Pease, William Clarke, Hubert Bland, Percival Chubb, Frederick Keddell, H. H. Champion, Edith Nesbit, and Rosamund Dale Owen. WHO IS THE PROPOUNDER OF FABIAN SOCIALISM? • In the period between the two World Wars, the "Second Generation" Fabians, including the writers R. H. Tawney, G. D. H. Cole and Harold Laski, continued to be a major influence on socialistthought. But the general idea is that each man should have power according to his knowledge and capacity. WHAT IS THE FABIAN POLICY? • The Fabian strategy is a military strategy where pitched battles and frontal assaults are avoided in favor of wearing down an opponent through a war of attrition and indirection. While avoiding decisive battles, the side employing this strategy harasses its enemy through skirmishes to cause attrition, disrupt supply and affect morale. Employment of this strategy implies that the side adopting this strategy believes time is on its side, but it may also be adopted when no feasible alternative strategy can be devised. proceedings of the British Academy, 78, 9-29 Mrs. Thatcher’s Return to Victorian Values RAPHAEL SAMUEL University of Oxford I ‘VICTORIAN’was still being used as a routine term of opprobrium when, in the run-up to the 1983 election, Mrs. Thatcher annexed ‘Victorian values’ to her Party’s platform and turned them into a talisman for lost stabilities. It is still commonly used today as a byword for the repressive just as (a strange neologism of the 1940s) ‘Dickensian’ is used as a short-hand expression to describe conditions of squalor and want. In Mrs. Thatcher’s lexicon, ‘Victorian’ seems to have been an interchangeable term for the traditional and the old-fashioned, though when the occasion demanded she was not averse to using it in a perjorative sense. Marxism, she liked to say, was a Victorian, (or mid-Victorian) ideo1ogy;l and she criticised ninetenth-century paternalism as propounded by Disraeli as anachronistic.2 Read 12 December 1990. 0 The British Academy 1992. A WRITER’S CALENDAR Compiled by J. L. Herrera for my mother and with special thanks to Rose Brown, Peter Jones, Eve Masterman, Yvonne Stadler, Marie-France Sagot, Jo Cauffman, Tom Errey and Gianni Ferrara INTRODUCTION I began the original calendar simply as a present for my mother, thinking it would be an easy matter to fill up 365 spaces. Instead it turned into an ongoing habit. Every time I did some tidying up out would flutter more grubby little notes to myself, written on the backs of envelopes, bank withdrawal forms, anything, and containing yet more names and dates. It seemed, then, a small step from filling in blank squares to letting myself run wild with the myriad little interesting snippets picked up in my hunting and adding the occasional opinion or memory. The beginning and the end were obvious enough. The trouble was the middle; the book was like a concertina — infinitely expandable. And I found, so much fun had the exercise become, that I was reluctant to say to myself, no more. Understandably, I’ve been dependent on other people’s memories and record- keeping and have learnt that even the weightiest of tomes do not always agree on such basic ‘facts’ as people’s birthdays. Course Description The aims of this course consist in making students familiar with the basic rules of doing compar- ative research and introducing the most influential approaches and salient topics in comparative political science. The course, thus, will help students to evaluate the methodological merits of those political science publications that use a comparative approach, to recognize which intel- lectual tradition they belong to, and to design their own comparative research strategy. The course is structured into three parts of different lengths. In the first part, we introduce the basic rationale of comparing in political science. Furthermore, we extensively discuss crucial research design and methodological issues in comparative social research, such as the logic of theory testing, the processes of concept formation and data aggregation, and differences of so- called qualitative and quantitative research. During the shorter second part, participants will be exposed to the 'meta'-theoretical paradigms in comparative research. This essay offers a theory of when and how international cooperation redistributes domestic power resources between state and society. Redistribution, it is argued, generally empowers national executives, permitting them to loosen domestic constraints imposed by legislatures, interest groups, and other societal actors. These shifts in domestic 'influence have important consequences for the nature of international cooperation. More specifically, I advance three arguments, each of which challenges existing understandings of international cooperation. First, international negotiations and institutions reallocate political resources by changing the domestic institutional.
