Election Reaction: the Status Quo Wins in Bulgaria

Dimitar Bechev analyses the results, writing that despite the Bulgarian Socialist Party building on their success in last year’s presidential election to run GERB close, the results showed the resilience of the status quo in the country. He is battered and bruised. He did not win big, but win he did. Preliminary results give his party, GERB, 32.6% of the vote in Bulgaria’s parliamentary elections. The Socialists finished a close second with about 26.8%. They are disappointed, no doubt, but theirs is no mean achievement. In the last elections in October 2014, the BSP trailed much further behind Borisov (32.7% vs. 15.4%). Given the similar turnout in both elections (around 48%), it is clear the party did manage to capitalise on the momentum generated by their triumph in the November 2016 presidential elections, which were won by former general Rumen Radev. But the BSP will not rise to the position of top dog in Bulgarian politics. INTERNATIONAL ELECTION OBSERVATION MISSION Republic of Bulgaria Early Parliamentary Elections, 26 March 2017 STATEMENT OF PRELIMINARY FINDINGS AND CONCLUSIONS PRELIMINARY CONCLUSIONS Electoral contestants reached out to the voters freely, in a low-key campaign characterized by the public’s disillusionment with politics and weariness of holding elections. The legal framework was amended several times since the 2014 elections, but limitations remain to the suffrage rights, use of languages other than Bulgarian, campaign finance reporting, complaints and appeals system and voting abroad. The election administration worked professionally and transparently overall, however their decision-making was not always consistent. The voting process was transparent, but procedural shortcomings were noted during counting in the limited number of polling stations observed. The legal framework is generally conducive to holding democratic elections. The 2014 Electoral Code was amended several times, most recently in October 2016. The amendments addressed some previous OSCE/ODIHR and Council of Europe Venice Commission recommendations, but not others, including long-standing limitations of the right to vote, right to stand and equality of suffrage. The limitation of the number of polling stations in non-European Union (EU) countries has a discriminatory effect. In general, the election administration conducted its work in a professional and transparent manner and met most legal deadlines. The sessions of the Central and District Election Commissions (CEC and DECs) were live-streamed and open to the public and media. The CEC did not reach the required qualified majority to approve several decisions. It also decided that all voter education materials would be exclusively in the Bulgarian language, contrary to international commitments and standards. -

A POLITICAL THEORY OF POPULISM* Daron Acemoglu Georgy Egorov Konstantin Sonin When voters fear that politicians may be influenced or corrupted by the rich elite, signals of integrity are valuable. As a consequence, an honest polit- ician seeking reelection chooses ‘‘populist’’ policies—that is, policies to the left of the median voter—as a way of signaling that he is not beholden to the interests of the right. Politicians that are influenced by right-wing special interests re- Downloaded from spond by choosing moderate or even left-of-center policies. This populist bias of policy is greater when the value of remaining in office is higher for the polit- ician; when there is greater polarization between the policy preferences of the median voter and right-wing special interests; when politicians are perceived as more likely to be corrupt; when there is an intermediate amount of noise in the information that voters receive; when politicians are more forward-looking; and http://qje.oxfordjournals.org/ when there is greater uncertainty about the type of the incumbent. Journal of Social Welfare and Human Rights, Vol. 1 No. 2, December 2013 1 The Similarities and the Differences in the Functioning of the European Right Wing: An Attempt to Integrate the European Conservatives and Christian Democrats Dr. Kire Sarlamanov1 Dr. Aleksandar Jovanoski2 Abstract The text reviews the attempt of the European Conservative and Christian Democratic Parties to construct a common platform within which they could more effectively defend and develop the interests of the political right wing in the European Parliament. The text follows the chronological line of development of events, emphasizing the doctrinal and the national differences as a reason for the relative failure in the process of unification of the European right wing. The subcontext of the argumentation protrudes the ideological, the national as well as the religious-doctrinal interests of some of the more important Christian Democratic, that is, conservative parties in Europe, which emerged as an obstacle of the unification. One of the more important problems that enabled the quality and complete unification of the European conservatives and Christian Democrats is the attitude in regard to the formation of EU as a federation of countries. The weight down of the British conservatives on the side of the national sovereignty and integrity against the Pan-European idea for united European countries formed on federal basis, is considered as the most important impact on the unification of the parties from the right ideological spectrum on European land. Dear President of the European Parliament, Dear President of the European Council, Dear President of the European Commission and Dear President of the French Republic, We all have a responsibility for the shared future of Europe. In this time of crisis, it is high time to re-evaluate some of the rules we have upheld till now and focus on the most important aspects of the European project, which will help us move forward. An unprecedented health crisis is currently affecting millions of people in Europe and tragically taking thousands of lives. However, this is not the end. The economic crisis will crush the hopes and dreams of generations of Europeans. We sincerely hope that we will all do whatever is in our power not to leave anyone behind. We firmly believe that the European Parliament needs to take on its responsibility and share the burden since it is the highest European directly elected body. We need to be part of the solution, not part of the problem. If we want the people to have confidence and trust in the European project, we need to show them that we are also ready to make concessions. Therefore, we would like to ask you to do everything in your power to change the treaties in order to have just a single seat of the Parliament in Brussels. This call has again gained a large majority of support in the 2018 Parliament discharge resolution adopted on 13 May 2020 and shall now be taken into account and acted upon. The financial and environmental costs of moving the Parliament are, especially in these times of digitally connected Europe, extremely high and hard to justify. -

Additionally, the Regulation should help strengthening the European Union’s strategic resilience and global economic competitiveness, maintaining its energy security and affordability, boosting growth and job creation and supporting a just and inclusive energy transition that leaves nobody behind. However, to what extent the Taxonomy Regulation will ultimately meet these expectations depends primarily on the technical screening criteria (TSC) defined in the Delegated Act on climate change mitigation and adaptation. We understand the European Commission will publish it later this month, whereupon the European Parliament may make full use of its scrutinizing prerogatives under Article 290 TFEU. In advance of its publication, we would like to share with you some of our major concerns regarding the revised draft version of this delegated act. Firstly, it is indispensable that the Taxonomy Regulation takes into account transition at the energy system level and supports the most cost-efficient decarbonisation pathway for each Member State in line with the principle of technology neutrality. In this context, it is key to acknowledge the role of gaseous fuels. -

THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.
