City of New London OFFICE OF THE MAYOR Hello “Celebrate New London Day” Visitors, I want to thank you for attending this great event and supporting the continued partnership between the City of New London and the United States Coast Guard. New London and the Coast Guard have enjoyed a close relation for over a century and it continues to get stronger. The City of New London is proud to be the home birth of the United States Coast Guard Barque Eagle, America’s tall ship. New London has also enjoyed great community support from the Coast Guard Academy through their work with Habitat for Humanity. These efforts are just some examples of the partnership between the Coast Guard and New London and it is only going to continue to get stronger. New London is proud that the National Coast Guard Museum is coming to downtown New London, and the City is working with the Coast Guard to make New London a national “Coast Guard City.” Thank you for attending this event and enjoy the day at this great New London institution. We are excited to have you join us in celebrating New London, and experiencing Bears Football as we face the Seahawks of Salve Regina. As a federal service academy we emphasize leadership, professional development and physical fitness. On our playing fields cadets learn firsthand the value of teamwork and dedication, and they carry those lessons with them in service throughout the nation and the world. Upon graduation, our cadets go directly into positions of leadership in service to others. That spirit of service is something that starts right here in New London with local community service. The Coast Guard Academy community is part of the New London Community, and we have been for over 100 years. Our relationship with the people of New London and our partnership with the City is very important to us. We all do that today in a special way. Special in that we celebrate through the students of the New London Public Schools. The Academy is an inspiration as an institution. This inspiration shows through its cadets and graduates. Today, through the USCGA's Partnership in Education Program (PIE) and other educational initiatives, the Academy also inspires our young New London students. It inspires them to think of, "what may be". To think if I work hard in school, I will also achieve in the area I choose. Through family, especially my uncle CAPT Paul Foye USCG (Ret), I, as a young New London student was fortunate to experience the CGA inspiration. We are happy to provide this to our NLPS students today. The New London Public Schools is, indeed, proud and honored to celebrate our partnership with the USCGA and the inextricable link that exists between the Academy and the City of New London. Connecting New London & the Coast Guard THROUGH OUR STUDENTS For more than 100 years the U.S. Coast Guard Academy has been central to life in New London. Nobody benefits from this more than the children in the New London Public School System. At any one time there can be up to 100 Cadets enriching the lives of the students. Activities they participate in include: • Academic Support • Mentoring • Role Models • Team Building Programs • Tutored High School Students • Helped with math and FREE Transportation to science activities Celebrate New London • Hosted students to audit classes Two buses from New London High School and Bennie Dover Jackson • Invited students to the Academy Middle School will loop from the schools to the United States Coast Guard campus for field day events Academy beginning on game day at 11:30 a.m., Noon and 12:30 p.m. and activities The buses will begin their return runs 10 minutes after the completion As the community is warmly welcomed into Cadet of the game, and will loop until all families are returned to the Memorial Field, we will see how the Cadets of the Coast school they departed from.     U.S. COAST GUARD AUXILIARY POLICY STATEMENT The U.S. Coast Guard is America’s maritime first responder and stands ready to protect the public from all threats and all hazards. All members of the Coast Guard forces play a critical role in every mission area – supporting maritime security, safety and stewardship. The Coast Guard Auxiliary provides capabilities and proficiencies that support these capacities and ensure we remain responsive to our communities and the Nation. The Auxiliary is a force multiplier of vetted and trained volunteers devoted to the support of Coast Guard missions and provides a broad inventory of vital skills, assets, and experience for our units across the nation. As the leading volunteer organization in the Department of Homeland Security, it is an essential component of our daily operations and an effective resource primed to prevent and respond to catastrophes in the maritime region. Fittingly, the core strategic purpose of the Auxiliary is to continuously hone its expertise to perform three prioritized functions: (1) Promote and improve recreational boating safety; (2) Support Coast Guard maritime homeland security efforts; and (3) Support the Coast Guard’s operational, administrative, and logistical requirements. The Coast Guard Auxiliary shall remain Semper Paratus, providing a dynamic flexibility within its organizational programs in order to meet today’s needs and tomorrow’s challenges. Coast Guard and Navy assets, along with a Customs and Border Protection helicopter, are searching a 644 nautical mile area and have recovered debris from both aircraft but we have not located any survivors at this time. I remain hopeful and we will continue to search until all of our options are exhausted. After completing the next of kin notifications and consulting closely with our Marine Corps and Navy partners, we are releasing the names of the AIRSTA Sacramento based crew of the CG-1705: Lieutenant Commander Che J. Terrorist attacks have included not only political assassinations, but also large-scale attacks, often aimed at third parties, causing massive casualties. Two well-known examples are car bombings, employing hundreds of kilograms of high explosives, and attacks on commercial aircraft around the world. The U.S. Government and the American public became acutely aware of terrorism after the bombing of Pan American Flight 103 over Lockerbie, Scotland in December 1988. The recent war in the Persian Gulf heightened fears of renewed terrorist attacks on U.S. targets, both overseas and at home. In 1989, because of growing concern over terrorist threats, several Senate Committees requested that OTA study the role of technology in fighting terrorism and the Federal effort in promoting related research and development. The requesting Committees were: Govern- mental Affairs; Foreign Relations (Subcommittee on Terrorism, Narcotics, and International Operations); and Commerce, Science, and Transportation, together with its Subcommittee on Aviation. The Senate Select Committee on Intelligence also endorsed the study. This report is the second and final one in response to these requests. The frost was transmitted to Congress in a classified version in September 1990.
