All bulls one year old and over must have rings in their noses and the exhibitors of bulls should comply with the requirements of HSE Guidance Note GS36 “Safe Cus- tody and Handling of Bulls at Agricultural Shows”. The exercising of horses and ponies will only be allowed in designated exercise are- as, from which the public are excluded. Anyone riding a horse or pony anywhere on the Showground must wear a hat of a standard approved by the governing body under who’s rules they are exhibiting, properly fastened. Stewards will ensure that this requirement is complied with. All dogs except where exhibiting on the Showground must be kept on short (1 metre maximum) leads at all times. Extending leads are forbidden. A clearly demarcated walkway will be provided for the passage of animals from their respective lines to the Main Ring. Where this walkway crosses avenues, crush barri- ers will be temporarily erected to ensure the complete segregation of animals and the general public. Adequate numbers of Stewards will be available to effect this. The only pedestrians to use the walkway will be those attending animals. The gener- al public will only be allowed to cross these walkways at designated times. The rings will be demarcated by barriers , and Stewards must ensure that the gener- al public, especially children, are not allowed inside them. 6. Machinery. All plant, machinery or equipment used prior to, during, or after the show must only be operated by an adult who is fully trained in its safe use. The use of ma- chinery and equipment by inexperienced or untrained persons, or persons under the age of 13 is strictly forbidden. The use of equipment by persons over the age of 13 should be in accordance with the HSE Approved Code of Practice “Prevent- ing Accidents to Children in Agriculture”. Passengers must not be carried on vehi- cles, which are not designed or adapted for that purpose. Only persons holding a full standard driving licence may drive a vehicle on the showground. All equipment used on the Showground must comply fully with current legislation and standards relevant to its proposed use and that it is properly maintained and fully guarded, where necessary. Power driven components, spikes and sharp edges shall be treated as dangerous and shall be guarded by shields or similar attachments to prevent accidental con- tact. Hydraulically raised components that are displayed in the raised position must be provided with an independent and reliable means of retaining them in the raised position. Ade- quate support must be provided to ensure the stability of exhibits. No-one must be allowed to ride in buckets. Ladders and other high equipment must be guarded at lower levels to prevent children climbing. During a live demonstration, every exhibitor must take measures to ensure that no-one is exposed to any risk to their health and safety, or, where that is not reasonably practical, adequately controlled. Any equipment used must meet the relevant safety legislation and be safe. The demonstration must at all times be supervised by a competent person whose attention must be focused solely on the demonstration. Potential customers wishing to operate equipment themselves must always be under competent supervision. Protective equipment/clothing must also be worn, if appropriate. Adequate precautions must be taken to en- sure the safety of operators and bystanders. Any ropes, chains or other devices used to tow trailers or vehicles on or off the Showground or car parks shall have been thoroughly inspected, be of adequate strength and be constructed for the purpose. Any steam or pressure vessel or lifting appliance used or demonstrated prior to, during or after the event, must have undergone a recent inspection by a compe- tent person and be labelled to indicate the date of inspection and the name of the person who inspected it. Steam boilers must hold a current boiler certificate and appropriate insurance. 7. Electricity. The installation of temporary low voltage distribution systems (415 volt or less) on the Showground should be undertaken by a competent electrician, familiar with the requirements of the “Electricity at Work Regulations 1989" and should operate to a standard recommended by the Institute of Electrical Engineers. Wherever possible, cables should be laid underground. The route should be iden- tified on the surface and where the route crosses areas with vehicular access, extra support should be given to prevent damage. Where cables are laid along the ground, extra protection must be provided in areas of pedestrian and vehicu- lar access. All installations supplied by final 240v circuits must be protected by a 30mA Residual Current Device (RCD). Any person who brings electrical equipment for their own or anyone else’s use to the Show, should, before it is connected to the supply, arrange for it to be inspected and tested by a competent electrician and a label affixed to it, giving the date of test and the name of the person carrying out the test. 8. Fire. Emergency access for the Fire Brigade and other emergency vehicles which are in attendance shall be maintained at all time during the Show and emergency routes shall be kept clear. A 4 metre gangway must be maintained around all marquees and exhibition structures. For this rea- son, it is essential that the unauthorised parking of vehicles is prohibited. Smoking is not permitted in close proximity to straw (baled or loose), or other combustible materials. “Risk of Fire ” signs will be erected in these areas. 9. Structures. Written assurances will be obtained from persons who provide and erect tents, trade stands and any access or viewing platforms, that these are designed and constructed in accordance with the relevant British Standards, HSE Codes of Practice and associ- ated guidance documents. 10. Storage and use of gas. The use of bottled gas (LPG) on the Showground must comply with HSE Guidance Note CS6 “The Storage and use of LPG on construction sites”. Exhibitors may bring bottled gas (LPG) onto the Showground for their own use and these must be kept clear of obstruction. Gas appliances must not be placed close to the walls of mar- quees or other combustible materials. Unless stored in a purpose built compartment, all gas bottled must be secured to a stake driven firmly into the ground. Exhibitors are required to ensure that all gas appliances have been recently exam- ined and tested by a competent person. Where LPG cylinders are transported by road, to or from the Showground, then the Road Traffic (Carriage of Dangerous Substances in Packages, etc.) Regulations may apply. Anyone transporting cylinders within the site should adopt similar standards. 11. Generators. Exhibitors will be permitted to use generators provided that they are modern, quiet and fume-free and do not cause annoyance or inconvenience to neighbouring stands. The Show Officers and Stewards reserve the right to prohibit the use of equipment which they consider to be unsatisfactory. The maximum amount of fuel to be securely stored on a trade stand at any one time is 2 x 5 litres in legally recognised containers in accordance with the Highly Flamma- ble Liquids & Petroleum Gasses Regulations 1972. 12. Obstruction. Signs, notice and equipment at head height can cause injury and, if they are una- voidable, shall be marked to be easily visible. Holes and other excavations in areas in which the public have access shall be clearly fenced with high visibility ropes and shall be infilled as soon as possible. Nothing shall be stored under vehicles or cara- vans. 13. Fairground Rides. 14. Catering. Any waste materials generated at the show must be removed by the Exhibitor etc. 18. Accidents. All accidents and potentially dangerous incidents must be reported to the Safety Offices as soon as possible. An accident form must be completed by either the Safety Officer or the relevant Steward and must include all relevant details includ- ing names and addresses of the injured person and witnesses (if any). If medical assistance is refused, the disclaimer on the back of the accident form must be completed and signed by the injured person. If this person refuses to sign, the disclaimer must be signed by the Safety Officer/Steward and an independent wit- ness. The Society will keep copies of all accident forms for seven years. Any death or specified injury will be reported immediately to the relevant enforcing authority under the Reporting of Diseases and Dangerous Occurrences Regulations 1995 (RIDDOR). Any injury which causes incapacity for more than 3 days and any spe- cific dangerous occurrence or form of ill-health listed in these regulations will be reported to the enforcing authority within 7 days. 19. Good Housekeeping. All paths, roads, walkways, etc. will be kept clean and free from obstructions and have surfaces which minimise the risk of slipping. 20. Miscellaneous. Where necessary safety codes have been prepared and copies will be issued to all relevant persons. The following are currently available. Loudspeaker announcement. “ There are people in the arena who should not be there. Would they please leave immediately”. 2. Wait a reasonable length of time. (i.e. sufficient to allow demonstrators to walk from arena). If the request is ignored:- 3. Loudspeaker announcement. “The persons in the arena have been asked to leave but have not done so. They are causing a disruption and if they do not leave immediately the police will be called”. 4. If not complied with - Police to be requested to assist stewards already in arena to eject the persons who are trespassing. 5. Police Officers will take up positions inside the arena, facing outwards.
