In an academic career that has spanned 50 years, he forged much of the research agenda of the public choice program and he founded and edited Public Choice, the key journal of public choice scholarship. Tullock, however did much more than this. This Special Issue of Public Choice honors Gordon Tullock in precisely the manner that he most values: the creation of new ideas across the vast range of his own scholarly interests. His father, George Tullock, was a hardy Midwesterner of Scottish ancestry. His mother, Helen, nee Crumb, was of equally hardy Pennsylvania-Dutch stock. His father’s elder brother, Tom, and his two children, also lived in Rockford, but some distance away. So Gordon had no close and continuing relationship with them. Both of Gordon’s grandfathers died before he was old enough to remember them. Both of his grandmothers ‘lived with us for some time, but fortunately not at the same time’ (Tullock 2009:1) Rockford, often referred to as the ‘Forest City’, was a mid-sized city with a 64,000 pop- ulation in 1922, when Gordon Tullock was born. -

Introduction The purpose of this essay is to critically examine Friedrich Hayek’s broadside against the conceptual intelligibility of the theory of social or distributive justice. This theme first appears in Hayek’s work in his famous political tract, The Road to Serfdom (1944), and later in The Constitution of Liberty (1960), but he developed the argument at greatest length in his major work in political philosophy, the trilogy entitled Law, Legis- lation, and Liberty (1973-79). Given that Hayek subtitled the second volume of this work The Mirage of Social Justice,2 it might seem counterintuitive or perhaps even ab- surd to suggest the existence of a genuinely Hayekian theory of social justice. Not- withstanding the rhetorical tenor of some of his remarks, however, Hayek’s actual con- clusions are characteristically even-tempered, which, I shall argue, leaves open the possibility of a revisionist account of the matter. Mere Libertarianism: Blending Hayek and Rothbard Daniel B. Klein Santa Clara University The continued progress of a social movement may depend on the movement’s being recognized as a movement. Being able to provide a clear, versatile, and durable definition of the movement or philosophy, quite apart from its justifications, may help to get it space and sympathy in public discourse. 1 Some of the most basic furniture of modern libertarianism comes from the great figures Friedrich Hayek and Murray Rothbard. Like their mentor Ludwig von Mises, Hayek and Rothbard favored sweeping reductions in the size and intrusiveness of government; both favored legal rules based principally on private property, consent, and contract. In view of the huge range of opinions about desirable reform, Hayek and Rothbard must be regarded as ideological siblings. Yet Hayek and Rothbard each developed his own ideas about liberty and his own vision for a libertarian movement. In as much as there are incompatibilities between Hayek and Rothbard, those seeking resolution must choose between them, search for a viable blending, or look to other alternatives. A blending appears to be both viable and desirable. In fact, libertarian thought and policy analysis in the United States appears to be inclined toward a blending of Hayek and Rothbard. At the center of any libertarianism are ideas about liberty. Differences between libertarianisms usually come down to differences between definitions of liberty or between claims made for liberty. Here, in exploring these matters, I work closely with the writings of Hayek and Rothbard. I realize that many excellent libertarian philosophers have weighed in on these matters and already said many of the things I say here. -

CRATICS RAHIM TAGHIZADEGAN AND MARC-FELIX Otto ABSTRACT: Ludwig von Mises’s most important legacy is the foundation and analysis of catallactics, i.e. the economics of interpersonal exchange, as a sub-discipline of praxeology, the science of human action. In this paper, based both on Mises’s methodical framework and on insights by Tadeusz Kotarbinski and Max Weber, a “praxeology of coercion,” or, more precisely, an analysis of interpersonal actions involving threats, is developed. Our investigation yields both a reviewed taxonomy of human action and a first analysis of the elements of this theory, which we term cratics. This shall establish the basis for adjacent studies, furthering Mises’s project regarding the science of human action. 1 The Mont Pelerin Society: A MANDATE RENEWED By Deepak Lal Ladies and Gentlemen, Welcome to this special meeting of the MPS. In this address I would like to explain why it has been called at such short notice and how I hope it provides a renewal of the mandate our founders set for the society.1 After being anointed with the Presidency of this august body in Tokyo (in early September), my wife and I went on to a lecture tour in China. We were in Shanghai on a tour of the magnificent Suzhou industrial estate outside Shanghai, with MPS member Steven Cheung. On the afternoon of the 15th September Steve received a call on his Blackberry that Lehman Brothers had gone into bankruptcy. Steve opined that this marked the end of American capitalism. I thought this somewhat hyperbolic. But, on getting back to London at the end of September, as I was tending my roses, my neighbor, a Thatcherite heart surgeon, said over the hedge that, given the recent events in the capital markets, did I still stand by the views I had expressed in my last book on "Reviving the Invisible Hand".2 I replied that even a severe trade cycle downturn would not undermine the well tested classical liberal principles I had espoused. Though, Gordon Brown might be in trouble having repeatedly congratulated himself for having abolished boom and bust. Two subsequent events shattered this complacency. I had been following a political betting site called Betfair on which some youngsters at the Tokyo MPS meeting were placing bets on a McCain victory. -

A New Look at Max Weber and His Anglo-German Family Connections1 Lutz Kaelber2 Guenther Roth’s study places Max Weber in an intricate network of ties among members of his lineage. This paper presents core findings of Roth’s analysis of Weber’s family relations, discusses the validity of Roth’s core theses and some of the implications of his analysis for Weber as a person and scholar, and addresses how Roth’s book may influence future approaches to Weber’s sociology. KEY WORDS: Max Weber; history of sociology; classical sociology; German history; Guenther Roth. “How well do we know Max Weber?”—When the late Friedrich H. Tenbruck (1975) raised this question almost thirty years ago, he had Weber’s scholarship in mind. The analysis of Weber’s oeuvre and the debate over it, fueled by a steady trickle of contributions of the Max Weber Gesamtaus- gabe, has not abated since. Thanks to the Gesamtausgabe’s superbly edited volumes, we now know more about Weber the scholar than ever before, even though the edition’s combination of exorbitant pricing and limitation to German-language editions has slowed its international reception. Tenbruck’s question might be applied to Weber’s biography as well. By DAVID R. HENDERSON Updated Dec. 14, 2009 7:10 p.m. ET Three years after World War II drew to a close, a young professor at MIT published "Foundations of Economic Analysis." Its mathematical approach to economics would revolutionize the profession. And its author, Paul Samuelson, would go on to earn many awards and honors, culminating in 1970, when he won the Nobel Prize in economics—the second year it was awarded. Samuelson died on Sunday at the age of 94. His influence has been profound, but the mathematization of economics has been a mixed blessing. The downside is that the math hurdle in leading U.S. economics programs is now so high that people who grasp the power of economic concepts to explain human behavior are losing out in the competition to mathematicians. The upside is that Samuelson sometimes used math to resolve issues that had not been resolved at a theoretical level for decades. -

Amadae Massachusetts Institute of Technology, USA Marieke de Goede argues that there has traditionally been a close relationship between finance and both national security and the economic security of nations. Hence, “finance cannot be understood to be a new security concept” (Goede, 2010: 109, emphasis in original). This is because financial soundness is essential to individual and national economic security, and fiscal wherewithal is crucial to maintaining military presence. The smooth functioning of an economy enables the funding of military protection. Conversely, as the recent global financial crisis once again demonstrated, national sovereignty itself depends on economic solvency that is a function of the prudential financial management of firms and governments. De Goede discusses this two-directional relationship with respect to how finance plays an instrumental role in making it possible to maintain national security, and how finance itself directly relates to the viability of households and nations, which require a positive balance of outputs against inputs. She also addresses a third way to consider the relationship between finance and security in view of their historical and conceptual entanglement. From this perspective, the development of modern nation states is inseparable from financial instruments including, for example, those of sovereign debt. Considered historically, after World War II financial tools evolve, and “risk comes into focus as a technique [insofar as it is quantified] that bridges finance and security” (de Goede, 2010: 107, emphasis in original). -

Will your career choice and achievements define who you are, how you feel about yourself, and how others see you as a person? This course explores the cultural history of American capitalism through three ongoing themes: 1) the relation between work and identity; and 2) the concept of individualism; and 3) the historical origins of your opinions on 1&2. Learning and skills objectives include: To be able to explain how work (and attitudes toward it) have changed from the eighteenth to the twenty‐first century; To be able to read critically, relating different genres of writing, from different historical periods, to the main themes of the course; and To be able to write analytically, integrating multiple sources including your own judgments, in both formal (essays) and informal (journal) styles. There are no exams (except short, unannounced readings quizzes, if necessary).
