Beyond that, one of the most important aspects of the program is that it creates a fundamental building block for cadet leadership training, which will be util- ized by every single cadet – 100% – for the next two decades.” Bob Hallock ’72 Chair, Procurement Committee Putting cadets under sail is the best way to teach our future maritime officers the ways of the sea and for them to acquire a love for its lore. Under sail, the future officer gains a greater appreciation and respect for the wind, waves, and tides. Sailing craft also provide cadets with a valu- able leadership experience – often their first experience at command and control at sea. A ship under sail tests the true character and mettle of a young officer and provides invaluable lessons on the importance of teamwork. The Coast Guard Academy’s fleet of coastal sail training craft, “the Luders,” are long past their prime and, if they are not soon replaced, the Academy will lose one of its most important platforms for leadership and character development. The Leadership 44 Campaign seeks to raise the funds needed to replace the aging Luders fleet, which has been used for the Coastal Sail Training Program (CSTP) for more than 40 years. All members of the Coast Guard forces play a critical role in every mission area – supporting maritime security, safety and stewardship. The Coast Guard Auxiliary provides capabilities and proficiencies that support these capacities and ensure we remain responsive to our communities and the Nation. The Auxiliary is a force multiplier of vetted and trained volunteers devoted to the support of Coast Guard missions and provides a broad inventory of vital skills, assets, and experience for our units across the nation. As the leading volunteer organization in the Department of Homeland Security, it is an essential component of our daily operations and an effective resource primed to prevent and respond to catastrophes in the maritime region. Fittingly, the core strategic purpose of the Auxiliary is to continuously hone its expertise to perform three prioritized functions: (1) Promote and improve recreational boating safety; (2) Support Coast Guard maritime homeland security efforts; and (3) Support the Coast Guard’s operational, administrative, and logistical requirements. Coast Guard and Navy assets, along with a Customs and Border Protection helicopter, are searching a 644 nautical mile area and have recovered debris from both aircraft but we have not located any survivors at this time. I remain hopeful and we will continue to search until all of our options are exhausted. After completing the next of kin notifications and consulting closely with our Marine Corps and Navy partners, we are releasing the names of the AIRSTA Sacramento based crew of the CG-1705: Lieutenant Commander Che J. Terrorist attacks have included not only political assassinations, but also large-scale attacks, often aimed at third parties, causing massive casualties. Two well-known examples are car bombings, employing hundreds of kilograms of high explosives, and attacks on commercial aircraft around the world. The U.S. Government and the American public became acutely aware of terrorism after the bombing of Pan American Flight 103 over Lockerbie, Scotland in December 1988. The recent war in the Persian Gulf heightened fears of renewed terrorist attacks on U.S. targets, both overseas and at home. In 1989, because of growing concern over terrorist threats, several Senate Committees requested that OTA study the role of technology in fighting terrorism and the Federal effort in promoting related research and development. The requesting Committees were: Govern- mental Affairs; Foreign Relations (Subcommittee on Terrorism, Narcotics, and International Operations); and Commerce, Science, and Transportation, together with its Subcommittee on Aviation. The Senate Select Committee on Intelligence also endorsed the study. This report is the second and final one in response to these requests. The frost was transmitted to Congress in a classified version in September 1990.
