Euroscepticism, Europhobia and Eurocriticism. the Radical Parties
CHAPTER I Euroscepticism: The State of the Issue 1. Definitional problems The term Eurosceptic appeared in the British press in the mid-1980s to qualify the reservations and criticisms that the Premier Margaret Thatcher had of the European Community. Since then its usage has been synonymic for anti-common market and, more precisely, equivalent to all the intense, direct criticism of the process of European integration. This was reinforced after Thatcher’s famous speech at the College of Europe in Bruges (22 September 1988), in full opposition of an alleged “centralisation” of Brussels, the “all embracing nature” of EU bureaucracy and the risk of moving towards a European super-state1. Although Eurosceptiscism appeared as a distinctively British phenome- non, it became generalised – in varying degrees – in other community members and this has helped to reinforce the fortunes of the term, especially since it has become a permanent structural datum of the European political landscape. It has therefore overcome de facto the classic thesis of British exceptionalism with regard to the EU from the moment that the attitudes of reservation and/or rejection were significantly manifested in the vast majority of states. Although the term Eurosceptic has a journalistic origin, not an academic one, European policy specialists have eagerly taken to providing it with a theoretical and empirical operating status. This expression, as well as other diverse terms such as Europhobia, Eurocyinism or Europessimism are – at the outset – media labels that only very imperfectly identify ideological values and/or strategies of political elites and where appropriate, of public opinion. It looks at the two main populist actors i.e. the Front National (FN) and La France Insoumise (LFI). The FN exemplifies the typical radical right populist organiZation, primarily mobiliZing grievances over immigration, while LFI shows a left-wing egalitarian and socially inclusive profile. Electoral support for populism in France is fuelled by economic instability and voter distrust of mainstream politics and of the EU. -

The implementing act was adopted in February 2015 with general consensus amongst members of Parliament that it was necessary to improve the protec- tion of cultural heritage within Europe (loi n° 2015 – 195, 20 Febru- ary 2015). By contrast, the relevant sections of the code that require implementing regulation, such as the use of the Internal Market Information System (“IMI”) have not yet been adopted. The 2015 Act amended the relevant sections of the Cultural Heritage Code to include the new dispositions of the 2014 Directive, mostly word by word. Those sections, in their original drafting, implemented the 1993 Directive on the return of cultural objects unlawfully removed * Sophie Vigneron is a senior lecturer and has been at the University of Kent (UK) since 2002. She did a joint-PhD (Nancy, France and Kent University) on a comparative study of auction law which was awarded a prize by the University of Nancy and published in 2006. In the 2009 European elections, Europe Ecologie obtained over 2.8 million votes (16.28%), and gained as many seats (14) as the Parti socialiste (PS); in the 2010 regional elections, Greens gained 12.18% of the first round vote, 263 councillors (up from 159 in 2004), and subsequently entered alliances with the PS in the executives of 21 of metropolitan France’s 22 regional councils. The dissolution of Les Verts in November 2010 into Europe Ecologie-Les Verts (EELV) was completed in a position of strength. In September 2011, the newly recomposed party confirmed this electoral breakthrough, increasing its membership of the Sénat (the upper house of Parliament, traditionally difficult for Greens because of its rural base and indirect mode of election) from four senators to twelve. Against this background, the party’s performance in the 2012 presidential and legislative elections requires explanation. Eva Joly, the EELV presidential candidate, polled the second lowest score by an official Green candidate since Les Verts was formed in 1984, whilst at the legislative elections EELV candidates polled a bare 5.5%. -

Introduction In his classic essay on democracy, Anthony Downs ~1957! wrote that “the basic determinant of how a nation’s political life develops is the distri- bution of voters along the political scale.” Adapting the spatial approach of Harold Hotelling ~1929!, Downs’s basic model posits single-peaked voter’s preferences along a unidimensional left–right continuum. The best known part of Downs’s work deals with two-party plurality-based com- petition. Here, the median voter plays a key role in determining the win- ner and in shaping the incentives for the structure of party competition by creating centripetal pressures for parties and candidates to modify their platforms to better match the views of the median voter.
