An Internet Exchange Point is a technical facility. This is distinct from the organization that provides that facility, which might be termed an IXP operator. • 2. An IXP is distinct from an Internet access network or a transit network/carrier. • 3. The function of an IXP is to interconnect networks. An IXP does not provide network access or act as a transit provider/carrier. An IXP also does not provide other services unrelated to interconnection (although this does not preclude an IXP operator from also providing unrelated services). 7 Explanatory Notes " • 4. An IXP exists to interconnect networks that are technically and organizationally separate. • Without qualification the term “network” is too flexible and fails to identify the degree or kind of separation required. Once interconnected, separate networks are arguably part of the same network: the entire Internet is often considered a network, a network of networks. • To resolve this terminological problem we employ the term “Autonomous System”, which is the standard technical definition of a technically stand-alone network. 8 Explanatory Notes " • 5. The network operators whose networks are interconnected in an IXP are sometimes collectively termed “IXP participants”, which generalizes the relationship between those entities and the IXP operator; IXP participants may be members of the IXP operator, customers of the IXP operator, or some other relationship. • 6. In Latin America, there are still some deficiencies in this regard which result in many people experiencing high latencies in their connections. The main reason for these latencies is the lack of local interconnection between different network operators, which means that traffic between nearby countries must often use distant Internet exchange points, located in the United States or Europe. The deployment of various Internet exchange points (IXPs) has helped improve this situation, although the actual status of connectivity between countries and networks remains a mystery. To find answers to these unknowns, some time ago LACNIC created Simón1, a project that seeks to generate information by measuring latency levels between countries and in this way estimate traffic volumes.

    LACNIC POLICY MANUAL (v2.4 – 19/11/2015) ABSTRACT For the region of Latin America and the Caribbean, IP address space is allocated by IANA to LACNIC for its subsequent allocation and assignment to National Internet Registries (NIRs), Internet Service Providers (ISPs), and end users. In addition, administration of Autonomous System Numbers and reverse resolution space are critical components for the efficient operation of the Internet on a global level. This document describes the policies and procedures relating to the allocation, assignment and administration of IPv4 and IPv6 address space, ASN, and the delegation of the reverse resolution space assigned to Latin America and the Caribbean.     Internet Week Guyana ​ ​ ​ ​ LACNIC On The Move Guyana ​ ​ ​ ​ ​ ​ ​ ​ The second edition of LACNIC On The Move for 2017 was held successfully on October 12 at the Pegasus Hotel, Georgetown, Guyana. ​ ​ LACNIC On The Move Guyana was part of a wider initiative called Internet Week Guyana held from October 9 ​ ​ to 13. The five-day event was hosted by the Guyana Ministry of Public Telecommunications, and jointly organised by LACNIC, the Caribbean Network Operators Group (CaribNOG), the Internet Society, the Internet Corporation for Assigned Names and Numbers (ICANN) and the Caribbean Telecommunications Union (CTU). The American Registry for Internet Numbers (ARIN) also supported the initiative. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ The weeklong meeting was geared towards ISP technicians, policy makers, regulators, ICT professionals, university students and other Internet stakeholders. "Proprietary Information" shall be defined as and limited to, (a) network engineering plans, including subnets, and host counts, and hosts per subnet with projected utilization rates and associated confidence levels of those projections for one and two years in the future; (b) deployment schedules for the network, including major milestones for each subnet; (c) network topology diagrams originated by the Applicant, not previously published or otherwise disclosed to the general public, not previously available without restriction to LACNIC or others, and not normally furnished to others without compensation; and (d) such other information which the Applicant desires to protect against unrestricted disclosure or competitive use, and which the parties mutually agree shall be furnished pursuant to this Non−Disclosure Agreement and which is appropriately identified as being proprietary when initially furnished to LACNIC. 2. In order for Proprietary Information disclosed by the Applicant to LACNIC to be protected in accordance with this Non−Disclosure Agreement, it must be: (a) in writing; (b) clearly identified as Proprietary Information at the time of its disclosure by each page thereof being marked with an appropriate legend, in bold faced print, indicating that the information is deemed proprietary by the Applicant; and (c) delivered by electronic mail, postal or courier service, or facsimile to the individual designated in Paragraph 3 below, or his designee.
