First, it conducts a survey of past and present Northern Sea Route (NSR) cargo flows. Then follow discussions of the route’s commercial potential as a transit route, as well as of its economic importance and relevance for each of the Russian Arctic regions. These discussions are summarized by estimates of what types and volumes of NSR cargoes that can realistically be expected in the period 2000-2015. This is then followed by a survey of the status quo of the NSR infrastructure (above all the ice-breakers, ice-class cargo vessels and ports), with estimates of its future capacity. Based on the estimated future NSR cargo potential, future NSR infrastructure requirements are calculated and compared with the estimated capacity in order to identify the main, future infrastructure bottlenecks for NSR operations. The information presented in the report is mainly compiled from data and research results that were published through the International Northern Sea Route Programme (INSROP) 1993-99, but considerable updates have been made using recent information, statistics and analyses from various sources.

The paper derives mathematical models of the wear of transmission equipment used in the western grids. It proves that the condition of equipment will deteriorate further unless its maintenance is properly funded. The paper analyzes the prospects of electrical grids in the Republic of Sakha (Yakutia). It presents a program for local energy optimization. The costs associated with five alternative development scenarios are calculated and presented in a tabular format. 1 Introduction 30% of the total heat in the Republic. Vasil'chuk1 1Department of Geography, Lomonosov Moscow State University, Moscow, Russia, e-mail: [email protected] Abstract The subject of the study is the yedoma ice complex, which locates in the Batagaika depression, Sakha Republic, Russia. The oxygen and hydrogen stable isotope composition, and the content of the dissolved forms of minor and major elements were studied for the first time in ice-wedges of Batagaika depression, which makes the novelty of the study. The isotope composition of the two most saline ice-wedges located in the upper and lower parts of the Batagay depression indicates that they were formed in a close temperature range, the average winter temperature was close to –34/–35 °C, and the average January air temperature was –51/ –53 °C.     Supernatural Beings in the Far North: Folklore, Folk Belief, and The Selkie NANCY CASSELL MCENTIRE Within the world of folklore, stories of people turning into animals are well known. Either by accident or by design, a person may become a malevolent wolf, a swan, a helpful bird, a magic seal, a dog, a cat. Sometimes these stories are presented as folktales, part of a fictitious, make-believe world. Other times they are presented as legends, grounded in a narrator’s credibility and connected to everyday life. They may be sung as ballads or their core truths may be implied in a familiar proverb. They also affect human behavior as folk belief. Occasionally, sympathetic magic is involved: the human imagination infers a permanent and contiguous relationship between items that once were either in contact or were parts of a whole that later became separated or transformed. A narrative found in Ireland, England, and North America depicts a man who spends a night in a haunted mill, where he struggles with a cat and cuts off the cat’s paw. In the morning, the wife of a local villager has lost her hand (Baughman: 99; Disenchantment / Motif no. D702.1.1). France, French-speaking Canada and French-speaking Louisiana have stories of the loup-garou, a shape- shifter who is a person trapped in the body of an animal. One might suspect that he or she has encountered a loup-garou if that the animal is unusually annoying, provoking anger and hostile action. One penetrating cut will break the spell that has kept it trapped in animal form.

If you are looking for an area near a town or village Go to the Index on page 153 and find the alphabetical list of settlements by English name. The Cyrillic name is also given along with the map page number and coordinates (latitude and longitude) where it can be found. Capitals of regions and districts (raiony) are listed along with many other settlements, but only in the vicinity of intact forest landscapes. The reader should not expect to see a city like Moscow listed. Villages that are insufficiently known or very small are not listed and appear on the map only as nameless dots. If you are looking for an administrative region Go to the Index on page 185 and find the list of administrative regions. The numbers refer to the map on the inside back cover. Having found the region on this map, the reader will know which index map to use to search further. If you are looking for the big picture Go to the overview map on page 35.
