, including the training and/or research institu- tions. Moreover, the important socio-cultural rule that contributes to better conser- vation of biodiversity is highlighted. Unable to take into account all ethnic groups in Burkina Faso (over sixty), one of them has been selected to show how respecting the traditions could help reduce the loss of biological resources a little.     INFORMATION BRIEF BIG CATS IN AFRICA AFRICAN LION (PANTHERA LEO) Famously known as the king of the jungle, the African lion is the second largest living species of the big cats, after the tiger. African lions are found mostly in savannah grasslands across many parts of sub-Saharan Africa but the “Babary lion” used to exist in the North of Africa including Tunisia, Morocco and Algeria, while the “Cape lion” existed in South Africa. Some lions have however been known to live in forests in Congo, Gabon or Ethiopia. Historically, lions used to live in the Mediterranean and the Middle East as well as in other parts of Asia such as India. While there are still some Asian Lions left in India, the African Lion is probably the largest remaining sub species of Lions in the world. They live in large groups called “prides”, usually made up of up to 15 lions. These prides consist of one or two males, and the rest females. The females are known for hunting for prey ranging from wildebeest, giraffe, impala, zebra, buffalo, rhinos, hippos, among others. The males are unique in appearance with the conspicuous mane around their necks. The mane is used for protection and intimidation during fights. Lions mate all year round, and the female gives birth to three or four cubs at a time, after a gestation period of close to 4 months (110 days). Lions are mainly threatened by hunting and persecution by humans. They are considered a threat to livestock, so ranchers usually shoot them or poison carcasses to keep them away from their livestock.

    The World Heritage Convention and the National Park Service, 1993–2009 Peter Stott Introduction This essay is the last in a series of three on the role of the National Park Service (NPS) in the World Heritage Convention.1 As recounted in the two preceding essays, the Convention Concerning the Protection of the World Cultural and Natural Heritage (the “World Heritage Convention”), was adopted by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1972. The United States, and the National Park Service in particular, had important roles in its development and in negotiations leading to its adoption. The Office of International Affairs (OIA), which celebrated its 50th anniversary in 2011, participated in all phases of that development. This essay recounts the US role between the 1992 twentieth anniversary session in Santa Fe, New Mexico, and the end of its fourth mandate on the 21-member World Heritage Committee in 2009. The essay also pays tribute to the late Robert C. Milne (1939–2012), the long-time chief of OIA, 1975–1995, whose efforts provided the foundation for much of OIA’s work in the first decades of the convention. (Milne’s death on 23 September 2012 followed less than a week after that of his long-time friend Russell Train, who is known as the “father of World Heritage.”) As this essay opens, Milne was the chairman of the World Heritage Committee, as well as being the head of the US delegation to the committee in 1993 and 1994. We used ranger-collected data on illegal activities in the reserve from 2012 to 2015. Illegal grazing is the most common illegal activity observed in the reserve (1,137 incidents), followed by poaching (469 incidents), agricultural encroachment (285 incidents) and logging (69 incidents). The distribution of these activities in the reserve is highly dependent on zones and also varies between seasons. Generally, incidents of illegal activities were more frequent during the non-hunting season than the hunting season because of flooding, impassability of tracks and closing of plant cover which limit patrol activities during the non- hunting season. From these findings, managers of the W National Park can identify high human pressure zones where ranger patrol efforts should be enhanced. We propose the use of emerging technologies such as Unmanned Aerial Vehicles to better monitor these zones, especially during the non-hunting season when the reserve is practically inaccessible for rangers. But if you make the effort to visit this desert republic, you’ll find a warm and generous Muslim population and some superb tout-free West African travel through ancient caravan cities at the edge of the Sahara. Sadly, at the time of writing the country’s greatest attractions, the Ténéré Desert and the Aïr Mountains in the north remained closed to travellers due to the Tuareg Rebellion. However, Libyan-brokered ceasefire talks between the Niger Movement for Justice (MNJ) and the government brought an end to the conflict, on paper at least, in 2009. The situation on the ground remains unstable, however, and you should always check the latest information before heading to the country’s north. Despite the closure of much of the county’s north, at the time of writing the fascinating trans-Saharan trade-route town of Agadez was still accessible, as well as a bevy of attractions in the peaceful south: the ancient sultanate of Zinder, the fantastic W National Park, West Africa’s last herd of wild giraffe at Kouré and the impossibly romantic Sunday market of Ayorou.
