Please bring this copy. www.venice.coe.int CDL-REF(2012)003 - 2 - The Parliament - relying on Hungary’s legislative traditions based on popular representation; - guaranteeing that in Hungary the source of public power shall be the people, which shall pri- marily exercise its power through its elected representatives in elections which shall ensure the free expression of the will of voters; - ensuring the right of voters to universal and equal suffrage as well as to direct and secret bal- lot; - considering that political parties shall contribute to creating and expressing the will of the peo- ple; - recognising that the nationalities living in Hungary shall be constituent parts of the State and shall have the right ensured by the Fundamental Law to take part in the work of Parliament; - guaranteeing furthermore that Hungarian citizens living beyond the borders of Hungary shall be a part of the political community; in order to enforce the Fundamental Law, pursuant to Article XXIII, Subsections (1), (4) and (6), and to Article 2, Subsections (1) and (2) of the Fundamental Law, hereby passes the following Act on the substantive rules for the elections of Hungary’s Members of Parliament: 1. Interpretive provisions Section 1 For the purposes of this Act: Residence: the residence defined by the Act on the Registration of the Personal Data and Resi- dence of Citizens; in the case of citizens without residence, their current addresses. -

This study aims to fi rstly develop a brief review of the creation and functioning of the European Grouping of Territorial Cooperation (EGTC), highlighting the role of the EGTC in respect of its contribution to the harmonious development of the whole European Union through the strengthening of economic, social and territorial cohesion. The article highlights recent changes in EU legislation governing the EGTC and analyses the infl uence that there is in choosing the State where a Gro uping will be located, and the applicable law. Subsequently, the article outlines the contribution of those EGTCs – constituted by municipalities in Romania and Hungary – to regional sustainable development. Utilising a cross-border EGTC is a way of promoting of better neighbourliness, and stimulating balanced economic development and social stability by harnessing local resources and regional joint projects. At the end of the article I stress the need for cross-border cooperation between Romania and Hungary in developing services of general economic interest, as well as transport infrastructure and tourism. INTRODUCTION The European Grouping of Territorial Cooperation (EGTC) is a legal, non-profi t entity, composed of states, regional authorities and local authorities, bodies governed by public law within the European Union with the objective of facilitating and promoting cross- border, transnational and/or interregional cooperation (Spinaci–Vara-Arribas 2009: 5) between its members for the purpose of strengthening the economic, social and territorial cohesion of the European Union. -

Zoological Studies 42(2): 307-335. A cladistic analysis of known species of both Hemiptarsenus Westwood and Sympiesis Förster (Hymenoptera: Eulophidae) in Hungary was carried out based on 176 morphological characters from adults. Three most-parsi- monious trees (MPTs) were produced, strictly consensused, and rerooted. Monophyly of Sympiesis was sup- ported by all 3 MPTs. A review of the genera Hemiptarsenus Westwood and Sympiesis Förster was made based on the results of the cladistic analysis. Sympiesis petiolata was transferred into Hemiptarsenus. During the decades of the species’ presence in the Carpathian Basin, a remarkable fluctuation was detected in its abundance and flight phenology. We analysed long term light trap records and meteorological data to identify the possible factors behind these fluctuations. This study presents an overview of the areal dispersion and the rate of accumulation and flight phenology of this invasive pest, from its first Hungarian mass occurrence until the present, focusing on the influence of climatic factors on the Hungarian distribution of H. armigera. According to our estimation, this pest occupied 94% of the area of Hungary within eight years. There were significant differences in pest pressure by regions, corroborated by the average number of trapped specimens and the regression coefficients. Fluctuations of specimen numbers in the different years are clearly visible in the flight phenology diagrams, which depend on the rate of the growing abundance. The results indicate that abiotic elements may also play a significant role in the areal dispersion of this important invasive insect. -

28.5.2020 EN Offi cial Jour nal of the European Union L 166/5 COMMISSION IMPLEMENTING DECISION (EU) 2020/711 of 27 May 2020 amending the Annex to Implementing Decision (EU) 2020/47 on protective measures in relation to highly pathogenic avian influenza of subtype H5N8 in certain Member States (notified under document C(2020) 3556) (Text with EEA relevance) THE EUROPEAN COMMISSION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Council Directive 89/662/EEC of 11 December 1989 concerning veterinary checks in intra-Community trade with a view to the completion of the internal market (1), and in particular Article 9(4) thereof, Having regard to Council Directive 90/425/EEC of 26 June 1990 concerning veterinary checks applicable in intra-Union trade in certain live animals and products with a view to the completion of the internal market (2), and in particular Article 10(4) thereof, Whereas: (1) Commission Implementing Decision (EU) 2020/47 (3) was adopted following outbreaks of highly pathogenic avian influenza of subtype H5N8 in holdings where poultry are kept in certain Member States, and the establishment of protection and surveillance zones by those Member States in accordance with Council Directive 2005/94/EC (4). (2) Implementing Decision (EU) 2020/47 provides that the protection and surveillance zones established by the Member States listed in the Annex to that Implementing Decision, in accordance with Directive 2005/94/EC, are to comprise at least the areas listed as protection and surveillance zones in that Annex. (3) The Annex to Implementing Decision (EU) 2020/47 was recently amended by Commission Implementing Decision (EU) 2020/661 (5), following outbreaks of highly pathogenic avian influenza of subtype H5N8 in poultry in Hungary that needed to be reflected in that Annex.
