Philippine Independence 122Nd YEAR OF JUNE 20 - JULY 5, 2020 | VOL 34 NO 12 THE PULSE OF THE FILIPINO COMMUNITY SINCE 1987 The Manitoba Filipino Street Festival celebrated its eight-year along with the 122nd Anniversary of Philippine Independence last June 13, 2020, at the nd Maples Multiplex grounds. 122 YEAR OF Far from how the biggest Manitoba Filipino festival is celebrated annually, MFSF was held in strict compliance with the government's protocols against COVID-19 spread. The attendance was limited to PHILIPPINE INDEPENDENCE 50 people which comprised the organizers, selected guests, associations and supporters of the festival. The social distancing of 2 meters apart was also closely observed. MFSF 2020 was slated to kick off on this exact day of June 13th, but instead of the vibrant parade and entertainment showcasing the rich culture of the Philippines, organizers shifted it to a simple post-Independence Celebration following the actual June 12 Independence Day where Filipinos across the word commemorate its 122nd year of freedom from Spanish colonization. Lead organizer, Ley Navarro, said in his speech, "Kaya rin natin sine-celebrate ang flag-raising ngayon eh sabi nga ni Jose Rizal: Ang hindi marunong lumingon sa pinanggalingan, hindi makakarating sa parooonan," baka madapa. Lahat tayo ay nagpapasalamat sa ating Inang Bayan dahil kung hindi rin dahil sa kanya, wala rin tayo dito sa Canda." The ceremony highlighted the singing of the Philippine National Anthem, recitation of Panatang Makabayan or Patriotic Oath led by Ernesto Ofiaza Jr and the singing of Ako ay Pilipino (I Am a Filipino) led by Azel Navarro. Twitter, one of the most popular micro-blogging sites, is now being used by journalists in spreading and gathering news. And since Twitter takes note of what topics are trending, journalists now have an idea on what their audience would like to know and talk about. However, topics trending on Twitter often do not reflect the dominant news values presented by the journalists in the traditional news media, thus creating a gap between the perceptions of the audience and of the journalist on what are considered to be newsworthy especially on Twitter. This also creates an impression that news and news values are evolving. This exploratory mixed methods research re-evaluates the traditional news values in the age of Twitter. It seeks to determine if such values have evolved and if they remain relevant for journalists in the delivery of news in this entirely new platform. Four news values were identified given a phenomenological approach employed in qualitative interviews. These identified news values were then tested using a survey (N=300) as structural equation modelling was employed to test if these four news values are correlated to newsworthiness, news consumption and news distribution.

The Development Communication Division contributes largely to this institutional mandate through the strategic and innovative uses of communication for and about development to facili- tate learning, foster innovations, and inform decision-making. The Division operates under this premise. Generally, it aims to manage (i.e. capture, organize, package, and improve access to) rice science and technology information and knowledge; to share (i.e. transmit, deploy, distribute, as well as promote exchange and use of) these information and knowledge to rice stakeholders, particularly in identified areas of develop- ment interventions; and to examine, explore, and promote knowledge shar- ing and learning processes and pathways among stakeholders. Since 2011, the Division has been embarking on two major proj- ects: (1) Enhancing Knowledge Sharing and Learning and (2) Promoting Rice Science for Development through Strategic Use of Communication Media. Directly linked to these projects are themes and studies to help PhilRice remain faithful to its vision to bringing the technologies it developed to the farmers’ field and help ensure the use or adoption of these technologies.

BoC Commissioner Alberto Lina said that once they get a copy of the list of the OWWA members, these hardworking Fil- ipinos working abroad would be given an “OFW treatment.” Commissioner Lina, however, declined to explain what he meant by “OFW treat- ment” and only said it would be his “sur- prise.” One of the benefits of an OWWA-mem- ber is the “pre-clear privilege.” This means that even if their shipment is still in the port of origin, they could already be cleared by Customs for as long as the OFW sends photocopies of certain docu- ments such as their airway bill, bill of lad- ing and invoice to the BOC.
