Organizational Forms in Professional Cycling – Efficiency Issues of the UCI Pro Tour Luca Rebeggiani§ * Davide Tondani DISCUSSION PAPER NO. 345 First Version: August 2006 This Version: July 2007 ISSN: 0949–9962 ABSTRACT: This paper gives a first economic approach to pro cycling and analyses the changes induced by the newly introduced UCI Pro Tour on the racing teams’ behaviour. We develop an oligopolistic model starting from the well known Cournot framework to analyse if the actual setting of the UCI Pro Tour leads to a partially unmeant behaviour of the racing teams. In particular, we show that the blamed regional concentration of their race participation depends on a lack of incentives stemming from the licence assignation procedure. Our theo- retical results are supported by empirical data concerning the performance of the racing teams in 2005 and 2006. As a recommendation for future improvements, we derive from the model the need for a relegation system for racing teams. ZUSAMMENFASSUNG: Der Aufsatz stellt die erste ökonomische Analyse des professionellen Radsports dar. Er analysiert insbesondere die Anreizwirkungen der neuen UCI Pro Tour auf Teams und Fahrer. Ausgehend von dem bekannten Cournot-Ansatz entwickeln wir ein einfaches Oligopol-Modell, um zu untersuchen, ob die der- zeitige Pro Tour-Organisation zu einem unerwünschten Verhalten der Teilnehmer führt. Wir zeigen, dass insbe- sondere das Problem der geographischen Konzentration der Rennteilnahmen der Teams von den mangelnden Anreizen abhängt, die vom jetzigen Lizenzvergabesystem ausgehen. Unsere theoretischen Ergebnisse werden durch empirische Daten aus der Pro Tour 2005 und 2006 gestützt. Als Empfehlung für zukünftige Entwicklun- gen leiten wir aus dem Modell die Notwendigkeit einer Öffnung der Pro Tour ab, mit Auf- und Abstiegsmög- lichkeiten für Rennteams. -

Jumbo-Visma’s Van Emden does not start. After an intense stage yesterday, the peloton rolls along together at a steady pace. Fifteen, 20, and 35 kilometres into the race, the riders seem to be holding off their attacks. After one hour of racing, the average speed is 37.500 km/h. Groupama riders are in prominent position at the front of the bunch, but the pace is steady. The situation remains unchanged 40 and 45 km into the race: the peloton is still all together. Intermediate Sprint (Umm-al-Quwain – km 51.3) Dekker claims the first intermediate sprint ahead of Milan, Cattaneo and Gallopin. The peloton returns to a steady pace immediately afterwards. Seventy kilometres into the race, the peloton is still packed, although the speed has picked up a little. Average speed after two hours of racing: 39.400 km/h. Ineos, Deceuninck, Bora and UAE rotate at the front, but the peloton is not splitting. At the -100 km marker, all is calm. We are starting to see some action, as Bidard and Le Gac clip off at km 117, immediately opening up an advantage. At the first time recording, they are 25” ahead of the bunch; at km 119, the gap rises to 45”, and is further up to 1’05” at km 122. -

Spitzenbesetzung verspricht großartige Deutschland Tour In genau zehn Wochen, am 25. August, findet auf der Stralsunder Hafeninsel die Teampräsentation der Deutschland Tour statt. Zu den Mannschaften, die in diesem Jahr um den Gewinn der Deutschland Tour kämpfen, gehören die beiden deutschen WorldTeams BORA – hansgrohe und Team DSM. Auch Teams mit deutschen Fahrern, wie Alpecin – Fenix, Bahrain – Victorious und Israel Start-Up Nation, sowie internationale Spitzenmannschaften haben sich angekündigt. 22 Mannschaften mit jeweils sechs Fahrern starten vom 26. bis 29. August bei der Deutschland Tour. Die Rundfahrt führt über vier Etappen von der Hansestadt Stralsund nach Nürnberg. 727 Kilometer sind auf dem Weg von der Ostseeküste nach Franken zu absolvieren. Nach einem flachen, windanfälligen Teilstück in Mecklenburg-Vorpommern wird der Mittelteil der Rundfahrt in Thüringen welliger. Die Schlussetappe in Bayern hat wahren Finalstatus – nur 160 Kilometer lang, aber gespickt mit 13 Anstiegen. Die Deutschland Tour hat sich im Rennkalender der weltweit besten Teams und Fahrer etabliert. Gleich 13 Teams der diesjährigen Tour de France werden auch bei der Deutschland Tour starten. Zuletzt haben der Tour de France-Gewinner Geraint Thomas und Tour de France-Etappensieger, wie Julian Alaphilippe, der Rundfahrt ihren Stempel aufgedrückt. Mit dem Konzept einer Klassiker-Rundfahrt und dem Rennzeitpunkt Ende August ist die Deutschland Tour für Sprinter und angriffslustige Etappenjäger sehr attraktiv. Die Etappen sind so gestaltet, dass jeder Tag, wie ein Klassiker ausgefahren wird, die Fans wechselnde Sieger erleben und die Gesamtwertung bis zum Schlusstag offenbleibt. Gesucht ist der Nachfolger von Jasper Stuyven. Der Gewinner von Mailand-Sanremo hat sich 2019 mit nur 3 Sekunden Vorsprung das Rote Trikot des Gesamtsiegers gesichert. -
