Journal of the Punjab University Historical Society Volume No. 03, Issue No. 2, July - December 2017 Syed Ali Raza* Cultural Festivals: An Impotent Source of De-Radicalization Process in Pakistan: A Case Study of Urs Ceremonies in Lahore City Abstract The Sufism has unique methodology of the purification of consciousness which keeps the soul alive. The natural corollary of its origin and development brought about religo-cultural changes in Islam which might be different from the other part of Muslim world. Sufism has been explained by many people in different ways and infect is the purification of the heart and soul as prescribed in the holy Quran by God. They preach that we should burn our hearts in the memory of God. Our existence is from God which can only be comprehended with the help of blessing of a spiritual guide in the popular sense of the world. Sufism is the way which teaches us to think of God so much that we should forget our self. Sufism is the made of religious life in Islam in which the emphasis is placed, not on the performance of external ritual but on the activities of the inner-self’ in other words it signifies Islamic mysticism. Beside spirituality, the Sufi’s contributed in the promotion of performing art, particularly the music. Pakistan has been the center of attraction for the Sufi Saints who came from far-off areas like Iran, Iraq, Afghanistan and Arabia. The people warmly welcomes them, followed their traditions and preaching’s and even now they celebrates their anniversaries in the form of Urs. -

This page intentionally left blank The Spoils of Partition The partition of India in 1947 was a seminal event of the twentieth century. Much has been written about the Punjab and the creation of West Pakistan; by contrast, little is known about the partition of Bengal. This remarkable book by an acknowledged expert on the subject assesses partition’s huge social, economic and political consequences. Using previously unexplored sources, the book shows how and why the borders were redrawn, as well as how the creation of new nation states led to unprecedented upheavals, massive shifts in population and wholly unexpected transformations of the political landscape in both Bengal and India. The book also reveals how the spoils of partition, which the Congress in Bengal had expected from the new boundaries, were squan- dered over the twenty years which followed. Abstract Sectarianism is an issue that is badly damaging the society. This issue is badly damaging the society on economic political as well as on societal basis. The implications of sectarian violence are posing great threats to the peace process in the country. PREFACE What prompted us in writing this Book. As the saying goes, truth is the first casualty of war; so is true history, the first casualty of India’s struggle for independence. We, the Hindus of Bengal happen to be one of the worst victims of Islamic intolerance in the world. Bengal, which had been under Islamic attack for centuries, beginning with the invasion of the Turkish marauder Bakhtiyar Khilji eight hundred years back. We had a respite from Islamic rule for about two hundred years after the English East India Company defeated the Muslim ruler of Bengal. Siraj-ud-daulah in 1757. But gradually, Bengal had been turned into a Muslim majority province. -

Fordham International Law Journal is produced by The Berke- ley Electronic Press (bepress). http://ir.lawnet.fordham.edu/ilj Freedom of Religion & Religious Minorities in Pakistan: A Study of Judicial Practice Tayyab Mahmud Abstract Pakistan’s successive constitutions, which enumerate guaranteed fundamental rights and pro- vide for the separation of state power and judicial review, contemplate judicial protection of vul- nerable sections of society against unlawful executive and legislative actions. This Article focuses upon the remarkably divergent pronouncements of Pakistan’s judiciary regarding the religious status and freedom of religion of one particular religious minority, the Ahmadis. The superior judiciary of Pakistan has visited the issue of religious freedom for the Ahmadis repeatedly since the establishment of the State, each time with a different result. The point of departure for this ex- amination is furnished by the recent pronouncement of the Supreme Court of Pakistan (”Supreme Court” or “Court”) in Zaheeruddin v. State,’ wherein the Court decided that Ordinance XX of 1984 (”Ordinance XX” or ”Ordinance”), which amended Pakistan’s Penal Code to make the public prac- tice by the Ahmadis of their religion a crime, does not violate freedom of religion as mandated by the Pakistan Constitution. This Article argues that Zaheeruddin is at an impermissible variance with the implied covenant of freedom of religion between religious minorities and the Founding Fathers of Pakistan, the foundational constitutional jurisprudence of the country, and the dictates of international human rights law. -

Ethan Epping Politics and Pirs: The Nature of Sufi Political Engagement in 20th and 21st Century Pakistan By Ethan Epping On November 27th, 2010 a massive convoy set off from Islamabad. Tens of thousands of Muslims rode cars, buses, bicycles, and even walked the 300 kilometer journey to the city of Lahore. The purpose of this march was to draw attention to the recent rash of terrorism in the country, specifically the violent attacks on Sufi shrines throughout Pakistan. In particular, they sought to demonstrate to the government that the current lack of action was unacceptable. “Our caravans will reach Lahore,” declared one prominent organizer, “and when they do the government will see how powerful we are.”1 The Long March to Save Pakistan, as it has come to be known, was an initiative of the recently founded Sunni Ittehad Council (SIC), a growing coalition of Barelvi Muslims. The Barelvi movement is the largest Islamic sect within Pakistan, one that has been heavily influenced by Sufism throughout its history. It is Barelvis whose shrines and other religious institutions have come under assault as of late, both rhetorically and violently. As one might expect, they have taken a tough stance against such attacks: “These anti-state and anti-social elements brought a bad name to Islam and Pakistan,” declared Fazal Karim, the SIC chairman, “we will not remain silent and [we will] defend the prestige of our country.”2 The Long March is but one example of a new wave of Barelvi political activism that has arisen since the early 2000s. -

Disengaging a militant from violence and extremist tendencies is an uphill task because of his or her ideological and political association with a cause. A number of countries have developed de- radicalization programs to deal with the issue but the extent of their success remains debatable, notwithstanding the claims made by the states. Rehabilitation of detained militants becomes an integral part of any such program as part of the prevention strategy. The prison holds crucial significance in the de-radicalization strategy as many of these programs— including those in Egypt, Saudi Arabia, Indonesia, Malaysia, Singapore and the United Kingdom—run in prisons.
