AINA CASE STUDY PLACE MAKING AND SHAPING Bradford Canal: rebuilding a lost waterway Bold plans for city centre regeneration include linking a new canal to a major civic space The Bradford Canal was built as a five kilometre spur off the Leeds and Liverpool Canal, but closed in 1922 due to dwindling traffic and unreliable water supply. Today, little evidence remains of its former route. In 2003 a masterplan prepared for Bradford city centre focussed on the use of water as a catalyst for the city’s future regeneration, and a range of innovative proposals included the reintroduction of the canal. Since then a great deal of progress has been made to determine a practical and deliverable route for the new waterway, using a route which would minimise costs whilst maximising the regeneration potential within the canal corridor. A new canal would extend the national network, though the prime aim would be to encourage large scale improvement within some of the more deprived parts of Bradford. The canal would form the physical thread to link a series of development sites and make them more attractive to developers and investors through increased land and development values. Further development work has been undertaken to ensure connections with a series of water-based projects, including the new City Park, complete with lake, adjacent to City Hall. This project started on site in November 2009 and will be complete in summer 2011. It is believed to be the largest public realm regeneration project in Europe, and key to its success has been a detailed analysis of the hydrology and flood risk issues which will ensure practical connectivity of water supply between the park and the future canal. -

ATR/100.3 Introduction to Evelyn Underhill, “Church Congress Syllabus No. 3: The Christian Doctrine of Sin and Salvation, Part III: Worship” Kathleen Henderson Staudt* This short piece by Evelyn Underhill (1875–1941) appeared in a publication from the US Church Congress movement in the 1930s. It presents a remarkably concise summary of her major thought from this period.1 By this time, she was a well-known voice among Angli- cans. Indeed, Archbishop Michael Ramsey wrote that “in the twenties and thirties there were few, if indeed, any, in the Church of England who did more to help people to grasp the priority of prayer in the Christian life and the place of the contemplative element within it.”2 Underhill’s major work, Mysticism, continuously in print since its first publication in 1911, reflects at once Underhill’s broad scholarship on the mystics of the church, her engagement with such contemporaries as William James and Henri Bergson, and, perhaps most important, her curiosity and insight into the ways that the mystics’ experiences might inform the spiritual lives of ordinary people.3 The title of a later book, Practical Mysticism: A Little Book for Normal People (1914) summarizes what became most distinctive in Underhill’s voice: her ability to fuse the mystical tradition with the homely and the * Kathleen Henderson Staudt works as a teacher, poet, and spiritual director at Virginia Theological Seminary and Wesley Theological Seminary. Saltaire Bingley and Nab Wood
SALTAIRE, BINGLEY & NAB WOOD A 5.5 mile easy going walk, mainly at the side of the Leeds/Liverpool Canal and the River Aire with a pleasant halfway stop in Myrtle Park, Bingley, with no stiles and just one short hill through Nab Wood. At the end of the walk, do allow time to explore Salts Mill (see below). Start point: Saltaire Station, Victoria Road, Saltaire (trains every 30 minutes from Leeds). SALTAIRE is the name of a Victorian era model village. In December 2001, Saltaire was designated a World Heritage Site by UNESCO. This means that the government has a duty to protect the site. The buildings belonging to the model village are individually listed, with the highest level of protection being given to the Congregational Church (since 1972 known as the United Reformed Church) which is listed grade I. The village has survived remarkably complete. Saltaire was founded in 1853 by Sir Titus Salt, a leading industrialist in the Yorkshire woollen industry. The name of the village is a combination of the founder's surname with the name of the river. Salt moved his entire business (five separate mills) from Bradford to this site near Shipley partly to provide better arrangements for his workers than could be had in Bradford and partly to site his large textile mill by a canal and a railway. Salt built neat stone houses for his workers (much better than the slums of Bradford), wash-houses with running water, bath-houses, a hospital, as well as an Institute for recreation and education, with a library, a reading room, a concert hall, billiard room, science laboratory and gymnasium. -

I have just returned from the Association for Industrial Archaeology’s Conference based in Telford, it was an enjoyable and interesting time with good weather and I will be providing a report for the next Newsletter. For information the 2017 AIA conference will be based at Moulton College in Northamptonshire on 25-30 August and focus on the IA of the South East Midlands including railways, canals and aircraft, milling and the boot & shoe industry amongst other things, look out for more details later. Details of the 2016/7 lecture programme are enclosed with the Newsletter and are also available online via the main Society website in case you lose your paper copy and I hope that you will be able to attend at least some of the interesting lectures that Jane Ellis has arranged for us this season. Jane has also been appointed as the Excursions Secretary for the main Society and is already busy arranging a programme of events which will be advertised on the website. Also enclosed are the minutes of the 2016 AGM held in April, if any member who attended has any corrections to the minutes please let me know before the 2017 AGM. Main YAHS members should have received the printed Programme of Events for 2016/7 now and I hope you have noted that clarification has been given about the ability to attend other sections’ lectures if you are not a member of that section. -

The Boundary Committee for England is a committee of The Electoral Commission, an independent body set up by Parliament under the Political Parties, Elections and Referendums Act 2000. The functions of the Local Government Commission for England were transferred to The Electoral Commission and its Boundary Committee on 1 April 2002 by the Local Government Commission for England (Transfer of Functions) Order 2001 (SI 2001 no. 3692). The Order also transferred to The Electoral Commission the functions of the Secretary of State in relation to taking decisions on recommendations for changes to local authority electoral arrangements and implementing them. -

The First Bishop of Liverpool Churchman 69/4 1955 Revd O. R. Clarke Church people of Liverpool have been celebrating the seventy-fifth anniversary of the formation of the Diocese. It is seventy-five years since Liverpool became an independent see, with a Bishop of its own. Hitherto it had been part of the Diocese of Chester, which then included South-West Lancashire. But Liverpool was a great and growing city with a crowded, vigorous life. It was a leading centre of shipping with its miles of docks, and its lively cosmopolitan life. The link with Chester, for all but officials, could clearly be only a slight and tenuous one, and Episcopal government from so distant a centre meant little. A separate Diocese was needed. Action was taken, the needed funds raised, the legal obstacles surmounted, and the See safely launched, free and independent. To think of the founding of the Diocese is to think of the first Bishop, John Charles Ryle. “A man of granite with the heart of a child, a man whose name is better known through that part of Christendom where the English language is spoken than that of any other save Charles Spurgeon”—such was the generous tribute paid to him by his successor, Bishop Chavasse. Ryle was the first Bishop of the new Diocese, and rightly proud of the fact. His critics—and no man is without critics—declared that he would not allow the fact that he was the first to be forgotten. Yet such pride in his Diocese was natural and proper. -

Our ref: 2387/21 Figures for incidents of drink spiking in your region over the last 5 years (year by year) I would appreciate it if the figures can be broken down to the nearest city/town. Can you also tell me the number of prosecutions there have been for the above offences and how many of those resulted in a conviction? Please see the attached document. West Yorkshire Police receive reports of crimes that have occurred following a victim having their drink spiked, crimes such as rape, sexual assault, violence with or without injury and theft. West Yorkshire Police take all offences seriously and will ensure that all reports are investigated. Specifically for victims of rape and serious sexual offences, depending on when the offence occurred, they would be offered an examination at our Sexual Assault Referral Centre, where forensic samples, including a blood sample for toxicology can be taken, with the victim’s consent, if within the timeframes and guidance from the Faculty for Forensic and Legal Medicine. West Yorkshire Police work with support agencies to ensure that all victims of crime are offered support through the criminal justice process, including specialist support such as from Independent Sexual Violence Advisors. Legislative Context 4.1 Part 1A (Arrangements with respect to local authority governance in England) and new Schedule A1 (Executive arrangements in England: further provision) of the Local Government Act 2000 (“the 2000 Act”) (as inserted by section 21 of, and Schedule 2 to, the Localism Act 2011 (“the 2011 Act”)), make provision for the governance of local authorities in England. One of the permitted forms of governance, under these provisions, is the mayor and cabinet executive. 4.2 Section 9N of the 2000 Act gives the Secretary of State the power by order to require a specified local authority to hold a referendum on whether the authority should have a directly elected mayor. -
Welsh Disestablishment: 'A Blessing in Disguise'
Welsh disestablishment: ‘A blessing in disguise’. David W. Jones The history of the protracted campaign to achieve Welsh disestablishment was to be characterised by a litany of broken pledges and frustrated attempts. It was also an exemplar of the ‘democratic deficit’ which has haunted Welsh politics. As Sir Henry Lewis1 declared in 1914: ‘The demand for disestablishment is a symptom of the times. It is the democracy that asks for it, not the Nonconformists. The demand is national, not denominational’.2 The Welsh Church Act in 1914 represented the outcome of the final, desperate scramble to cross the legislative line, oozing political compromise and equivocation in its wake. Even then, it would not have taken place without the fortuitous occurrence of constitutional change created by the Parliament Act 1911. This removed the obstacle of veto by the House of Lords, but still allowed for statutory delay. Lord Rosebery, the prime minister, had warned a Liberal meeting in Cardiff in 1895 that the Welsh demand for disestablishment faced a harsh democratic reality, in that: ‘it is hard for the representatives of the other 37 millions of population which are comprised in the United Kingdom to give first and the foremost place to a measure which affects only a million and a half’.3 But in case his audience were insufficiently disheartened by his homily, he added that there was: ‘another and more permanent barrier which opposes itself to your wishes in respect to Welsh Disestablishment’, being the intransigence of the House of Lords.4 The legislative delay which the Lords could invoke meant that the Welsh Church Bill was introduced to parliament on 23 April 1912, but it was not to be enacted until 18 September 1914. -
