Ministarstvo Poljoprivrede NN 3/2021 (13.1.2021.), Odluka o rang-listi sudionika u malom obalnom ribolovu MINISTARSTVO POLJOPRIVREDE 61 Na temelju članka 23. stavka 6. Zakona o morskom ribarstvu (»Narodne novine«, broj 62/17, 130/17 i 14/19) i članka 8. Pravilnika o malom obalnom ribolovu (»Narodne novine«, broj 17/18), ministrica poljoprivrede donosi ODLUKU O RANG-LISTI SUDIONIKA U MALOM OBALNOM RIBOLOVU I. Ovom Odlukom određuje se: (1) Ažurirana rang-lista sudionika u malom obalnom ribolovu utvrđena primjenom kriterija za popunjavanje upražnjenih mjesta deniranih u članku 8. stavcima 3. – 5. Pravilnika o malom obalnom ribolovu (»Narodne novine«, broj 17/18) (u daljnjem tekstu: Pravilnik) te sustavom bodovanja, na temelju podnesenih zahtjeva, kako je propisano Pravilnikom o malom obalnom ribolovu (»Narodne novine« br. 8/15, 15/15, 19/15, 78/15, 107/15 i 15/17). (2) Ažurirana rang-lista podnositelja zahtjeva koji su udovoljili kriterijima objavljenim u Pravilniku o malom obalnom ribolovu (»Narodne novine«, br. 8/15, 15/15, 19/15, 78/15, 107/15 i 15/17) ali primjenom sustava bodovanja i kriterija popunjavanja upražnjenih mjesta deniranih u članku 8. stavcima 3. – 5. Pravilnika ni nakon ažuriranja rang-liste ne prelaze bodovni prag za sudjelovanje u malom obalnom ribolovu. (3) Ažurirana lista sudionika u malom obalnom ribolovu kojima je izdana povlastica ili su podnijeli zahtjev za izdavanje povlastice na temelju Pravilnika o malom obalnom ribolovu (»Narodne novine«, broj 29/14). II. (1) Ažurirana rang-lista sudionika iz točke I. stavka 1. nalazi se Prilogu 1. ove Odluke. (2) Ažurirana rang-lista podnositelja zahtjeva iz točke I. stavka 2. nalazi se u Prilogu 2. ove Odluke. (3) Ažurirana lista sudionika iz točke I. stavka 3. nalazi se u Prilogu 3. ove Odluke. III. Stupanjem na snagu ove Odluke prestaje važiti Odluka o rang-listi sudionika u malom obalnom ribolovu (»Narodne novine«, broj 7/20). IV.     Hrvatski jadranski otoci, otočići i hridi Sika od Mondefusta, Palagruţa Mjerenja obale istoĉnog Jadrana imaju povijest; svi autori navode prvi cjelovitiji popis otoka kontraadmirala austougarske mornarice Sobieczkog (Pula, 1911.). Glavni suvremeni izvor dugo je bio odliĉni i dosad još uvijek najsustavniji pregled za cijelu jugoslavensku obalu iz godine 1955. [1955].1 Na osnovi istraţivanja skupine autora, koji su ponovo izmjerili opsege i površine hrvatskih otoka i otoĉića većih od 0,01 km2 [2004],2 u Ministarstvu mora, prometa i infrastrukture je zatim 2007. godine objavljena opseţna nova graĊa, koju sad moramo smatrati referentnom [2007].3 No, i taj pregled je manjkav, ponajprije stoga jer je namijenjen specifiĉnom administrativnom korištenju, a ne »statistici«. Drugi problem svih novijih popisa, barem onih objavljenih, jest taj da ne navode sve najmanje otoĉiće i hridi, iako ulaze u konaĉne brojke.4 Brojka 1244, koja je sada najĉešće u optjecaju, uopće nije dokumentirana.5 Osnovni izvor za naš popis je, dakle, [2007], i u graniĉnim primjerima [2004]. U napomenama ispod tablica navedena su odstupanja od tog izvora. U sljedećem koraku pregled je dopunjen podacima iz [1955], opet s obrazloţenjima ispod crte. UDK 911.3:728.71](497.57/.58) Original Scientifi c Paper Izvorni znanstveni članak Recent Characteristics of the Second Home Phenomenon in the Croatian Littoral Vuk Tvrtko Opačić The study analyses the characteristics of developmental dynamics and spatial distribution of the second home phenomenon in the Croatian littoral, the leading receiving second home area in the country, after the Second World War, with particular emphasis on the recent period (after the Homeland War and Croatian liberation). The period of the conversion and adaptation of the existing and abandoned housing stock into recreational second homes (mostly in 1960s and 1970s) and the period of the construction of the purpose-built dwellings for vacation and recreation, i.e. family weekend-houses (in 1970s and 1980s), was followed by the period of a more intensive construction of multi-apartment recreational buildings (from mid 1990s until the present time). The second home phenomenon fi rst spread in the area of the Northern Croatian Littoral. Then, between 1980 and 1990, it made signifi cant inroads also into Dalmatia. After the Homeland War and in the last ten years, it again became more prominent in the Kvarner and Istria. The geographical distribution of dwellings for vacation and recreation in 2001, covering the period between the two censuses of 1991 and 2001, reveals the persistence of earlier trends towards greater concentration of second homes in the leading tourist regions along the Croatian littoral, but also the increased dispersion into the regions which do not have as high value for tourism but are suitable for accommodating second home dwellings.

Results Life expectancy at birth (95% confidence interval) of the population on Croatian islands was 76.4 yr (75.7-77.1) which was significantly higher than life expectancy at birth of general Croatian population which was 73.8 yr (73.5-73.9) or mainland Croatian population which was 73.7 yr (73.6-73.8). More than 10% of inhabited islands in Croatia had Croatian National Institute of life expectancy at birth over 80 years. U radu se postavlja koncept dostupnosti otočnog prostora Hrvatske te se kvantitativno i kvalitativno analiziraju glavne odrednice: prometna povezanost, trajanje putovanja, vremenska dostupnost, tip prometne linije te prilagođenost rasporeda plovidbe otočnim potrebama, za čiji je izračun korišten postojeći ras- pored plovidbe za 2018. godine. Rezultati pokazuju zonalnu distribuciju skupina otoka s obzirom na razmatranu vremensku dostupnost, kao i nepovoljnije kvan- titativne i kvalitativne pokazatelje dostupnosti kod površinski i populacijski ma- njih, te od kopna udaljenijih otoka. Ključne riječi: dostupnost, hrvatski otoci, inzularnost, prometna povezanost, udaljenost Traffic connectivity, and thus the accessibility of islands as specific spatial units surrounded on all sides by the sea, is an indispensable precondition to their physical and functional integration with the mainland. The paper presents the accessibility concept of the Croatian insular area and it also quantitatively and qualitatively analyses the main determinants: traffic connectivity, travel time, time dependent accessibility, type of traffic lines and the adaptation of sailing schedules to the islands population needs, for whose calculation the 2018 sailing schedule was used.

    Lateen Sail Regatta 2017 Luka Mudronja The 20th regatta of traditional boats, such as sailing-boats, the regatta, initiated in 1998, and taking place to the present day, gajetas1, and leuts2 on lateen sail drive took place at Murter on was thus marked. It gathered 66 boats from all over Croatia, from the Island of Murter on October 1st 2017. The 19th anniversary of Istria to the Island of Hvar. The regatta makes part of the Lateen Sail Days, a series of events held in the course of September, concluded with the regatta. Both Lateen Sail Days and the regatta are organised by the Latinsko idro (Lateen Sail) Association from Murter, aimed at preserving and promoting traditional boats and forms of navigation. Numerous similar events, marking the navigation tradition and history of naval architecture, with the goal of preserving identity and teaching younger generations, are taking place in the course of the year in other parts of Croatia as well: e.g. Mošćenička Draga, the Islands of Krk, Rab, Pašman, Zlarin, Prvić, Krapanj, Hvar, Murter, etc. Apart from the regatta, Murter hosts many lectures, concerts, literary evenings, and workshops as well. The national energy programs for use of the solar (SUNEN) and wind energy (ENWIND) in Croatia assessed the solar and wind energy potential respectively. Fossil fuel and electricity consumption in the region, which is mostly used in households for the preparing of hot water and space heating, could be economically substituted by solar and wind energy. The situation is most promising for Adriatic islands, where solar thermal collectors, PV modules and wind generators could substitute conventional energy sources in satisfying the present thermal and electric demand. Dalmatian islands, characterized by small density of energy consumption, are proposed as unique candidates in Europe for the nomination as renewable zones, which could demonstrate the full potential of the renewable energy option.

Ona počinje 1921., a po službenim statističkim pokazateljima završava u posljednjem desetljeću toga stoljeća. Uzrokovana je dugogodišnjim iseljavanjem s otokâ potaknutim gospodarskim (agrarna prenapučenost, industrijalizacija kopna, deagrarizacija, krize pojedinih poljoprivrednih djelatnosti, monokultura na pojedi- nim otocima itd.) i političkim uzrocima (političko iseljeništvo, talijanski optanti). Za formiranje ukupne depopulacije sve do šezdesetih godina presudna je emigracijska depopulacija, dok se nakon tog razdoblja njoj pridružuje i prirodna depopulacija, koja mnoge otočne zajednice dovodi do ekstremnoga depopulacijskog stanja – izu- miranja. No od popisa stanovništva 1991. opće kretanje stanovništva hrvatskog otočja ima pozitivan predznak. Zaključak da je na otocima došlo do populacijske revitalizacije brzo je demantiran nizom činjenica. Budući da je od 1993. primijenjen zakon popularno nazvan »zakon o vikendicama«, brojni su se vlasnici kuća za od- mor opredijelili za to mjesto kao lokaciju pretežnog mjesta stanovanja premda u njemu ne borave tijekom većeg dijela godine, stvarajući tako značajni kontingent »fiktivnog stanovništva«. Druga teza koja demantira da naši otoci proživljavaju de- mografski polet i revitalizaciju počiva na činjenici da su daleko najviše stope rasta broja stanovnika zabilježene na premoštenim otocima.
