Introduction The purpose of this essay is to critically examine Friedrich Hayek’s broadside against the conceptual intelligibility of the theory of social or distributive justice. This theme first appears in Hayek’s work in his famous political tract, The Road to Serfdom (1944), and later in The Constitution of Liberty (1960), but he developed the argument at greatest length in his major work in political philosophy, the trilogy entitled Law, Legis- lation, and Liberty (1973-79). Given that Hayek subtitled the second volume of this work The Mirage of Social Justice,2 it might seem counterintuitive or perhaps even ab- surd to suggest the existence of a genuinely Hayekian theory of social justice. Not- withstanding the rhetorical tenor of some of his remarks, however, Hayek’s actual con- clusions are characteristically even-tempered, which, I shall argue, leaves open the possibility of a revisionist account of the matter. Mere Libertarianism: Blending Hayek and Rothbard Daniel B. Klein Santa Clara University The continued progress of a social movement may depend on the movement’s being recognized as a movement. Being able to provide a clear, versatile, and durable definition of the movement or philosophy, quite apart from its justifications, may help to get it space and sympathy in public discourse. 1 Some of the most basic furniture of modern libertarianism comes from the great figures Friedrich Hayek and Murray Rothbard. Like their mentor Ludwig von Mises, Hayek and Rothbard favored sweeping reductions in the size and intrusiveness of government; both favored legal rules based principally on private property, consent, and contract. In view of the huge range of opinions about desirable reform, Hayek and Rothbard must be regarded as ideological siblings. Yet Hayek and Rothbard each developed his own ideas about liberty and his own vision for a libertarian movement. In as much as there are incompatibilities between Hayek and Rothbard, those seeking resolution must choose between them, search for a viable blending, or look to other alternatives. A blending appears to be both viable and desirable. In fact, libertarian thought and policy analysis in the United States appears to be inclined toward a blending of Hayek and Rothbard. At the center of any libertarianism are ideas about liberty. Differences between libertarianisms usually come down to differences between definitions of liberty or between claims made for liberty. Here, in exploring these matters, I work closely with the writings of Hayek and Rothbard. I realize that many excellent libertarian philosophers have weighed in on these matters and already said many of the things I say here. -

We first discuss methodological issues distinguishing our approach from others: New Monetarism has something in common with Old Monetarism, but there are also important differences; it has little in common with Keynesianism. We describe the principles of these schools and contrast them with our approach. To show how it works, in practice, we build a benchmark New Monetarist model, and use it to study several issues, including the cost of inflation, liquidity and asset trading. Review of Keynesian Studies Vol.2 Atsushi Naito Nominality of Money: Theory of Credit Money and Chartalism Atsushi Naito Abstract This paper focuses on the unit of account function of money that is emphasized by Keynes in his book A Treatise on Money (1930) and recently in post-Keynesian endogenous money theory and modern Chartalism, or in other words Modern Monetary Theory. These theories consider the nominality of money as an important characteristic because the unit of account and the corresponding money as a substance could be anything, and this aspect highlights the nominal nature of money; however, although these theories are closely associated, they are different. The three objectives of this paper are to investigate the nominality of money common to both the theories, examine the relationship and differences between the two theories with a focus on Chartalism, and elucidate the significance and policy implications of Chartalism. This theory primarily deals with state money or fiat money; however, in Post Keynesian economics, the endogenous money theory and theory of monetary circuit place the stress on bank money or credit money. Although Chartalism and the theory of credit money are clearly opposed to each other, there exists another axis of conflict in the field of monetary theory. According to the textbooks, this axis concerns the functions of money, such as means of exchange, means of account, and store of value. -

On Keynesian Economics and the Economics of Keynes: A Study in Monetary Theory 1. Professor Leijonhufvud’s book, which emerged from his PhD. Dissertation at Northwestern University, was published in 1968, a critical time in the development of macroeconomic theory. Keynesian Economics was at its zenith. Policymakers around the world had adopted it as their guide to conducting stabilization policy. American Keynesians, proudly pointing to the long economic expansion following the 1962 tax-cuts that they had advocated to close the deflationary gap, claimed that their “New Economics” had vanquished the business cycle. Keynesian ideas had won over all but the most willful advocates of laissez-faire, to the point where it was commonly agreed that “we are all Keynesians now.” Keynesian Economics dominated teaching and academic research as much as it did policy-making. The IS-LM model that Hicks and Hansen had extracted from Keynes’s General Theory had become the reigning paradigm of macroeconomics. Theorists had developed choice- theoretic microfoundations for its major components - the consumption function, the demand function for investment and the demand function for money - informed by a huge volume of empirical research. The apparent success of the Keynesian research program had persuaded many that the broad outlines of macroeconomic theory were now settled, that there was nothing left for theorists to do but fill in the details. -

JOURNAL OF ECONOMIC ISSUES Vol. XLVII No. 1 March 2013 DOI 10.2753/JEI0021-3624470101 The Monetary and Fiscal Nexus of Neo-Chartalism: A Friendly Critique Marc Lavoie Abstract: A number of post-Keynesian authors, called the neo-chartalists, have argued that the government does not face a budget constraint similar to that of households and that government with sovereign currencies run no risk of default, even with high debt-to-GDP ratio. This stands in contrast to countries in the eurozone, where the central bank does not normally purchase sovereign debt. While these claims now seem to be accepted by some economists, neo-chartalists have also made a number of controversial claims, including that the government spends simply by crediting a private-sector-bank account at the central bank; that the government does need to borrow to deficit-spend; and that taxes do not finance government expenditures. This paper shows that these surprising statements do have some logic, once one assumes the consolidation of the government sector and the central bank into a unique entity, the state. The paper further argues, however, that these paradoxical claims end up being counter-productive since consolidation is counter-factual. Keynes and Marx by Claudio Sardoni University of Rome “La Sapienza” I. Introduction Soon after the publication of The General Theory, Keynes manifested his dissatisfaction with the ‘final product’ of the intellectual process which had started in 1931-32 and he stated an intention to re-cast his ideas in a clearer and more satisfactory way. Joan Robinson thought that starting from Marx, rather than orthodox economics, would have saved Keynes ‘a lot of trouble’ (1964: 96). The object of this chapter is to inquire into the possibility that Keynes could have re-written The General Theory by giving Marx more attention and more credit than he did in the 1936 edition of the book. The interest in this issue does not derive, however, from any evidence that Keynes changed his opinion of Marx after 1936: it remained highly critical. Such interest rather derives from the fact that, in the quest for a clearer formulation of his fundamental ideas, Keynes, in my opinion, could have chosen to go, at least partly, ‘back’ to the approach that he had followed earlier on in the process which led to the publication of The General Theory. In fact, at a relatively early stage (1933) of this process, Keynes’s analysis of a capitalist economy and his critique of the orthodox view had come close to Marx’s approach. Keynes soon abandoned his 1933 approach and, in The General Theory, he formulated the critique of orthodox economics in a different way from Marx. In the chapter, I argue that the reason for the change may be found in the fact that the economic theory criticised by Keynes was significantly different from the Ricardian theory to which Marx referred. -

Such participation can produce better people. and that. I believe. is the essential starting point fo r the production of a better society. As planners look to affect change they don 't very oft en look at the level of the individual. We need to correct /his omission. as we are currently being presented with a great opportunity to profoundly affect the nature of this country. Ogilvie contends that voluntary participation in a local organization can create better citizens. His central point is that it is a prime responsibility of every law maker and planner to create these good citizens, that is, citizens who are capable of making informed and sensitive decisions. Furthermore, he argues that these sorts of citizens can only develop out of habituation, usually through voluntary participation in a local organization. Plans about social serviceprovision need to recognize this. and create as many situations as possible fo r people to be active in decision making and serviceprovision. OPINION AUGUST 23, 2011 Keynesian Economics vs. Regular Economics Food stamps and other transfers aren’t necessarily bad ideas, but there’s no evidence they spur growth. By ROBERT J. BARRO Keynesian economics—the go-to theory for those who like government at the controls of the economy—is in the forefront of the ongoing debate on fiscal-stimulus packages. For example, in true Keynesian spirit, Agriculture Secretary Tom Vilsack said recently that food stamps were an "economic stimulus" and that "every dollar of benefits generates $1.84 in the economy in terms of economic activity." Many observers may see how this idea—that one can magically get back more than one puts in—conflicts with what I will call "regular economics." What few know is that there is no meaningful theoretical or empirical support for the Keynesian position. The overall prediction from regular economics is that an expansion of transfers, such as food stamps, decreases employment and, hence, gross domestic product (GDP). In regular economics, the central ideas involve incentives as the drivers of economic activity. Additional transfers to people with earnings below designated levels motivate less work effort by reducing the reward from working. In addition, the financing of a transfer program requires more taxes—today or in the future in the case of deficit financing. These added levies likely further reduce work effort—in this instance by taxpayers expected to finance the transfer—and also lower investment because the return after taxes is diminished. This result does not mean that food stamps and other transfers are necessarily bad ideas in the world of regular economics.
