    Sociétés, dynamiques de peuplement et mutations des systèmes de production traditionnels Henri GUILLAUME et Habiba NOURI Introduction La région de la Jeffara est depuis l'Antiquité le théâtre de mouve­ ments de populations et de dynamiques complexes d'occupation spatiale marquées par des phases de flux et de reflux de communautés entre les différents types de milieux physiques composant l'espace régional (plaine littorale, massif montagneux, confins désertiques sahariens). De par sa situation géographique et la configuration de sa plaine côtière, la Jeffara est la seule voie de passage naturelle facile entre la Tunisie et la Tripolitaine, et plus largement entre le Maghreb et le Machrek (Lissir, 1993). Mais l'histoire de cette région ne tient pas au seul fait qu'elle constitue un « passage obligé », Elle a aussi été le théâtre de dynamiques d'occupation humaine et d'exploitation du milieu dont l'article de Ben Ouezdou, dans cet ouvrage (partie 1), révèle l'ancienneté à travers de nou­ veaux éclairages et hypothèses. The aim of this study was to assess genetic diversity within the set of 55 Tunisian castor genotypes using 20 SSR primers. PCR amplification of DNA using 20 primers for SSR analysis produced 141 DNA fragments that could be scored in all 55 genotypes of castor. The number of amplified fragments varied from 4 (Rco 15) to 10 (Rco 29 and Rco 33). Of the 141 amplified bands, all 141 were polymorphic, with an average of 7.05 polymorphic bands per primer. The polymorphism information content (PIC) value varied from 0.719 (Rco 15) to 0.879 (Rco 29), with an average of 0.825 and index diversity (DI) value varied from 0.745 (Rco 15) to 0.881 (Rco 29) with an average of 0.832. 100% of used SSR markers had PIC and DI values higher than 0.7 that means high polymorphism of chosen markers used for analysis. Probability of identity (PI) was low ranged from 0.002 (Rco 29 and Rco 41) to 0.018 (Rco 15) with an average of 0.007.

In this preliminary analysis, we focus on the question of cost-effectiveness in the UH-60M’s primary role: Which alternative platforms could perform the assault mission, and at what cost? The core of our analysis is detailed modeling of key “mission tasks” on a sortie-by-sortie basis. Our model uses raw technical data—such as specific range, hover performance, and weight limits—to simulate the flight of each alternative platform through each sortie. This enables us to assess which platforms can per- form the required sorties, as well as how many aircraft are needed.

Executive Summary This analysis of the Tunisian tax incentives regime was conducted by the OECD Tax and Development Programme1 at the request of the Tunisian Ministry of Finance. Following discussions with the government, the OECD agreed to conduct a review of the Tunisian tax incentive system within the framework of the Principles to Enhance the Transparency and Governance of Tax Incentives for Investment in Developing Countries.2 As requested by the Tunisian authorities, the objective of this review was to understand the current system’s bottlenecks and to propose changes to improve efficiency of the system in terms of its ability to mobilise revenue on the one hand and to attract the right kind of investment on the other. The key findings are based on five days of intensive consultations and analysis. Key Findings and Recommendations A comprehensive tax reform effort, including tax policy and tax administration, is critical in the near term to mobilize domestic resources more effectively. The tax reform programme should include, but not be limited to, the development of a new Investment Incentives Code, aimed at transforming the incentives scheme.
