Автомобильный транспорт КНР является одной из важнейших инфраструктурной отраслью экономики Китая, гарантирующей непрерывность и расширение воспроизводственного процесса. Будучи необходимым условием территориальной целостности страны и един- ства его экономического пространства, автомобильные магистрали связывают все единицы провинциального уровня КНР, обеспечивают расширение внешне- экономических связей Китая и его интеграцию в систему мирохозяйственных связей. Потребность в автомобильных перевозках определяется динамикой раз- вития и структурой материального производства, размещением производитель- ных сил, пространственной организацией территории, уровнем доходов населе- ния – именно поэтому необходим специальный анализ экономических отноше- ний, связанных с функционированием автомобильного транспорта Китая. Разработанность темы исследования. При написании диссертацион- ного исследования диссертант опирался на концепции и фундаментальные по- ложения экономической теории, содержащиеся в научных трудах и монографи- ях российских ученых – ведущих специалистов в области автомобильного транспорта, региональной и пространственной экономики, экономического раз- вития Китая, китайско-российских экономических отношений, приграничного инфраструктурного взаимодействия. Эти разработки нашли отражение в трудах ряда институтов РАН, таких как Институт Дальнего Востока, Институт миро- вой экономики и международных отношений, Институт Востоковедения, Ин- ститут экономики, Дальневосточное отделение РАН, Дипломатическая акаде- мия МИД РФ. Изучение общих проблем экономики Китая, опыта проведения рыночных преобразований и их роли в системе экономических отношений КНР наиболее полно осуществляется ведущими специалистами научной школы ИДВ РАН. Особо следует выделить работы Е.Ф. Авдокушина, М.А. Александровой, Л.А. Аносовой, Е.С. Баженовой, Л.М. Бони, А.В. Виноградова, П.Б. Каменнова, В.В. Карлусова, Л.И. В.О. Кистанова, Л.И. Кондрашевой, Н.Н. Коледенковой, 3 С.Г. Лузянина, В.А. Матвеева, В.М. Мазырина, Л. В. Новоселовой, А.В. Ост- ровского, Э.П. Пивоваровой, В.Я. Портякова, М.А. Потапова, В.Н. Ремыги, А.И. Салицкого, С.Л. Сазонова, С.С. Суслиной, С.В. Уянаева, В.В. Чуванковой. Первостепенное значение для выполнения диссертационного исследования имели фундаментальные труды российских ученых в области мировой, регио- нальной экономики и экономики Дальнего Востока, российско-китайского при- граничного и межрегионального сотрудничества: В.А. Абрамова, Е.П. Бажано- ва, П.Я. Дынкина, С.В. Жукова, В.К. Зайцева, В.Л. Ларина, А.Д. Некипелова, Е.С. Хесина, Ю.В. Шишкова. Эмпирический анализ связи развития междуна- родной транспортной интеграции регионов, как ключевого элемента простран- ственного экономического развития, нашли отражения в исследованиях Круг- мана (основоположника новой модели экономической географии) и представи- телей научных школ за рубежом, в частности голландской (Х. Бос, Я. Тинбер- гер), немецкой (А. Вебер, В. Кристаллер, А. Хиршман), американской (У. Ай- зерд, Дж. Стиглиц, А. Скотт), французской (Ж. Боже-Гарнье, Ж. Шабо). Значительные теоретические и практические исследования развития ав- томобильного транспорта КНР были осуществлены российскими специалиста- ми в этой области – И.П. Азовским, В.А. Абрамовым, С.В. А.Б. Вардомским, Василенко, Р.В. Гулидовым, Е.И. Евсеевым, С.В. Кузнецовым, Е.Н. Лебедевым, А.А. Медковым, А.Н. Плотниковым, А.И. Покровским, С.А. Тарховым, М.О. Тураевой, Ю.И. Фоминым, Ю. А. Харламовым, В.А. Цветковым, М.А. Шишки- ным, А.В. Шурубович и др. При весомом вкладе этих специалистов в исследо- вание развития автомобильного транспорта Китая расширяется потребность в дальнейшем научном анализе практики применения разнообразных форм инве- стиционной и инновационной составляющих развития и модернизации этой инфраструктурной отрасли экономики Китая. Несмотря на относительный рост публикаций, анализирующих место и роль автомобильного транспорта РФ в системе мирохозяйственных связей, исследование этой проблемы не всегда увязывается с необходимостью активного стимулирования и развития китай- ско-российской интеграции автодорожных сетей. Необходимость проведения всеобъемлющего анализа современного состояния и перспектив развития авто- 5 мобильного транспорта КНР, обеспечивающего важнейшую роль в области евразийского автомобильного транзита, а также исключительная значимость выявления основных направлений и стратегии развития китайско-российского сотрудничества в сфере развития совместных автомобильных грузовых перево- зок предопределили актуальность проведенного научного исследования, выбор цели и задачи представленной диссертации. Определение цели и задач диссертационного исследования. Целью диссертационного исследования является анализ внутриотраслевых и структур- ных параметров автомобильного транспорта КНР, а также анализ соответствия его инновационного и пространственного развития запросам технологически зависимых от него отраслей экономики и всего народного хозяйства Китая в целом. Указанная цель данного диссертационного исследования определила ло- гическую последовательность исследования нижеперечисленных за- дачпредставленного научного исследования: – проанализировать современное состояние автомобильного комплекса Китая и выявить степень сбалансированности внутриотраслевых и межотрасле- вых пропорции; – выявить отраслевые приоритеты в развитии автомобильной отрасли Ки- тая, являющиеся ключевыми для укрепления и развития экономики КНР, среди которых, в первую очередь, анализировались мультипликативный и экстер- нальный эффекты, расширение занятости в смежных отраслях экономики
