It was MOVED and SECONDED That the Regional Planning Committee adopt the minutes of its regular meeting held January 30, 2015 as circulated. CARRIED Mayor Stewart absent at the vote.

4. INVITED PRESENTATIONS

4.1 Peter Xotta, Vice President, Planning and Operations, Greg Yeomans, Manager of Planning, Port Metro Vancouver, and Penny Priddy, Municipal Representative on the Port’s Board of Directors Members were provided a presentation on Port Metro Vancouver (PMV) highlighting: background; governance structure; port communities; Board of Directors; and PMV’s Land Use Plan related to designations, focus on preserving industrial land, changes resulting from consultation, and next steps.

In response to questions, Port Metro Vancouver (PMV) informed members about status of and challenges with property acquisition, existing short sea shipping activities, consultation on special study areas, dredging obligations, First Nations consultation, and challenges of balancing national, regional and local interests.

It was suggested Port Metro Vancouver (PMV) consider: • Exploring opportunities for Fraser River short sea shipping routes and inland ports to improve goods movement and air quality in the region • Establishing a better relationship-building model with local governments in order to better balance regional interests and federal interests • Revisiting the high degree of corporate representation on its Board of Directors • Negative impacts from increasing industrialization of the Fraser River

5.1 Port Metro Vancouver Governance Structure Report dated February 19, 2015 from Elisa Campbell, Director, Regional Planning, Planning, Policy and Environment, providing the Regional Planning Committee with an overview of Port Metro Vancouver’s governance structure, framed in the context of its mandate and activities, in order to provide a foundation for effective engagement and cooperation.

It was MOVED and SECONDED That the Regional Planning Committee receive for information the: 1. February 27, 2015 presentation from Peter Xotta and Penny Priddy on Port Metro Vancouver (PMV) and PMV’s Land Use Plan, and 2. Report dated February 19, 2015, titled “Port Metro Vancouver Governance Structure”. CARRIED

5.2 Farm Lease Agreements in Metro Vancouver Report dated February 5, 2015 from Theresa Duynstee, Regional Planner, Planning, Policy and Environment, introducing the Regional Planning Committee to a Regional Planning Information Bulletin that explores the leasing of farmland in Metro Vancouver.

Members were provided a presentation on farm lease agreements in Metro Vancouver highlighting the status of the Agricultural Land Reserve in Metro Vancouver, land parcels with farm lease, leased parcels characteristics, and who is leasing farmland.

Presentation material titled “Farm Lease Agreement in Metro Vancouver Increasing Actively Farmed Land and the Viability of Agriculture” is retained with the February 27, 2015 Regional Planning Committee agenda.

It was MOVED and SECONDED That the Regional Planning Committee receive for information the report dated February 5, 2015, titled “Farm Lease Agreements in Metro Vancouver”. CARRIED

5.3 Regional Food System Strategy Action Plan – Roundtable Summary Report dated February 6, 2015 from Jaspal Marwah, Regional Planner, Planning, Policy and Environment, providing the Regional Planning Committee with a summary of the Regional Food System Strategy roundtable events that took place in late 2013 and 2014.

RPL - 6 - It was MOVED and SECONDED That the Regional Planning Committee receive for information the report dated February 6, 2015, titled “Regional Food System Strategy Action Plan – Roundtable Summary”. CARRIED

5.4 Options to Improve or Replace the Barnston Island Ferry Report dated February 6, 2015 from Tom Pearce, Regional Planner, Planning, Policy and Environment, conveying Agricultural Advisory Committee resolutions from its December 5, 2014 meeting related to options for improving or replacing the Barnston Island Ferry.

10:28 a.m. Mayor Musatto and Councillor Reimer departed the meeting.

It was MOVED and SECONDED That the Regional Planning Committee: a) as per a Metro Vancouver Agricultural Advisory Committee resolution, “direct staff to explore the Province of BC’s plans for the Barnston Island ferry, assess the options being considered, and report back to both the Agricultural Advisory Committee and the Regional Planning Committee”; and b) refer the request from the Agricultural Advisory Committee “that the Regional Planning Committee reaffirm its support for Barnston Island to remain in the Agricultural Land Reserve” to the Intergovernment and Finance – Electoral Area Sub-Committee for consideration. CARRIED

5.5 Manager’s Report Report dated February 6, 2015 from Allan Neilson, General Manager, Planning, Policy and Environment, updating the Regional Planning Committee on the Committee’s 2015 Work Plan, Metro Vancouver and Township of Langley non- binding dispute resolution process regarding the Township of Langley’s Regional Context Statement, the Roundtable on Affordable Housing in Transit Oriented Locations, and the map-of-the-month highlighting Metro Vancouver’s focal points for growth and the current and future transit system.
