The Banyoro Batooro communities, with the technical facilitation of Engabu la Tooro, are currently nominating Empaako Tradition for UNESCO's inscription on the list of intangible Cultural Heritage in need of urgent safeguarding. The process of nomination include; identification, survey and inventorying the element, filling the form and mobilizing concerned communities to express their request to UNESCO through declaration statements and resolutions of their cultural, social and political institutions.

As a Primary mover community, about 30 Tooro Clans has so far submitted their statements signed by hundreds of members of each Clan. These are followed by elders, groups, youths and students Cultural Associations.

The benefit of inscription among others include; UNESCO raising the visibility and profile of the Cultural elements to international level, and funding Cultural groups and organizations to implement programmes based on the meaning of the element from a renewable period of If years.

The officials therefore, requested the District Council as an internationally recognized centre of people's voice to pass a resolution in support and as part of nominating entities.

Hon. Businge Prosper, Councillor West Division, Fort-Portal Municipality thanked officials of Engabu la Tooro on behalf of Council that what had .be~n.pre~ented was good for the society. Min 41/COU/2011/2012: Nomination of Batagwenda Empaako tradition as a cultural heritage for UNESCO'S inscription.

The concept paper on the above subject matter was presented by Mr. Stephen Rwagweri Director Engabu za Tooro.

He informed council that UNESCO in 2000 passed a law to protect culture as an intangible heritage and in 2003 there was a conference which embraced it.

In 2009 Uganda ratified the law. The purpose of the law was to protect and promote intangible culture heritage.

However, he said Districts in which people who observe "Empaako" as part of their culture live; have to express interest and consent. He said four Districts which include Bundibujo, Ntoroko, Kabarole and Kyenjojo have already approved Empaako culture tradition for UNESCO inscription.

After discussion of the concept paper, Hon Tumuhimbise John moved a motion for council to approve Empaako tradition culture for Batagwenda community and other people who observe it as an intangible culture heritage for UNESCO's inscription and was unanimously seconded.

Resolution:

Kamwenge District council approved Empaako tradition as an intangible culture heritage for UNESCO's inscription.

We the elders of Tooro have actively participated in the process of nominating the Empaako Tradition. We have given free, prior and informed consent for the tradition to be inscribed on the UNESCO list of intangible cultural heritage in need of urgent safeguarding. As elders in Tooro we naturally hold the custodianship of culture and the commitment to cause the preservation of our intangible heritage for our own benefit and for the benefit of posterity.

We regularly meet to consider topical cultural issues in order to make the right choices for the best practices in the preservation of our cultural heritage. We hold weekly talk- shows on a local Radio Station to disseminate the results of our discussions.

We are a key component of the Kabarole Research and Resource Centre, a local Non-Governmental Organization which spearheads development programs. We have been influential in the starting of a local community University (Mountains of the Moon University) and we are committed to helping design the program for the Centre of African Cultural Development Studies at the University. We hold the crucial elderly advisory role on a spectrum of social issues. As elders of Tooro we do support the nomination of the Empaako Tradition with the endorsement by our names and signatures on this 31 st day of March, 2012.

The ABAMU was first promulgated in 1995 compnsmg of students from Bunyoro and Tooro Land. The pioneers were 12 in number in academic year 1995/6 which has gradually increased to 40 members in academic year 2007/8; 12 of whom are ladies and 30 gentlemen. Currently from 2009-2012 the numbers have increased to 102 members.

In Bunyoro and Tooro under the following districts:-

(Kibale, Hoima, Masindi, Kyejonjo, Kabarole, Kamwenge, Kyegegwa, and Ntoroko).

While divide and rule is the sound motto, unite and lead is the better one, for there is no art where there is no style, and no style where there is no unity and unity is strength.

We vow dedication to vitalize the union's goals, to develop the zeal of implementation to owe allegiance to our nation and our home areas in particular, to achieve educational, social and cultural wellbeing and to abide by and uphold the provisions and aims of this constitution.

Leadership Structure

The union is headed by the Chairman and his Vice, the General Secretary/ Speaker, ambassadors from each District of Bunyoro and Tooro and the then a treasurer. All these under the umbrella of a Patron.
