I am delighted to announce that for the fifth year running, CycleSport Victoria has returned a trading surplus and we have achieved what I believe is a better than satisfactory result. A lot of hard work has been invested in returning this result and I commend the Board and staff for their constant cost monitoring, with a special mention going to our finance director, Trevor Wilkie. With our new home within reach, this surplus will be essential in providing the best possible membership benefits from the new facility. As a result of the Junior Worlds being conducted, the surplus funds here have now been transacted to CSV under the agreement that the money is spent on a major project. In this case, the money will be allocated directly to the timing equipment required at the No 2 training velodrome. CSV has also now had the trust money passed across from the trustees, holding the money on our behalf. This money will be allocated directly to the seating provision in the back straight of the training velodrome. In terms of significant purchases made this financial year, a new photocopier was purchased for the office at a cost of $13,000.

Membership

CSV have continued to work tirelessly on offering and providing a greater level and range of servicing to our members. The website for one continues to provide excellent service. With race entries, results, club contacts, handicaps, velodrome details and latest information amongst many more sections, it is an excellent resource to any member and the general public. With new sections on the website including women, commissaries/officials and masters, it continues to improve. We have now made a considerable investment in the concept of on-line race entry, which will greatly improve the current system for our members. This system will be in place in the near future and will give riders easy access to race entries and credit card transaction. In terms of membership numbers, in the year 2000, CSV had 2265 members and this has increased consistently each year since then, to arrive at the current figure of 2562. The latest increase from last year can be largely put down to an encouraging increase in female membership, which proved to be the most significant growth area. To this figure, we can add 500 odd Audax members, who are also recognised CSV members, making the transition across, in order to take advantage of our insurance benefits.

Vodafone Arena

We have finished our third season of promotion at Vodafone Arena and as you are all well aware, it continues to be a very difficult task for the promoters Cyclist International. In terms of ensuring that the facility remains viable, not only the high cost involved but also the promoter’s inability to get bums on seats in high levels has put the future of elite level cycling in in real jeopardy. For this reason, CSV urge that all members make their best efforts

2002 – 2003 Annual Report CycleSport Victoria to support these dates at Vodafone Arena. The use of the facility in the upcoming season will involve 4 Cyclist International events, along with 4 Victorian Championship and 2 junior training days hosted by CSV.

No 2 Training Velodrome

Construction continues on the new facility, now on track with the revised schedule, looking at completion in late February. At this stage, the track looks like it will be completed in late April. There is progress being made on the discussion and negotiation of the licencing agreement, between CSV and the City of Darebin. It is a lengthy document and the sub-committee continues to work on it. Once the agreement is finalised and the financial component becomes familiar to us, we can then begin to talk with clubs and coaches in terms of tenancy arrangements.

Major Events

In the past financial year, there were two major events conducted, with the Junior World Track Championships and the World Masters Games both taking place in Melbourne. The were organising committees set up to run these two events and both went very well. As well as the Junior Worlds, the World Masters Games also returned a small surplus after the event was conducted. I A special mention goes to two of CSV’s Board members who were involved in their respective committees. Barry Langley, as the driving force behind the Junior Worlds and Jim Taylor, Chairman of the Masters Games cycling organising committee. I also found myself on the organising committee of the Womens’ World Cup which took place this year in Geelong. It was a great success and will be back again next year. As most would be aware, we now have the World Track Champs coming up in May next year and the organising committee have their preparations for this event well underway. I am a member of this organising committee and I hope to have as many Victorians involved in the events as either officials or volunteers as possible, to reward the dedicated volunteers who have put so much into the sport in this State. Also in 2003 we initiated the Victorian Cyclist of the Year awards and I feel this event has enormous potential to develop into cycling’s night of nights. I thank the Maillot Jaune club who were a terrific help. David Good, Matthew Wright and Tony Marchant are to be congratulated, along with Amy McCann and the staff in the office, for their commitment to this project. We had good club support but we would hope to improve this in the future. It is a good concept and we should and will continue it in future. The tentative date for next year’s event is July, due to the fact that the World Track Champs are due to be held in May. It is envisaged that the awards night be held at the No 2 velodrome.

Racing/Officials

This is CSV’s most important function, after all this is what we do. I feel our racing has been excellent, with entries continuing to rise. I would like to thanks Ian Maher and Steve Peterson in the office, along with all clubs and promoters involved in open racing, all of whom have worked hard to ensure

2002 – 2003 Annual Report CycleSport Victoria that Victorian open racing has continued to improve. With the financial results achieved in recent years, we have managed this year to raise the level of officials reimbursement for both travel and accommodation, with a toll allowance also included. This has been long overdue I will admit but until now, CSV have not been in a position to offer it. In the Year of the Official, we have endeavoured to improve the conditions that our officials are working under and have also purchased uniforms for our officials, along with new handheld and car UHF radios. All of this has come at a considerable cost to CSV but all in a bid to continue to build and improve on the level of open racing we are able to offer our members. For many years, we have made an extended effort to cater for the mountain biking community, in an effort to service this area of the membership but unfortunately due to deteriorating numbers and a lack of support at the organisational level, CSV has had to cease its involvement with mountain biking for the time being. I thank Chris Beales and his small commission for all the work they have put in over recent years in running the sport, with limited resources. The doors are not closed on this segment of the sport, but much depends on the outcome of ongoing discussions at National level relating to the re-integration of the two bodies, currently separate.

Premises

As you know, CSV will be relocating to the new No 2 training velodrome early next year, with Victorian Cycling finally finding a permanent home. Because it is such, I feel that the move must be done professionally, not only with the shift, but also the setting up of the new offices. In terms of set up, this will include the installation of state of the art telephone & security systems, computers, office air conditioning etc. All this will be very expensive but it must be done correctly and properly the first time, we must bite the bullet. We also intend to house our extensive memorabilia collection in the best possible way and we have appointed retired journalist, Keith Esson as CSV’s historian. The Cycling Facilities Advancement Committee (CFAC) have also kindly donated $20,000 towards glass display cabinets which will play an integral role in showcasing the trophy collection.

Development

In April, there was a new State Development Officer appointed and Kerrie Baumgartner took over from the position previously unoccupied for a period of time. For this reason there was considerable work to be done with coaching courses, commissaire courses, development camps along with preparations for the Schools Championships. I thank Kerrie for her hard work in the short period of time she has been with us in getting on top of all this. Womens cycling has been a focus of our development programs this year and there have been significant gains made in this area. Kerrie organised an introductory womens’ cycling breakfast, which was attended by more than 100 women and featured on an edition of a local television series.

Second to our racing, the administration of cycling in Victoria is obviously a major function of CSV. I would therefore like to take the opportunity to thank our three full time office staff particularly, for their hard work. They have applied themselves very well over the past year. Ian Maher in the role of Executive Officer has proven to be a great example to the other office staff, with Steve Peterson and Amy McCann performing their respective duties in administration, membership and finance admirably. I also thank the valued assistance of Maureen Dougherty, who puts aside her time to assist in the office and is a pleasure to have around. I hope our clubs and members would agree with me in saying our staff are completely dedicated to the furthering of the sport and the improvement of administration at CSV, working long hours and working very well with the Board.

Volunteers

A special thankyou goes to all officials, volunteers, club officials, handicappers and coaches who ensure the sport rolls on. Be it at club level or State level, the performance of the many thankless tasks, essential to the well being of the sport are all highly valued. Your help and support is much appreciated, without the efforts of these people there simply would be no cycling.

CSV Board

Last but not least, I must thank the Board, who have worked hard at their respective tasks, fully dedicated to the improvement and progress of the sport. The Board have a clear focus and work efficiently towards those goals. Trevor Wilkie has taken over from Steve Mitten as finance director. Steve has had to downgrade his role on the Board due to overwhelming work commitments. Steve did an excellent job in the role and already Trevor Wilkie has proven that he can pick up where Steve left off. I would like to thank Jim Taylor, who’s work with the Masters Games was good and he is partly responsible for the initiation involved in forming a Victorian Masters Commission which we want to see in place in the future. I thank Klaus Mueller for his efforts with the No 2 training velodrome. His work on this portfolio will continue and no doubt this task will be increasingly involved over the coming months. I also thank him for his involvement with the introduction of the Masters Commission. I thank Barry Langley for his work on the racing portfolio, including his work with the Junior World Champs. 2002 – 2003 Annual Report CycleSport Victoria Executive Officer’s Report

The 2002/2003 year was possibly the most successful year enjoyed by Cycle Sport Victoria in a long time, at competition level.

Our Victorian Junior Track Team once again dominated the Junior Track National Championships, which were held in Adelaide from 13th till 16th April 2003. The team won 12 Gold, 8 Silver & 5 Bronze to receive the “Ray Godkin Shield” for the third year in a row as the Champion State. Victoria won 12 of the 21 events with 13 of the 21 Victorian riders receiving medals. Our under 17 men collected the JJ “Tiny” Nichols Trophy for winning the 3000m Teams Pursuit Championship. Leigh Howard in the Under 15 Men set two new Australian records.

Our Victorian Senior Track Team then dominated the 2003 Senior Track Nationals, which were held in Sydney from 30th April to 4th May 2003. The team won 14 Gold, 5 Silver & 8 Bronze to win the Robina Joy Trophy for the most successful State. By winning the Men’s Team Pursuit we collected the Southcott Cup and the Under 19 Men’s Team Pursuit were presented with the WJ “Bill” Young Trophy. Mark French who won 3 Gold & 1 Silver medal and was named Champion of Champions.

Overall, this saw Victoria being presented with the “Norm Gailey Trophy” for the State accumulating the most points at the National Road & Track Championships. As you can see Victoria is once again NUMBER 1

Sean Finning, Michael Ford, Shane Perkins, Daniel Thorsen & Apryl Eppinger were selected to represent at the Junior World Track Championships, held in Moscow from the 20th till 24th August 2003.

Shane Kelly, Mark French & Katie Mactier were selected into the Senior World Track Squad, with Bradley Norton selected for the Sydney World Track Squad.

Congratulations to both the Junior & Senior Management Teams for your outstanding efforts.

The 2002 Road Season & 2002/2003 Track Season were both very successful with open entries once again on the increase.

I would like to thank the clubs & promoters for their co-operation throughout the year in assuring that all events went smoothly. A special thanks to all the officials & volunteers, because without you the sport could not carry on.

The Carnegie-Caulfield Cycling Club is to be congratulated on winning the National Club Points Championship with 1283 points.

2002 – 2003 Annual Report CycleSport Victoria In 2002 Cycle Sport Victoria were involved in the running of two major events, being the Junior World Track Championships (21st – 25th August 2002) & World Masters Games (5th – 13th October 2002) which were both very successful, with the respective sub-committees performing admirably. Melbourne has proven it can host large events such as these and both were a factor in Melbourne earning the right to host the 2004 World Track Champs which promises to be just as successful.

For the first time in 2002, the Victorian Schools Cycling Championships Finals were held in conjunction with the Herald Sun Tour stage at Geelong. This allowed the students competing in the finals to stay and watch the best riders in Australia & Overseas competing.

I would like to take this opportunity to thank Steve Peterson & Amy McCann for their valued contribution throughout the year. Rick Leonard (Development Officer) left us at the end of September 2002 with Kerrie Buamgartner joining Cycle Sport Victoria at the beginning of April 2003 to take up the role as Development Officer.

It has been a pleasure to work with a very committed Board over the past 12 months, which once again ensured that Cycle Sport Victoria returned a surplus for the 2002/2003 year.

Another big year is coming up in 2003/2004 with the World Track Championships in May 2004. Planning for this event is well and truly underway and CSV have a significant involvement in the event’s progression.

Hopefully this time next year we will be at our new home – No 2 Indoor Training Velodrome, Darebin Road, Northcote and we look forward to the move to a permanent home for Victorian cycling. Ian Maher EXECUTIVE OFFICER

2002 – 2003 Annual Report CycleSport Victoria State Development Officer’s Report I began in the role of State Development Officer in April and in the short time I have been here it has been a very busy time.

Coaching Since I have been here we have conducted a coaching course, with 25 individuals successfully completing their Level One Coaching Course held at VUT in Footscray, with Donna Rae-Szalinski involved as course co-ordinator. It is my goal to have all coaches in Victoria meeting together regularly to exchange ideas and have the chance to mix with the different level of coaches, including the Elite level coaches of the VIS. A meeting was arranged for coaches to share knowledge and to reach some future development plans for coaching. One day clinics are being developed where these more advanced coaches will be able to share their knowledge with other coaches.

Commissaires There was also a Commissaire Course held where we were able to have 18 people complete the course and gain their State Commissaires accreditation. Thanks to Greg Griffiths and Karen O’Callaghan who conducted the course and passed on plenty of worthwhile knowledge. In the current climate, it is essential that we continue to expand the number of officials we have working at club and open level and hopefully with the soon to be introduced club level commissaries course, we can make the goal of one accredited official at each club a realistic aim.

Womens’ Development A focus of CSV this year has been womens’ cycling. It is my belief that this segment of the market is somewhat of a sleeping giant. This was proven by the fact that 107 women attended a complimentary breakfast with inspirational guest speakers at Cogs cafe. This was aimed at introducing women to cycling and proved very successful. This initiative was televised on free to air TV and provided CSV with a valuable promotional tool. The tape can and will be used for future clinics in order to promote cycling. There will now be follow up activities aimed at these women who participated in this breakfast and ongoing rides taking place from the café.

Club Coaching and Full Cycle Clubs have been given the opportunity to become more pro-active with the development of cycling through Cycling Australia’s new participation program named “Full Cycle”. This initiative involves junior, participation and skills programs for individuals wanting to become involved in cycling. The clubs that hold these programs are offered incentives to continue develop cycling. Club coaches are the goal, who will act as club contact and will create a more inviting environment for new members in aim to improve the entry level to the sport. Projects involve ongoing liaison and discussion with clubs.

FINANCIAL REPORT

T Wilkie, as CSV financial director, reported on the accounts. He read to the financial report, which was distributed to the members in attendance. He stated that the first thing which would stand out early in the report was the abnormal figure of $30,000. He stated that this amount was due to grant money having been received over the past five years, which has already been aquitted or spent. J Ciavola stated that there is a substantial amount being carried in term deposit at present but that this amount already has a purpose. He stated that the Jnr Worlds surplus was transferred to CSV on the basis that it be spent on a major project. In the case of the Training Velodrome, this amount has been allocated to the timing equipment that is required. He also added that there was a considerable amount allocated to the new office and its set up, including the construction of glass display cabinets for memorabilia. I Maher stated that with a new person completing the audit, he suggested that members may seem to think there are some abnormalities with income and expenditure. He stated that this simply related to the new auditor and the allocation of funds in different accounts to what they had been allocated to in past years.

J Ciavola stated that in recent years the allocation of life membership has been somewhat neglected but he stated that it returned last year when it was awarded to two members, Merv Dean and Chris Wilkins. J Ciavola stated that he took great privilege nominating life members.

He stated that the first person has been a member of the Brunswick Cycling Club since the early 1950’s. His involvement at club level included the roles of coach, secretary and a position on the committee for many years. He also ran the Brunswick CC clinic for junior cyclists for a period in excess of ten years, from the 1970’s until 1985. He also coached a large group of cyclists and had his own training group for many years. His involvement at State level included both his coaching and a position in the office for many years including State Development Officer. He has obviously been an excellent servant to the sport for many years. J Ciavola stated that it was his pleasure to award life membership to Ray Bowles.

J Ciavola stated that the second person to be nominated tonight has been an active cyclist for many years and continues to race these days with the Footscray Cycling Club, who he has been a member with for some time. As a servant to the sport, his efforts have been admirable. He has filled the position State Track Handicapper for many years and continues to do so, putting aside significant amounts of his own time to ensure that the job is done to the best of his ability. Performing handicapper duties often whilst also completing his many commissaire roles held at all carnivals across Victoria. His recent volunteer positions have included Christmas Carnivals Chief Commissaire and Volunteers co-ordinator for the Masters Games cycling, both of which were completed with his usual dedication. Also, in March next year he will once again be manager of the extremely successful Victorian Junior Track Team, being his third year running. It is with pleasure that I award life membership to Laurie Norris.

J Ciavola stated that, as per the request of the last State Council meeting, we wrote to the clubs requesting expressions of interest but there had not been any response. It was stated and moved that the same committee be once again appointed.

I Maher stated that there has been a new auditor involved in the preparation of this financial report. He stated that it was the same Tasmanian company, only that Gary McLennan who has done the auditing in recent years has moved on and been replaced by Don Willing, who was originally involved with Victorian Cycling’s accounts.

GENERAL BUSINESS

1. Laurie Norris – he stated that he disapproved of the current CSV position that sees Senior interstate placegetters in Championships receive their medals but Juniors do not. He stated that he believed either medallions are awarded to no interstaters or all interstate placegetters, but not to make the distinction. He questioned whether anyone else had a problem with this. I Maher stated that there was some disapproval of the scenario which saw a NSW rider win every State Championship, except for WA. He stated that interstate entries have been known to cause some trouble with the sprint for instance. B Langley stated that the current situation effectively allowed interstate riders to train against the quality of Victorian riders, especially at junior level and Victorians would then have to compete with these riders at National level. He believed that these riders should not be allowed to compete in these Championships. Ewin Williams questioned whether making a restriction on interstate entry could affect the numbers, especially with juniors and women. L Norris stated that he would be happy if the restriction on interstate riders was made, so long as the rules were the same for both seniors and juniors. J Ciavola stated that the decision would be made much easier if there were a universal rule Australia wide. He stated that the comments would be taken on board and a decision made at the next Board meeting. 2. Laurie Norris brought up another concern, stating that at present a duty of care was not being applied for Vodafone Arena events. He stated that the problem was that riders could buy a track bike in the afternoon and then go and race a major wheelrace on the track at Vodafone that night. He suggested a possible solution being that two people at each club are responsible for signing the riders off, effectively granting them with the ability to ride open events. It was stated that these riders would have to be proved competent on the track before being able to ride the Austral for instance. J Ciavola stated that this was certainly something that had to be considered. Damien Petrie stated that the Blackburn CC had a policy where new riders were required to take part in a specific skills course before they are allowed in a bunch situation. I Maher stated that when he was with the Shepparton CC they had a similar policy. I Maher added that it may include a form, where the club must sign off new members entry forms, stating they are competent track riders. He stated that it would not be required for renewed

B Langley informed the meeting that there has been a new regulation added regarding the use of sunglasses on the track.
