  • A Critique of Humanitarian Aid in Makenzy Orcel's L'ombre Animale
Franklin, JS 2018 The Danger of the Extended Hand: A Critique of Humanitarian Aid in Makenzy Orcel’s L’Ombre Animale. Karib – Nordic Journal for Caribbean Studies, 4(1): 7, 1–8. DOI: https://doi.org/10.16993/karib.42 RESEARCH ARTICLE The Danger of the Extended Hand: A Critique of Humanitarian Aid in Makenzy Orcel’s L’Ombre Animale Jocelyn Sutton Franklin University of Colorado Boulder, US [email protected] Since the 2010 earthquake that destroyed Port-au-Prince, there have been a number of inquir- ies detailing the material failures of the multi-national humanitarian aid response. Studies have focused on the misuse of funds by large international organizations, and they have attempted to trace the donations made by individuals and governments alike. Still others indicate the neocolo- nial manner in which Haitians were themselves cut out of negotiations regarding how their nation should be rebuilt. Such criticisms are of particular interest, given the 40,000 Haitians still living under tarps more than eight years after the quake. Despite the documented disappointments of the post-earthquake aid initiative, North Atlantic aid work- ers and organizations enjoy a privileged position in the collective unconscious of the global North. As is becoming increasingly clear, “Aid” often does more harm than good, whether due to oversight, greed, or the momentum of the global wealth and power disparity. Makenzy Orcel’s 2016 novel L’Ombre animale represents foreign development workers—not as the long-awaited rescuers of Haiti—but as wolves come to feed off the precarity and vulnerability of a rural Haitian village.

  • Saudi Arabia: Terrorist Financing Issues
Order Code RL32499 Saudi Arabia: Terrorist Financing Issues Updated June 11, 2008 Christopher M. Blanchard Analyst in Middle Eastern Affairs Foreign Affairs, Defense, and Trade Division Saudi Arabia: Terrorist Financing Issues Summary According to the U.S. State Department 2007 International Narcotics Control Strategy Report, “Saudi donors and unregulated charities have been a major source of financing to extremist and terrorist groups over the past 25 years.” The September 11, 2001 attacks fueled criticisms within the United States of alleged Saudi involvement in terrorism or of Saudi laxity in acting against terrorist groups. The final report released by the bipartisan National Commission on Terrorist Attacks Upon the United States (the 9/11 Commission) indicates that the Commission “found no evidence that the Saudi government as an institution or senior Saudi officials individually funded [Al Qaeda].” The report also states, however, that Saudi Arabia “was a place where Al Qaeda raised money directly from individuals and through charities” and indicates that “charities with significant Saudi government sponsorship” may have diverted funding to Al Qaeda. U.S. officials remain concerned that Saudis continue to fund Al Qaeda and other terrorist groups. In April 2008, Undersecretary of the Treasury for Terrorism and Financial Intelligence Stuart Levey told the Senate Finance Committee that the Saudi government is “serious about fighting Al Qaeda in the kingdom, and they do,” and argued that Saudi officials’ “seriousness of purpose with respect to the money going out of the kingdom is not as high.” He added, “Saudi Arabia today remains the location from which more money is going to terror groups and the Taliban -- Sunni terror groups and the Taliban -- than from any other place in the world.” Saudi officials insist that their counter-terrorist financing efforts are robust and are not limited to targeting domestic threats.

Lift and Shift: The Effect of Fundraising Interventions in Charity Space and Time Kimberley Scharf Sarah Smith Mark Ottoni-Wilhelm Discussion Paper 17 / 687 22 September 2017 Department of Economics University of Bristol Priory Road Complex Bristol BS8 1TU United Kingdom Lift and Shift: The Effect of Fundraising Interventions in Charity Space and Time Kimberley Scharf (University of Birmingham) Sarah Smith (University of Bristol) Mark Ottoni-Wilhelm (IUPUI and IU Lilly Family School of Philanthropy) Abstract Fundraising interventions may lift donations and/or shift their composition and timing, making it important to study their effect across charity space and time. We find that major fundraising appeals lift total donations, but surprisingly shift donations to other charities across time. To explain this, w e develop a two-period model with two sources of warm glow that relates donation responses to underlying preference parameters. A dynamic framework, combined with rich data, provides opportunities to identify substitutability/complementarity in warm glow . The observed pattern is possible only if the two sources of warm glow are substitutes and warm glow is intertemporally substitutable. Keywords: Warm glow; donations; substitution; intertemporal substitution. • Philanthropy, Volunteerism, and Charity
Philanthropy, Volunteerism, and Charity LESSON DESCRIPTION (Background for the Instructor) In this lesson, students will learn about various ways that people “give back” to their communities to improve their well-being and that of others. They will also learn about the difference between philanthropy and charity, “red flags” of charitable frauds, the benefits of volunteering, the value of the time that volunteers give, and students’ own personal inclination to volunteer and to make charitable gifts. The lesson includes five activities that instructors can select from. In these activities, students will: ♦ View the video Philanthropy Is… and answer debriefing questions ♦ Identify the benefits of volunteerism and create a Six Word Summary graphic about one benefit ♦ Learn about the value of volunteer time and calculate the value of the time that they spend volunteering ♦ Conduct a Web Quest to learn about charitable giving frauds such as fake charities ♦ Take the online quiz What Kind of Giver Are You? to assess their personal charitable inclinations The lesson also contains 10 assessment questions (5 multiple choice and 5 True-False), learning extensions (i.e., suggested learning activities beyond the scope of the lesson plan), and references and resources. INTRODUCTION (Background for the Instructor) Booker T. Washington, the renowned 19th century African-American educator and orator, once said: If you want to lift yourself up, lift up someone else. Philanthropy, volunteerism, and charity are all about giving to others and lifting them up through a voluntary contribution of money, talents, and/or time. All three methods of giving to others are key factors in the development of communities and improvement of the lives of people in a donor’s home town or city, state, country, or even around the world.

  • Humanitarian Relief: American Humanitarianism and Great Power Decision Making
HUMANITARIAN RELIEF: AMERICAN HUMANITARIANISM AND GREAT POWER DECISION MAKING by Holden D. Simmonds A thesis submitted to Johns Hopkins University in conformity with the requirements for the degree of Master of Arts in Government Baltimore, Maryland August 2019 ©2019 Holden Simmonds All Rights Reserved Abstract Humanitarian relief operations are among the most popular uses of a government, but despite this, not all disasters receive international attention. This thesis’ goal is to explore the question: why do countries participate in humanitarian relief operations? International relationships are complicated and messy affairs, and the decision to deliver aid to another country is equally as difficult. However, it is essential to understand why and how countries participate in relief operations, because they happen with such frequency. Each section of this thesis explores a different aspect of humanitarian relief operations. First, the United States has a strong history of humanitarianism. The roots of this belief system came from the Declaration of Independence which laid out the basic rights of life, liberty, and the pursuit of happiness for all of mankind. Herbert Hoover demonstrated through his humanitarian works that there are individual and religious trends to America’s relief operations.
