Rural Poverty in India: Structure, determinants and suggestions for policy reform Raghbendra Jha ABSTRACT Poverty, particularly rural poverty, has been one of the enduring policy challenges in India. Surely the most important objective of the reforms process would have been to make a significant dent on rural poverty. It is from this that a program of accelerated growth must draw its rationale. In this paper, I discuss the evolution of poverty in India – particularly during the reform period. Then I analyze the structure and determinants of this poverty. The rate of decline of poverty declined during the 1990s as compared to the 1980s. I advance some reasons for this. Policy prescriptions for a more effective anti poverty strategy are discussed. Introduction This paper addresses the important issue of anti-poverty policy in India. In analyzing poverty I use the well-known NSS data set; hence concentrating on consumption measures of poverty. The poverty measures used in this paper are all drawn from the popular Foster-Greer- Thorbecke class of functions written as: = − α Yα ∑[(z yi ) / z] / n (1) < yi z where Y is the measure of poverty, yi is the consumption of the ith household or the ith class of household, z is the poverty line1, n is the population size, and α is a non-negative parameter. The headcount ratio, HC, given by the percentage of the population who are poor is obtained when α=0. -

Gorumara National Park (GNP), Buxa Tiger Reserve (BTR) (Jayanti/Jainty range) and Rasik Beel Wetland Complex (RBWC) during 2nd No- vember and 14th November 2008. A total of 117 bird species belonging to 42 families were recorded during the present short span study. The highest bird diversity was recorded in GNP with 87 bird species, followed by RBWC (75) and BTR (68). The transition zones between GNP and BTR, BTR and RBWC and GNP and RBWC were represented by 51, 41 and 57 common bird species, respectively. A total of 36 bird species were recorded in all three study sites. This diverse distribution of bird species was reflected in the study of diversity indices where the highest Shannon–Wiener diversity index score of 3.86 was recorded from GNP followed by RBWC (3.64) and BTR (2.84). The similar trend was also observed for Simpson’s Dominance Index, Pielou’s Evenness Index and Margalef’s Richness Index. -

C. arborea belonging to family Lecythidaceae is one the most utilized plants. It is a tree Hafiz Abdul Khaliq having large sessile yellowish flowers and large green berry type fruits with persistent style and calyx. Faculty of Pharmacy, Bahauddin Traditionally is has been used to treat cough and cold, infertility, jaundice developed after delivery, piles, Zakariya University Multan, blood dysentery, scorpion sting, sores in intestine, bed sores, ear pain, snake bite, inflammation, ulcer, Pakistan spermatorrhoea and wounds in humans and corneal opacity and weakness in animals. Many pharmacological activities of this plant are reported viz. antidiarrhoeal, anti-inflammatory, analgesic, hypoglycemic, antibacterial, antifungal, antileishmanial, α-glucosidase inhibitory, antioxidant, hepatoprotective, cytotoxic, CNS depressant and anticoagulant. Various phenolic compounds, sterols, terpenes, saponins and tannins have been isolated from this plant. Pharmacognostic studies for its authentication have also been carried out. Hamdard Ghutti® is one of the available polyherbal formulations containing C. arborea. This review provides adequate information about ethnomedicinal uses, general morphology, pharmacognostic and physicochemical parameters, phytoconstituents, pharmacological properties, and available formulations of this plant. A postgraduate from Mumbai's Haffkine Institute, his work has resulted into first records of 2 snake species for India, Barta (Kaulback's Pit Viper) from Arunachal Pradesh and the Sind Awl-headed snake from Rajasthan. “ Moments after being bitten, the man feels a live fire germinating in the wound as if red hot tongs contorted his flesh; that which was mortified enlarges to monstrosity, and lividness invades him. The unfortunate victim witnesses his body becoming corpse piece by piece; a chill of death invades all his being, and soon bloody threads fall from his gums; and his eyes, without intending to, will also cry blood, until, beaten by suffering and anguish, he loses the sense of reality. If we then ask the unlucky man something, he may see us through blurred eyes, but we get no response; and perhaps a final sweat of red pearls or a mouthful of blackish blood warns of impending” (This is an introduction of a book written in 1931 by a Costa Rican Biologists and snakebite expert Clodomiro Picado.) INTRODUCTION Human fear of snakes is caused almost entirely by those species that can deliver a venomous bite. It is somewhat ironic that such a minority group, like venomous snakes has endangered the whole kingdom of snakes. Let us start by correcting a frequent misnomer. People often refer to poisonous snakes, and indeed by directory definition, this is not incorrect. But as a student of herpetology we should be more specific in our terminology.
