MDAA Region Brief: Europe Summer 2016 Addressing the Air and Ballistic Missile Threat to Europe: Cooperating in a Shifting Strategic Environment Introduction Next month’s Warsaw Summit could prove to be one of the most consequential for the alliance since the end of the Cold War as leaders from member states convene to discuss a myriad of threats. NATO Summits are convened on an ad-hoc basis, as required by the evolving political and security situation. In recent years, summit locations have held some thematic significance. This year’s summit in Warsaw is indicative of the increasing threat the alliance faces from the east, particularly in regards to the air challenge. The proliferation of ballistic missile technology also continues to demand the attention of NATO members. In May of this year, two key milestones were achieved in the deployment of European Phased Adaptive Approach (EPAA) capabilities, the plan put in place by the Obama Administration to protect Europe from a ballistic missile attack originating from Iran. On May 12 Phase II of the EPAA, the Aegis Ashore site in Deveselu, Romania, was deemed operationally certified. The following day on May 13, a groundbreaking ceremony took place for Phase III of the EPAA, an Aegis Ashore site in Redzikowo, Poland. When the work in Poland is complete, Phase 3 will provide the necessary capabilities to provide ballistic missile defense coverage of all NATO European territory and populations in the 2018 timeframe against intermediate-range ballistic missiles. Defending the air above NATO member states also remains a challenge, particularly from an increasingly modern Russian military. -

Press Release 5th February 2009 FURTHER test firing success for ROYAL NAVY’S SEA VIPER AIR DEFENCE SYSTEM Sea Viper, the Royal Navy’s new advanced naval air defence system, was successfully test fired for a second time on 4th February from the trials barge Longbow at the French DGA’s CELM (Centre d’Essais de Lancement des Missiles ) test range near the Ile du Levant off the French coast. The successful firing marks a further key step in the demonstration of the maturity of the Sea Viper system, known until recently in the UK as PAAMS (S), in the lead up to the missile system entering service onboard the Royal Navy’s new Daring class Type 45 destroyers. The trial comprised the firing of a single Aster 15 missile launched against a Mirach target simulating a low level attack by an anti-ship missile. All aspects of the system behaved as expected with the Aster missile intercepting the target at very close range. Nick Neale, PAAMS Project Director in the Aster Systems Programme directorate, said: “Following on from the successful first firing in June last year, this second firing success kicks off our 2009 programme of work in the best possible way. We look forward with pride to completing the remainder of the system qualification programme and to the entry of the system into service on board the RN’s new Type 45 destroyers”. Antoine Bouvier, MBDA’s CEO, said: “This second successful firing is another important milestone for PAAMS and MBDA’s Aster missile system family. It provides a clear demonstration of the performance leap that the PAAMS system will bring when it enters service.” All the Sea Viper system elements have been set to work on the first of class Type 45, HMS Daring. -

But most critically, her all big gun design and steam turbines made every ship built before that point obsolete. The geostrategic consequences were enormous as it gave Germany a window to attempt to challenge for control of the world’s oceans and accelerated the British-German naval arms’ race to astronomical levels. Today we are witnessing a new and fourth great industrial arms’ race, catalysed by China’s hegemonic ambitions as it seeks to outbuild America and its allies to create a blue-water navy that can dominate the world’s oceans. In this similar environment, perhaps it is time to consider the emergence of a new class of Dreadnought destroyers, which I have named Dominators, that can control large areas of ocean both below and above it. 1.1 DEDICATED MISSION DESTROYERS AND FRIGATES This ship design concept of dedicated mission escorts is favoured by all European navies and the Royal Navy is an excellent specific example of using this concept in its escort fleet.
