tackling REGULATORY RED TAPE senator doug mastriano (R-33)

Ever since taking office, I am constantly hearing concerns from constituents and businesses about Pennsylvania’s regulatory review process, and the bureaucratic red tape that is impeding economic development. As the chair of the Senate Intergovernmental Operations Committee, I oversee and review proposals to reform state government, reduce costs and enhance government efficiencies. Currently, there are a dozen pieces of legislation assigned to this panel, and every single bill deals with regulatory reform. The bills aim to provide the openness and transparency that our constituents deserve. The current regulatory review process is complex and confusing, and often times cumbersome. In fact, the Commonwealth currently has 153,000 regulatory restrictions, impacting every industry. It is no wonder that I am routinely hearing concerns about regulatory reform and bureaucratic red tape. As a result, I plan to do something about it.

CAREER AND TECHNICAL EDUCATION BILL BECOMES LAW Representative dan Moul

Gov. Tom Wolf recently signed a bill I co-sponsored, which represents the most significant reform of Pennsylvania’s career and technical (CTE) education laws in more than 30 years. Act 76 of 2019, which enhances career and technical education, job training and workforce development, will help to prepare students for the job market and attract employers and economic develop- ment to the Commonwealth. Here in Adams County, the Conewago Valley School District’s Colonial Career and Technology Center (CTC) is giving students “real world” experience that will enable them to go straight into good paying jobs upon graduation. On a recent visit there, it was encouraging to see students busily going about their jobs, using the latest technology. I have every confidence in our direction with re- gard to career and technical education.

The PA Department of Labor & Industry recently proposed a dramatic change in overtime eligibility rules, however the proposal is only minimally different than their initial proposal. The PA Chamber, along with a variety of stakeholders across the state, oppose this change due to unsustainable cost increases and harm to employee morale. These sentiments are being echoed across the state by nonprofits, higher education, local governments and small businesses, among others. Despite roundtable meetings that included employers from across the state in different industry sectors, the Department largely disregarded concerns on the unintended, but harmful impact of the proposal. This process included publicly-funded nonprofits unable to raise prices on much needed services to PA residents.
