Security through foresight The Royal Netherlands Army vision for the future Foreword Before you lies the ‘Vision of the Army’, with which the Royal Netherlands Army (RNLA) steps into the future. It has been written for everyone concerned with our security and is intended to promote dialogue about the future of our security apparatus. The world around us is changing at a rapid pace and that has consequences for the RNLA too. Take technological developments, for example, as a result of which land operations will fundamentally change, or the increasing interconnection between national and international security. Meanwhile, new threats are emerging and old threats are resurfacing. The protection of our territory and that of our NATO allies, for example, has faded into the background over the years. In recent years, however, the importance of this task has once again increased. Unlike our recent missions, our participation in this task is not optional. The RNLA must be there if needed. If it is to continue to play a decisive role in the future, the RNLA must be able to keep pace with the speed and unpredictability of change. It is not only the security situation that is volatile. Climate change, energy scarcity, demographic trends and economic stability all contribute to the unpredictability of the future. All of this has far- reaching consequences for our organisation and the manner in which we work. If the RNLA is to continue protecting what is dear to us all, we will have to make some fundamental changes. In the 2018 Defence White Paper, the impetus was given for the broad lines of development of the Netherlands armed forces. -

ANÁLISIS E INVESTIGACIÓN El 4 de marzo, las bases socialdemócratas alemanas dieron el “Sí” a la coalición de Gobierno con los conservadores. Desde el 24 de septiembre de 2017, cuando tuvieron lugar las elecciones generales, hasta esta fecha, habrán transcurrido más de cinco meses para que la Canciller Angela Merkel pudiera formar gobierno. En el camino de las negociaciones, las dificultades y obstáculos fueron muchos y provinieron de las reticencias de los principales partidos que dominan el escenario político en Alemania. Un primer intento fallido fue el de la conformación de la así denominada Coalición Jamaica, que dio paso al tránsito hacia una fórmula que en buena medida repite la coalición de 2013 entre conservadores y socialdemócratas. El proceso no sólo ha dejado un desgaste relevante en el liderazgo e influencia de los líderes de los partidos y desde luego en la imagen de la propia Canciller Federal. También ha hecho lo propio con Martín Schulz, quien fracasó en su objetivo de asumir la cartera de Asuntos Exteriores. Pareciera, en este sentido, que la Gran Coalición es un mayor acierto para Europa, que para distintos actores en el ámbito nacional. El bloque comunitario ansiaba la conclusión de las negociaciones para poner en marcha el eje París-Berlín y así dar forma a un ambicioso proyecto para renovar la Unión. Pero, al interior del país existe el temor de que en el largo plazo la Gran Coalición fortalezca a la extrema derecha, por lo que conservadores y socialdemócratas tendrán que buscar la forma de que estas fuerzas no les arrebaten más simpatías. -

They long to know what the decision-makers are thinking, so they can plan ahead. They yearn to be in the loop, to have the drop on things. It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters. They provide an opportunity to get Members of the European Parliament and other decision-makers from the European institutions together with various business sectors. -

Where information has been derived from other sources, I confirm that this has been indicated in the thesis. 2 ABSTRACT Throughout the ‘long eighteenth century’ Britain was heavily reliant upon soldiers from states within the Holy Roman Empire to augment British forces during times of war, especially in the repeated conflicts with Bourbon, Revolutionary, and Napoleonic France. The disparity in populations between these two rival powers, and the British public’s reluctance to maintain a large standing army, made this external source of manpower of crucial importance. Whereas the majority of these forces were acting in the capacity of allies, ‘auxiliary’ forces were hired as well, and from the mid-century onwards, a small but steadily increasing number of German men would serve within British regiments or distinct formations referred to as ‘Foreign Corps’. Employing or allying with these troops would result in these Anglo- German armies operating not only on the European continent but in the American Colonies, Caribbean and within the British Isles as well. Within these multinational coalitions, soldiers would encounter and interact with one another in a variety of professional and informal venues, and many participants recorded their opinions of these foreign ‘brother-soldiers’ in journals, private correspondence, or memoirs. These commentaries are an invaluable source for understanding how individual Briton’s viewed some of their most valued and consistent allies – discussions that are just as insightful as comparisons made with their French enemies. -

NAVY NEWS WEEK 5-3 30 January 2018 US Navy ship sails near disputed shoal claimed by China A U.S. Navy guided missile destroyer sailed within 12 miles of Scarborough Shoal, a small uninhabited reef in the South China Sea claimed by China and the Philippines, said a U.S. official. China's Foreign Ministry accused the United States of trespassing through its territorial waters. The USS Hopper carried out an "innocent passage" within 12 miles of Scarborough Shoal on Wednesday evening, said a U.S. official. The guided missile destroyer was shadowed during the operation by a Chinese Navy ship. The U.S. official described the Hopper’s patrol as an "innocent passage" and not a freedom of navigation operation (FONOP) under the strict legal definition, but "the message was the same." Under international law a nation's territorial waters extend 12 miles from its shoreline. Barely above sea level, the chain of reefs and rocks is located 120 miles west of the Philippines and is claimed by China and the Philippines. Since 2012, Chinese government ships have turned away Philippine fishing vessels near the rich fishing grounds surrounding the shoal.In 2016 an international court at The Hague ruled against China’s claim to Scarborough Shoal in a case filed by the Philippines. China's Foreign Ministry said in a statement that the Hopper had sailed within its 12 mile territorial limit "without gaining permission from the Chinese government." "What the U.S. vessel did violated China's sovereignty and security interests, put the safety of Chinese vessels and personnel who were in the relevant waters for official duties under grave threat, and contravened the basic norms for international relations," the statement added.
