ORDER This is an Order pursuant to clause 12(1)(d) of The Assessment Management Agency Act, establishing quality assurance standards relating to the market valuation standard which is used to determine non-regulated property assessments as per subclause 163(1)(f.1)(iv) of The Cities Act, subclause 193(1)(e.1)(iv) of The Municipalities Act, and subclause 215(1)(f)(iv) of The Northern Municipalities Act, 2010. This Order determines the standards, the property groups and the calculation procedure to be used to test for each standard. The results of each quality assurance standard calculation for all municipalities are to be posted on the Saskatchewan Assessment Management Agency's (SAMA's) website for access to viewing by the public. The Cities of Moose Jaw, Prince Albert, Regina, , and municipalities that carry out their own valuations and revaluations, shall provide their quality assurance standard calculation results to SAMA in a mutually agreed upon format, in sufficient time to permit such quality assurance calculation results to be posted on SAMA's website no later than when the municipality's initial annual assessment roll is posted. These quality assurance standards apply for the years 2017 to 2020. In this Order: “adjusted sale price” means the sale price for a property, as determined by the assessment appraiser, with any adjustments deemed appropriate by the assessment appraiser and used in the specification and calibration of the valuation model that has been applied in the municipality; “assessed value” means the full (100%) assessment for the property as calculated by the assessment appraiser from the valuation model that has been applied in the municipality; “other property valued using the market valuation standard” means all property, other than residential property, valued solely using the market valuation standard; “property group” means the residential property in a municipality, or the other property valued using the market valuation standard in the municipality, as the case may be; and “residential property” means property valued solely using the market valuation standard that is used, or intended to be used, for a residential purpose, and includes: (a) residential condominiums; (b) property with up to three self contained dwelling units; and (c) seasonal residential property. 306 THE SASKATCHEWAN GAZETTE, FEBRUARY 14, 2014

For greater certainty, residential property and other property valued using the market valuation standard shall not be interpreted as including any properties that are, in part, assessed using a regulated property assessment valuation standard including, without limitation, the assessment manual. The following quality assurance standards are established: 1. The acceptable range for the median assessed value to adjusted sale price ratio for all residential property in a municipality shall be 0.950-1.050, provided that the municipality shall strive to achieve a median assessed value to adjusted sale price ratio of 1.000; and 2. The acceptable range for the median assessed value to adjusted sale price ratio for all other property valued using the market valuation standard in a municipality shall be 0.950-1.050, provided that the municipality shall strive to achieve a median assessed value to adjusted sale price ratio of 1.000. The median assessed value to adjusted sale price ratio for a property group for a municipality shall be calculated as follows: (a) identify all vacant and improved sales used to develop the assessed value for vacant and improved properties in the property group in the municipality; (b) determine for each sale in (a) the assessed value (100%) of the property which reflects the property characteristics on the sale date, and the adjusted sale price; (c) for each sale in (a), divide the assessed value by the adjusted sale price to calculate the assessed value to sale price ratio (ASR); (d) array the ASRs from lowest to highest; and (e) select the median ASR of the sales in (a). For certainty, where sales from outside a municipality are used to develop the assessed value for property in the municipality, such sales shall be used in determining the median assessed value to adjusted sale price ratio for the relevant property group. A BYLAW TO REGULATE THE OPERATION OF VEHICLES AND THE USE OF THE HIGHWAYS — RURAL MUNICIPALITY OF ARM RIVER, No. 252 Bylaw No. 3/2013. The Council of the Rural Municipality of Arm River, No. 252 in the Province of Saskatchewan, enacts as follows: 1 This bylaw may be referred to as the Traffic Bylaw. 2 DEFINITIONS For the purpose of this bylaw, the following terms and words shall have the following meanings: (a) “administrator” means the administrator of the municipality; (b) “council” means the council of the RM of Arm River, No. 252; (c) “curb” means the lateral boundaries of a roadway, whether or not marked by curbing; (d) “highway” means a road, parkway, driveway, square, or place designated and intended for or used by the general public for the passage of vehicles, but does not include any area, whether privately or publicly owned, that is primarily intended to be used for the parking of vehicles and the necessary passageways on that area and does not include a provincial highway within the municipality as designated pursuant to the provisions of The Highways and Transportation Act, 1997; (e) “justice” means a justice of the peace as per The Interpretation Act, 1995; (f) “municipality” means the Rural Municipality of Arm River, No. 252; (g) “parallel parking” means the parking of a vehicle with both right wheels thereof drawn up to the curb on the right-hand side of the highway, or a distance of not more than thirty (30) centimeters from such curb; (h) “parking” has the meaning ascribed thereto by The Traffic Safety Act; (i) “designated officer” means the Administrator, Royal Canadian Mounted Police, Sheriff or any other person appointed to enforce municipal bylaws; (j) “speed zone” means any portion of a highway within the RM of Arm River, No. 252, as designated herein, and identified by a sign erected and maintained at each end thereof, indicating the maximum speed applicable thereto; (k) “vehicle” means a vehicle, trailer or semi-trailer or a motor vehicle as ascribed to by The Traffic Safety Act. 3 SCOPE (a) “Stop” Roads: highways listed in Schedule A; (b) “Yield” Roads: highways listed in Schedule B; (c) “Speed” Zones: highways listed in Schedule C; (d) “No Parking” Zones: highways listed in Schedule D. 4 INFRACTIONS (a) “Stop” Roads: the provisions of The Traffic Safety Act shall apply to all traffic approaching and facing a erected and maintained in accordance with the provisions of clause 5(a); (b) “Yield” Roads: the provisions of The Traffic Safety Act shall apply to all traffic approaching and facing a yield sign erected and maintained in accordance with the provisions of clause 5(b); 334 THE SASKATCHEWAN GAZETTE, FEBRUARY 14, 2014

(c) Miscellaneous Signs: (i) no person shall, except where authorized by resolution of Council, or when duly authorized by law, erect upon or immediately adjacent to any highway, any sign, marker, signal or light or any advertising sign or device; (ii) no person shall deface damage, destroy or remove any sign or marker erected pursuant to this bylaw; (d) Parking: (i) except as otherwise provided herein, the parking of vehicles is permitted on all highways within the municipality; (ii) (A) subject to the provisions of subclause 4(f)(ii)(b), no person shall park a vehicle in any lane or in any street so as to obstruct the entrance to any lane or to a driveway or approach leading to private premises; (B) notwithstanding the provisions of subclause 4(f)(ii)(a), a vehicle may be parked in any lane for the purpose of taking on or discharging cargo, provided no such vehicle shall be parked for a period exceeding thirty (30) minutes at one time, unless written permission has first been obtained from the administrator or a special constable of the municipality for an extension of such time. (iii) every person parking a vehicle upon a highway within the municipality where parking is permitted, shall parallel park the same; (iv) no person shall park a vehicle in any “No Parking” area as designated in Schedule D at any time whether such areas are marked on the curb or otherwise by signs erected and maintained in accordance with the provisions of subsection 5(c) to indicate that parking therein is prohibited. (v) no person shall park a vehicle within five (5) meters of any street intersection; (vi) no person shall park a vehicle on any highway at one place for any period of time exceeding twenty-four (24) consecutive hours; (vii) no person shall park any vehicle in any private place or on any private property unless he is the owner, occupant, licensee or permittee of the parking place or private property, except with the consent of such owner, occupant, licensee or permittee. (e) Speed: (i) no person shall operate a vehicle at a speed greater than seventy (70) km per hour in the speed zones as set out in Schedule C Part (1); (ii) no person shall operate a vehicle at a speed greater than forty (40) km per hour in the speed zone set out in Schedule C Part (2). 5 SIGNS (a) Council shall cause to be erected and maintained at all stop roads in Schedule A, at a distance of approximately three (3) meters from point of intersection, an appropriate sign containing the word Stop, so placed to face the traffic approaching the intersection. (b) Council shall cause to be erected and maintained at all yield roads listed in Schedule B, at a distance of approximately three (3) meters from point of intersection, an appropriate Yield sign, so placed to face the traffic approaching the intersection. (c) Council shall cause to be erected and maintained at all No Parking areas as listed in Schedule D, appropriate signs and/or curb markings. Such signs or curb markings shall be visible from that part of the highway to which the restriction applies. 6 PENALTIES (a) Signs: Any person who contravenes any of the provisions of subclauses 4(c)(i) and (ii) of this bylaw is guilty of an offence and liable on summary conviction to the penalties provided in the General Penalty Bylaw of the municipality. (b) Parking Zones: A person who contravenes any of the provisions of subclauses 4(d)(ii) to (vii) of this bylaw or fails to comply therewith or with any of this bylaw or fails to comply therewith or with any notice or order given thereunder shall be guilty of an offence and upon summary conviction, shall be liable to penalties as follows: (i) subclause 4(d)(ii): $25.00; (ii) subclause 4(d)(iii): $25.00; (iii) subclause 4(d)(iv): $25.00; (iv) subclause 4(d)(v): $25.00; (v) subclause 4(d)(vi): $25.00; (vi) subclause 4(d)(vii): $25.00. (c) Notice of Violation: (i) a violator of any of the subsections of this bylaw, as set out in clause 6(b) upon being served with a Notice of Violation, may during the regular office hours, voluntarily pay the penalty at the municipal office within 10 days and upon payment as so provided, that person shall not be liable to prosecution of the offence; (ii) the Notice of Violation shall be in Form 1, Schedule E, attached to and forming part of this bylaw. (d) Speed, Failing to Stop, Failing to Yield etc.: The penalties for these and other traffic violations other than parking under The Traffic Safety Act, The Snowmobile Act and The School Bus Operating Regulations shall be liable to the penalties imposed by The Summary Offences Procedure Act and/or any other applicable legislation. 7 REPEAL Bylaw No. 3/89 of the Rural Municipality of Arm River, No. 252 is hereby repealed. 8 COMING INTO FORCE This bylaw shall come into force and effect on the day it is approved by the Highway Traffic Board. In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the petition, a written statement from the local municipal authority in which the said property is situated approving the intent of the provisions of the proposed bill which provide for the exemption from taxation. 91(1) All petitions for private bills shall be in duplicate and shall be filed with the Clerk of the Assembly not later than the fourth sitting day of the spring period of the parliamentary calendar. 91(2) No petition for any private bill shall be received by the Assembly if presented after the first eight sitting days of the spring period of the parliamentary calendar. 91(3) No private bill may be introduced in the Assembly after the first 15 sitting days of the spring period of the parliamentary calendar. 92(1) Every applicant for a private bill shall deposit with the Clerk of the Assembly, along with the petition for same, two copies of the bill with marginal notes inserted and an accepted cheque payable to the Minister of Finance for the sum of two hundred and fifty dollars ($250) if the said bill does not exceed 10 pages, and fifteen dollars ($15) additional for each page over that number; 450 words shall be held to constitute a page. 92(2) In the case of a bill incorporating a company, a receipt from the Director of Business Corporations for any statutory fees required shall also be deposited with the Clerk of the Assembly. 93 No remittance of a deposit on account of a private bill or any portion thereof shall be ordered by the Assembly unless the same has been recommended by the committee charged with its consideration, or unless the bill has been withdrawn, rejected or not reported upon, in which cases the actual expenses incurred shall be deducted from the deposit received before making such remittance. . . . 95(1) All petitions to the Legislature for private bills of any nature whatsoever shall require a notice clearly and distinctly specifying the nature and object of the application and, where the same refers to any proposed work, indicating generally the location of the work, and signed by and on behalf of the petitioners, with the address of the party signing the same. When the petition is for an act of incorporation, the name of the proposed company shall be stated in the notice. THE SASKATCHEWAN GAZETTE, FEBRUARY 14, 2014 343

95(2) Such notice shall be published, prior to the filing of the petition with the Clerk of the Assembly as required in Rule 91(1), in two consecutive issues of The Saskatchewan Gazette and four consecutive issues of a newspaper published in English and having circulation in the locality affected. 95(3) A copy of the notice with a statutory declaration of the several publications of advertisement shall be filed with the Clerk of the Assembly along with the petition and bill. 96(1) The Law Clerk and Parliamentary Counsel shall examine all private bills for the purpose of seeing that they are drawn in accordance with the Rules of the Legislative Assembly respecting private bills. 96(2) Every bill for an act of incorporation, where a form of model bill has been adopted, shall be drawn in accordance with such model bill, copies of which may be obtained from the Clerk of the Assembly. Any provisions contained in any such bill which are not in accord with the model bill shall be inserted between brackets and shall be so printed.

Seul un simple député, et non un ministre, peut présenter une pétition pour un projet de loi d’intérêt privé. Le greffier de l’Assemblée législative doit être avisé par écrit du nom du député qui parraine le projet de loi d’intérêt privé. Si le projet de loi proposé prévoit que la propriété qui sera utilisée ou occupée soit exempte de taxes, en tout ou en partie, le requérant doit présenter au greffier de l’Assemblée législative, avec sa pétition, une déclaration écrite de l’autorité municipale locale où est située la propriété en question qui cautionne les dispositions portant sur l’exemption de taxes du projet de loi proposé. 91(1) Deux exemplaires des pétitions introductives de projets de loi d’intérêt privé sont déposés au greffier de l’Assemblée au plus tard le quatrième jour de séance de la session de printemps du calendrier parlementaire. 91(2) Seules sont recevables par l’Assemblée les pétitions introductives de projet de loi d’intérêt privé qui sont présentées dans les huit premiers jours de séance de la session de printemps du calendrier parlementaire. 91(3) Les projets de loi d’intérêt privé ne peuvent être déposés à l’Assemblée que dans les 15 premiers jours de séance de la session de printemps du calendrier parlementaire. 92(1) Les personnes qui demandent un projet de loi d’intérêt privé déposent auprès du greffier de l’Assemblée, outre la pétition connexe, deux exemplaires du projet de loi qui portent les notes marginales ainsi qu’un chèque visé payable au ministre des Finances d’un montant de deux cent cinquante dollars (250 $) si le projet de loi en question compte au plus 10 pages, montant auquel il faut ajouter quinze dollars (15 $) par page supplémentaire; une page est réputée compter 450 mots. 92(2) Si un projet de loi prévoit la constitution d’une société, un récépissé des droits réglementaires donné par le registraire des sociétés par actions est également déposé auprès du greffier de l’Assemblée. 344 THE SASKATCHEWAN GAZETTE, FEBRUARY 14, 2014

93 L’Assemblée n’ordonne aucune remise totale ou partielle d’un dépôt, sur le compte d’un projet de loi d’intérêt privé, sauf si le comité chargé de l’étudier émet une recommandation contraire, si le projet de loi a été retiré ou rejeté ou s’il a fait l’objet d’un rapport, auxquels cas les dépenses réelles sont déduites du dépôt reçu avant de procéder à la remise. . . . 95(1) Toutes les pétitions introductives de projets de loi d’intérêt privé à l’adresse de la Législature nécessitent un avis qui expose clairement la nature et l’objet de la demande et qui est signé par les requérants et en leur nom, avec mention de l’adresse des signataires. Les avis qui visent des travaux proposés font état de leur emplacement; ceux qui visent une loi de constitution en société font état du nom de la société. 95(2) Avant le dépôt de la pétition auprès du greffier de l’Assemblée, les avis requis en vertu du paragraphe 91(1) sont publiés dans deux numéros consécutifs de la Gazette de la Saskatchewan et quatre numéros consécutifs d’un journal publié en anglais diffusé dans la localité touchée. 95(3) Outre la pétition et le projet de loi, sont déposées auprès du greffier de l’Assemblée, une copie de l’avis et une déclaration solennelle qui atteste les diverses publications de l’annonce. 96(1) Le légiste et conseiller parlementaire étudie tous les projets de loi d’intérêt privé afin de s’assurer qu’ils sont rédigés conformément aux articles du Règlement de l’Assemblée législative relatifs aux projets de loi d’intérêt privé. 96(2) Si une formule type de projet de loi a été adoptée, les projets de loi portant constitution des sociétés sont rédigés selon cette formule, dont les exemplaires peuvent être obtenus chez le greffier de l’Assemblée. Les dispositions de ces projets de loi qui ne se conforment pas à la formule type sont indiquées et imprimées entre crochets.
