Printed in Sweden by ESSELTE AB STOCKHOLM Foreword Forest Economy in the U.S.S.R. is a special study of the forestry sector of the Soviet economy. As such it makes a further contribution to the studies undertaken in recent years to elucidate the means and ends in Soviet planning; also it attempts to assess the competitive potentialities of the U.S.S.R. in international trade. Soviet studies now command a very great interest and are being undertaken at some twenty universities and research institutes mainly in the United States, the United Kingdoin and the German Federal Republic. However, it would seem that the study of the development of the forestry sector has riot received the detailed attention given to other fields. In any case, there have not been any analytical studies published to date elucidating fully the connection between forestry and the forest industries and the integration of both in the economy as a whole. Studies of specific sections have appeared from time to time, but I have no knowledge of any previous study which gives a complete picture of the Soviet forest economy and which could faci- litate the marketing policies of the western world, being undertaken at any university or college. -

Sakhalin Region Overview of the Region Josh Newell and Emma Wilson Friends of the Earth-Japan Location Sakhalin Island lies east of mainland Khabarovsk Krai, about 1,000 km. north of Vladivostok and 40 km. north of Hokkaido, Japan. It is surrounded by the Sea of Okhotsk to the north, the Tatar Strait to the west, the Sea of Japan to the south, and the Pacific Ocean to the east. The Kuril Islands stretch north to south from Kamchatka Peninsula to Hokkaido. Size The oblast covers 87,100 sq. km. Sakhalin Island is 950 km. long and 160 km. at its widest point. The Kuril Island chain spans 1,200 km. and has a total land area of 13,900 sq. km. Climate Influenced by the sea, Sakhalin's climate is milder and wetter than that of mainland Khabarovsk Krai. Average temperatures range from -30C in January to 15C in July. Spring arrives one month earlier in the south than in the north. Summer is cool in all regions except in August. June and July are especially misty and foggy. Fall has typhoons with hurricane- force winds. Snow is heavy from November to March, reaching a maximum height of 50 cm. in the north, 70 cm. in the south, and up to 100 cm. in the east. The Tym-Poronaysk lowlands, where winter temperatures can reach -40C and in summer up to 38 C, have the most extreme temperature shifts. The Kuril Islands are less influenced by the monsoons than is Sakhalin, but there are swift weather changes. -

South of Sakhalin, this plate boundary is illuminated by a series of Mw 7–8 earthquakes along the eastern margin of the Sea of Japan. Although this plate boundary is considered to extend onshore along the length of Sakhalin, the location and convergence rate of the plate boundary had been poorly constrained. -

River Crossing Strategy SAKHALIN ENERGY INVESTMENT COMPANY LTD PHASE 2 PROJECT ONSHORE PIPELINES RIVER CROSSING STRATEGY Sakhalin Energy Investment Company 1 of 125 5600-S-90-04-T-7018-00-E River Crossing Strategy EXECUTIVE SUMMARY This document summarises Sakhalin Energy Investment Company’s1 strategy for the construction of all river crossings associated with the Sakhalin II Phase 2 Project. The strategy document is the parent of a series of documents relating specifically to river crossings. The two other supporting documents are the Monitoring Plan and Execution Plan. In combination, the three documents describe the approaches and techniques planned, predict environmental impacts, outline what monitoring will be undertaken and specify how SEIC and their Contractors will implement mitigation measures. This strategy report firstly describes the fluvial and ecological characteristics of the island environment before documenting the philosophy and approach adopted for the crossing of watercourses along the length of the pipeline from the north of Sakhalin Island to the south. It also presents the potential effects of the installation of pipelines and fibre optic cable crossings together with the associated potential environmental impacts and, where appropriate, selected mitigation measures. Many of the watercourses traversed by the pipelines and fibre optic cable are important for commercial salmon fisheries or contain Red Book protected species and it is therefore Sakhalin Energy’s (SEIC) duty and objective to minimise the potentially adverse environmental impact on these natural resources. Together with the relevant Russian authorities, SEIC has assessed and categorised the environmental and commercial importance of each watercourse and has adapted the proposed crossing methods to correlate with the respective importance of each of the rivers.
