MSME sector is acknowledged as the backbone of the modern Indian economy for its crucial role in equitable growth and social inclusion. The merit of the sector lies in its spread in terms of employment potential and improving the standard of living, especially for the marginalized and those living in challenging terrains. To enable the sector to achieve its full potential, the Government has prioritized favorable policies and schemes like Startup , Make in India, Skill India, and MUDRA loans for the sustainable growth of MSMEs and Indian economy. Technology upgradation and Digital India scheme plays a vital role in the development of MSMEs and also acts as a catalyst to be more competitive in the existing business environment. TNTDPC as one of the technology wings of CII plays a pivotal role between industries, institutes, Government, International partners and many other potential stakeholders to visualize the latest technological dissemination and trends whilst developing a stronger business network. The Centre has been effective in utilizing its networking platforms and consultation to facilitate the knowledge transfer. Activities in the year 2017-18 have come up with potential results in sectors like Agro Food Processing, Automotive, IPR and emerging technologies. Conference on Aerospace and Defence, Industrial Waste Management, Cyber Security, Intellectual Property Rights for Startups are some of the effective medium the Centre deploys to reach the sectoral players. TNTDPC offers commendable assistance for MSMEs & entrepreneurs and is often preferred as a ‘Single Window Solution’ for Intellectual Property Rights (Patents, Trademarks - TM, Copyright and Geographical Indications). The Centre has done more than 500 IP services including filing of patents, patent searches, TM filings, TM searches and IP Consultation for MSMEs, Academia and entrepreneurs. The Centre also houses online IPR advisory services for the MSMEs. The Centre has been closely working with CSIR and identified as one of the partners to disseminate in translating CSIR technologies for promoting and marketing of knowledgebase. Considering the above trends, I wish the Centre to move onto the next level to become a Technology Powerhouse of the State for Knowledge transfer and facilitation. I am confident that these efforts would certainly enhance the development of the nation in its own way to frame an appropriate policy and institutional reforms that have the potential to translate the challenges into opportunities for sustainable and inclusive growth. Tamil Nadu Technology Development & Promotion Centre (TNTDPC) is a joint initiative of the Government of Tamil Nadu and Confederation of Indian Industry (CII). TNTDPC is incorporated as a Society. It is governed by an apex Governing Council chaired by the Secretary, Department of Science & Technology, , and consisting of members from Government of India, Government of Tamil Nadu, Industry and CII. TNTDPC assists in planning programs and methods to create awareness among the MSMEs regarding new technology and innovations and insists on implementing of right technologies for business and for social benefit. TNTDPC functions as an intermediary role between industries, institutes, Government, International partners and many other potential stakeholders to visualize the technological needs and trends whilst developing a stronger business network. It has been effective in utilizing its conferences, seminars, workshop, training programmes and consultation as a platform to meet the technological needs. FoodCon, AgriCon, and Conference on Automotive R & D Trends, Aerospace and Defence Manufacturing Technologies, Electronics, Design, Celebrations on World IP day are some of the effective medium the centre deploys to reach the sectoral players.

TNTDPC is a unique model in the country conceived as a one stop shop for Technology Development & Promotion, Technology Upgradation and Induction of New Technologies in Tamil Nadu. The major task of the centre is focused towards providing a helping hand to the Micro, Small & Medium businesses and entrepreneurs in Tamil Nadu to reach and to compete in the global market place through technology innovation and meeting international standards. The Centre provides a user-friendly environment by linking support and guidance from global experts in upgrading the industrial growth of the state. The Centre uses networks of institutions/agencies globally, in order to stimulate innovation and successfully execute MSME technology projects and help them in problem solving.

Technology Awareness & Identification

We assist in planning programs or methods to increase awareness in MSMEs of the latest inventions, innovations or best practices globally and additionally help MSMEs identify the right technology.

Technology Development and / or upgradation

We assist MSMEs in developing technology or upgrade existing operations through a network of R&D Labs/Academic Institute or consultants. The upgradation includes all the technology requirements of a company in raw materials, process, quality, packaging, etc.

Research Promotion for New Product Introduction (NPI)

We promote basic research for New Product Introduction (NPI). The research assistance offered via the network will encompass all activities from feasibility to launch.

Technology Sourcing & Transfer

We are tied up with a vast network of national and international research institutes and experts. Our services include identifying the right technology source, expert evaluation of technology and if required, requirements. We also help our clients in negotiating the best 'technology transfer' deals with the technology providers. For this purpose, the Centre provides information on the required international trade regulations and standards.

Technology Commercialization

As a logical extension to the Technology Sourcing & transfer Services, we provide a helping hand to the entrepreneurs and industries in commercialization of technologies.

7 Annual Report | 2017-2018 The Centre assists MSMEs in converting a lab-scale or a concept (patentable) product to a pilot-scale product and eventually get it tested by nationally / internationally accredited labs and if required, test-market it for further commercialization.

Quality control

The Centre assists MSMEs in identifying methods to improve quality and yield of products. We also help in identifying the appropriate quality tools like TQM, Six Sigma, etc.

IPR Services / Assistance

We assist MSMEs & entrepreneurs in intellectual property assessment & filing of patents inhouse and also with the support of external consultants.

Promotion of Technologies leading to Societal Benefits

We understand that for sustainable development, technology has to play key role in development of society. Though most of the technology projects supported by the Centre ultimately play an important role for the development of the society, we have taken the lead to promote projects through direct or indirect Government intervention, for the benefit of the society as a whole. We are constantly looking out for Technologies for Social Benefits, to work on newer models of industry - society linkage for sustainable development.

Focus of TNTDPC

The robust growth of Indian economy is attributed to the manufacturing and services industries. Out of the Indian economy, the contribution of MSMEs is undeniable. As the Indian economy progresses, the role of MSMEs changes and they are facing new challenges. International competition requires enhanced competitiveness in all quarters.

The following are some of the main problems MSMEs face today.

 Access to timely and adequate credit  Technological obsolescence  Infrastructure bottlenecks  Lack of R & D linkages  Marketing constraints, disabling rules and regulations

8 Annual Report | 2017-2018 It is understandable that technology in general plays a major role for making the SMEs competitive. Apart from infrastructure and other major concerns, the technological competitiveness can be acquired through developing in-house knowledge centres, following quality practices, IT intervention, establishing R&D linkages, developing and following Intellectual Property Rights etc. The issue of infrastructure in terms of technology development can also be solved through networking with institutes. Even though the solution is viable, a handholding mechanism is needed to make this happen.

The Centre works with MSMEs of all sectors on need basis covering the following

 Upgrading technology among MSMEs through promotion and other means.  Assessment of international technology trends and reaching out to MSMEs (By actively sending out information on technologies).  Taking up Concept-to-Commissioning projects of technology upgradation for MSMEs.  Pro-active technology assessment of industrial clusters of Tamil Nadu.  Creating awareness on IPR and provide facilitation services. The Centre would work on projects related to the activities mentioned above and move towards attaining self-reliance.

Activities

TNTDPC provides its services for

 Industry/ MSMEs by identifying technology gaps in key industries in Tamil Nadu and to facilitate the equalizing of such gaps through Capacity Building, Technology Development, Networking, Problem Solving, Technology Transfer and Consultancy  TNTDPC assists MSMEs & entrepreneurs in intellectual property assessment & filing of IPR (Patents, Trademarks & copyright) with the help of external consultants.  TNTDPC has done 8 patent searches, 6 patents filing, 25 Trade Mark searches and 8 Trademark filing & 2 design filing for the year 2017-18.  TNTDPC has initiated to register Geographical Indications in Tamil Nadu.

Seminar on IPR Creating Opportunities for Innovative Upstarts and Startups

On the occasion of "World IP Day Celebrations" the TNTDPC had organized a "Seminar on IPR Opportunities for innovative upstarts and startups" on 26 April 2017 at Hotel Raintree, Chennai.

Certificate Course on Intellectual Property Rights Procedures and Best Practices

TNTDPC in association with Centre for Intellectual Property Rights (CIPR) of Anna University organized a Certificate course on Intellectual Property Rights Procedures and Best Practices” in Chennai from 3rd to 6th May 2017 .

Around 25 participants enrolled in the course to understand the best practices in Patent, Copyright, Trademark and Design filing in India and abroad.

TNTDPC and TIDCO jointly organized the 2nd Edition - Conference on Aerospace & Defence Manufacturing Technologies on 23rd June 2017 at Hotel ITC Grand Chola, Chennai with the theme of “Make in India- Fast

Secretary, Industries Department, Government of Odisha, Mr Jayakar Krishnamurthy, Conference Chairman & Chairman and Managing Director, UCAL, Mr B Elangovan, Managing Director, Limited The theme address by Mr Jayakar Krishnamurthy, Conference Chairman & Chairman and Managing Director, UCAL, said that the aerospace and defence needed four major things for growth, which included a vast land mass, abundant natural resources, sustainable population around and distribution of equitable economic growth.

Mr B Elangovan, Managing Director, Tidel Park Limited, said that Tamil Nadu has emerged as one of the leaders in manufacturing sector with its ecosystem allowing automobile majors to set up shops in the state and thereby making Chennai as the Detroit of India. Chennai has all the capabilities in emerging as the preferred destination for MRO activity. We encourage any operator to set up an MRO unit anywhere in TN.

This conference witnessed participation from Ordnance Factories, DRDO, Defense PSU and other Private Sector Industries. Delegation from Government of Odisha and over 200 delegates from India, Israel, Nigeria and USA took part in this conference.

11 Annual Report | 2017-2018 Conference on Cyber Security, Theme: Enhancing the threshold to combat the threats

TNTDPC organised a conference on Cyber Security with a theme of “Enhancing the threshold to combat the threats” on 21 July 2017 at Hotel Hilton, Chennai to address Cyber Security issues that affect the country. The objective of this conference was to discuss greatest L - R : Mr G S Madhusudan, Technology / Startup Advisor, Principal Scientist IIT Madras; Dr S Amar Prasad Reddy, Director- General, National Cyber Safety and emerging cyber threats across the Security Standards; Dr Rajendra Kumar, IAS, Chairman and Managing Director, Electronics Corporation of Tamil Nadu Limited (ELCOT); Lt. General R K Anand SM, VSM, General Officer Commanding, Dakshin Bharat Area; Mr S Sridharan, nation. The conference addressed Past Chairman, CII Chennai Zone cyber policy, academic, industrial, government for in-depth understanding of policy implications. This conference had panel discussions & presentations of experts and think tanks.

The conference focused on Information Security, Secure Banking & Finance Security, ICT for Law Enforcement, Secure Electronic Transactions, Wireless Security, Cryptography & Crypto-analysis, Threat modelling, Intrusion detection and prevention, Intellectual Property, etc.

Recommendations to the Government

Government Level Initiatives / Policy Changes

 The government has to take initiatives to create awareness about cyber crimes through policy initiatives.

 The government should direct the private sector companies to undertake public awareness programs as a part of the CSR initiatives. Companies should be mandated to undertake employee training on cyber law awareness.

 The coverage and definitions of cyber law are barely in tune with the present day scenario - they should be brought up to the current situation on a war footing.

12 Annual Report | 2017-2018  The Ministry of Information Technology, through CERT-IN should send an advisory to all ISPs to undertake mandatory public CSR initiatives towards building awareness of cyber crimes in the community.

 Schools and colleges should be advised to include some aspect of cyber crime awareness in the curriculum.

 ISPs must be mandated to ensure that every internet account holder takes up a cyber law awareness quiz and pass the same for obtaining an Internet account.

 Government to set up dedicated ‘Cyber Cops Academy’ and train a parallel professional stream of technology professionals. Such trained personnel should be posted at all important police stations. In order to improve cyber policing capabilities – Inter-state co-operation of cyber crime police through setting up of “National Cyber Crime coordination centre” and an “Inter State Cooperation Arrangement” to be endorsed by all State Governments.

 Need for a powerful legal system by the government for an international law and international policemen to handle crimes.

 Need to set up an effective cyber crime cell with qualified engineers to perform in a better manner.

 Companies should be mandated to take such due diligence steps as mandated in ITA 2008 to prevent cyber crimes committed by its employees or third parties.

Policing and Cyber Crimes

 Inter-state cooperation of cyber crime police should be ensured through setting up of a “National Cyber Crime Coordination Center” and an “Inter State Cooperation Arrangement” to be endorsed by all State Governments.

 One of the States that has excelled in preventing / detecting / investigation the cyber crime can take the leadership in setting up support services and share best practices with other States.

 The coordination center can also provide an online cyber crime complaints receiving mechanism which may be forwarded to the appropriate authority (DGPs) of each state for further action.

 Every bank should ensure that its customers to whom internet banking facilities are given - complete suitable awareness quiz before their accounts are activated.

 Educate before you empower - mandatory course (1 hour) about the dangers of being online, specially doing business like banking.

 Mandatory use of mobile phones as a strong authentication device as they are pervasive by the banks.

 All banks should be mandated to introduce digital signatures for authentication of Internet banking transactions.

 Provide basic knowledge of internet crimes and fundamentals to the operators as a precaution.

 Companies should use hardware appliances which have hard coded browsers (do not allow anything to change once the box is shipped) - this will nullify any impact of spyware, malware, Trojans etc.

 Companies should address the need to protect the individual identity and the digital assets / devices.

 Companies should monitor the “fly-by night operators” – insiders who get involved in the cyber crime.

 Banks should review the existing 2Factor authentication process to make it more effective

 Banks should have an effective mechanism internally to detect & mitigate the risk of internal fraud

 Banks should do a effective KYC & Due Diligence process to ensure to ensure authenticity of the customer and avoid external frauds

 Banks should exercise caution while introducing any promotional offers to avoid misuse

 Banks to exercise due care and caution while engaging external vendors / merchants for banking activity

TNTDPC organized a Conference on Trends in Food Processing & Packaging on 7th September 2017, Chennai Trade Centre, Chennai. 15 Annual Report | 2017-2018 The conference discussed on the transformation in the food processing industry which is happening through supply chain with multi brand manufacturers coming into the country. The conference sessions discussed on the challenges and future of food processing industry, food processing technology, recent advances in food processing industry, role of packaging in food safety and food safety and consumer awareness.

The event was well attended by a delegation from Embassy of Thailand. Around 250 senior officials, CXOs, senior executives from leading food processing companies& packaged foods, technology providers, equipment manufacturers, food safety solutions provider, exporters; retail chains and government agencies attended this conference.

Conference on Cold Chain Technologies

TNTDPC organized a Conference on Cold Chain Technologies on 8th September 2017 at Chennai Trade Centre, Chennai. The objective of the conference was to promote and provide technology based knowledge sharing among the stakeholders of the agro and food processing sector. Around 200 participants were senior personnel representing CEO's, Industry leaders & senior executives of leading manufacturers of processed & packaged foods, technology providers, post-harvest technology, processing equipment manufacturers, producer companies, food safety solutions provider, exporters; retail chains and government agencies attended this conference.

3rd Edition Conference on Automotive Design & Styling

TNTDPC organized the 3rd Edition - Conference on Automotive Design & Styling on 13th October 2017 at Hotel ITC Grand Chola, Chennai with the theme of “Design & Styling in India- Emerging Market”. Design, Styling, shape, Frugality, Technology & Weight have become the prime deciding parameters for purchase of automobiles. Auto industry is growing at around 6% this year. Government of India – promoting electric cars - technology advancement and social changes, intelligent mobility. Designers are playing a crucial role in bringing about change in the automobile industry. The future of making things is undergoing a major change through virtual reality in styling and design. The physical model can be experienced in finest detail even before the next car is built. 3D model designs can be shared with your customer at a real scale with life like detail and they can walk through the product and review it before purchase.

This conference included interactive and interesting discussions under the sessions: Future Mobility Challenges for Growing Market; Design and Styling Paradigm - India's Roadmap 2030; Concept to Proto - Using Emerging Technology and Innovation, Business Opportunity and Returns.

Two Day Workshop on Internet of Things – Hands on Training on Raspberry – Pi

TNTDPC organized a two day workshop on Internet of Things with hands on training on Raspberry-Pi.The aim of the workshop was to teach the participants - how to sense and control the physical world using computer programs running on the Raspberry Pi.

Around 30 participants including Technology professionals, product developers and IT professionals participated in the workshop. The hands on training helped the participants to explore the unexplored potential of the Raspberry Pi-the hardware, software and its application.

18 Annual Report | 2017-2018 Certificate Course in Patent Drafting PATDRAFT

TNTDPC & The Centre for Intellectual Property Rights (CIPR), Anna University, Chennai had jointly organized a Certificate Course in Patent Drafting (PATDRAFT) on 8th to 12th November 2017 at Chennai and 22th to 26th Novmber 2017 at Coimbatore.

Participants at Coimbatore The key objectives of the course were to: Design and develop patent drafting skills for Indian and International Patents; Provide hands on training on Indian and International patent drafting methods for various discipline; Interact with inventors on their invention for effective patent drafting.

Around 80 candidates from Industry and Academic background had enrolled for the course and had hands on training in patent drafting in Chennai and Coimbatore.

Mr Amit Jain emphasized Electronics content per car set is to increase rapidly in turn the overall cost of electronics in a car to increase from 30% in 2017 to over 45% in 2030. Dr Bindu Dey said in guest address that using about Rs 610 crore, Technology Development Board signed more than 400 agreements with industrial concerns including Seed Support to Incubatees at TBIs, Venture Capital Funds, Global Innovation and Technology Alliance (GITA), Millennium Alliance (MA), INVENT programme with DFID India.
