Council Proceedings (Unofficial)

A Regular Meeting of the St. Ignace City Council was held on Monday, December 5, 2016, in the Council Chambers at City Hall. The meeting was called to order at 7:00 p.m. by Mayor Litzner with the Pledge of Allegiance. At this time, Councilmember Clapperton gave the invocation.

Present: Councilmembers Clapperton, Fullerton, Mayor Pro-Tem Paquin, Councilmembers Paquin, St. Louis, Tremble, Mayor Litzner. Absent: None Staff Present: Les Therrian, City Manager; Tom Evashevski, City Attorney; Renee’ Vonderwerth, City Clerk/Treasurer; Mark Wilk, Chief of Police; Deb Evashevski, DDA Director.

Consideration of minutes: It was moved by Clapperton, seconded by Councilmember St. Louis, to approve the minutes as written. Motion carried unanimously.

Additions to the Agenda:

Mayor Litzner – Housing Ordinance/Chamber of Commerce.

1. COUNCIL ACTION ON MACKINAC COUNTY LETTER:

Mayor Litzner reviewed the letter from the Mackinac County Treasurer requesting Council action regarding the parcel previously owned by Zagars, explaining that after the second auction any unsold parcels must be transferred by deed to the clerk of the respective township/city unless the township/city objects in writing to the transfer.

It was moved by Councilmember Clapperton, seconded by Mayor Pro-Tem Paquin, to have the City Manager write a letter objecting to the transfer of property to the City and allow the County Treasurer to sell the parcel to recoup some of the expenses. Motion carried unanimously.

2. YEAR -END MARINA REPORT, MIKE SINGLETON:

Mayor Litzner introduced Mike Singleton, Marina Director, who presented a year-end marina report and projections for the 2017 season.

3. RESOLUTION (LAND CONVEYANCE): RESOLUTION

1 The following resolution was offered by Councilmember Fullerton and supported by Councilmember Clapperton:

WHEREAS, Act 451, P.A. 1994, as amended, provides for the conveyance of State- owned tax-reverted lands to municipal units for public purposes, and WHEREAS, such lands are under the jurisdiction of the State of Michigan, Department of Natural Resources and are available for acquisition under the provisions of the above mentioned act: A portion of Lots 35, 36 & 37, Block 3, Assessor’s Plat #5, City of St. Ignace, Mackinac County, Michigan (said Plat recorded in Liber 2 of Plats, page 49, Mackinac County Records) more particularly described as follows: Commencing at a monument at the intersection of Assessor’s Plat #5 with the S line of P.C. 17; thence N15º19’12” E 239.05 ft. to the intersection of the E side of Goudreau’s Alley with the centerline of Chambers Alley; thence S11º11’49” W 10.00 ft. to the S line of Chamber’s Alley; thence S68º38’48”E 106.00 ft. along the S line of Chamber’s Alley; thence S16º27’12”W 7.76 ft. to the POB; thence S16º27’12”W 44.10 ft.; thence N 73º39’14” W 92.27 ft.; thence N 59º18’40”E 38.67 ft.; thence S87º06’52”E 67.86 ft. to the point of beginning, together with access from Chamber’s Alley to said land conveyed, over extension of Chamber’s Alley. WHEREAS, St. Ignace City Council desires to acquire such lands for the purpose of ratifying a 1986 exchange for property, which was used to create a city street and public parking area. NOW THEREFORE BE IT RESOLVED that the St. Ignace City Council is authorized to make application to the State of Michigan, Department of Natural Resources, Real Estate Services conveyance of said land to the City of St. Ignace for a nominal fee as set by the Department of Natural Resources, and FURTHER BE IT RESOLVED that the St. Ignace City Council shall set up necessary procedure and controls to provide for the proper distribution for funds arising from the subsequent sale of the acquired property in conformity with the above mentioned acts.

Absent: None.

Resolution declared Adopted.

4. ST. ANTHONY’S ROCK, POCKET PARK UPDATE – DEB EVASHEVSKI:

Deb Evashevski, DDA Director, gave an update on the status of the fund raiser for St. Anthony’s Rock Pocket Park and had Mayor Litzner draw for the tower tour. The winner of the draw was Marion King. 5. UNION CONTRACT WAGE APPROVAL:

2 City Manager Therrian stated that the negotiation committee met on November 28, 2016, with the Police and ASFCME Unions and are recommending Council’s approval of a $0.50 per hour wage increase for the AFSCME Union and a 3 percent per hour wage increase for the Police Union.

It was moved by Mayor Litzner, seconded by Councilmember Paquin, to approve the Negotiation Committee’s recommendation. Motion carried unanimously.

6. DISCUSSION ON BUDGET FUNDS 594 AND 641:

City Manager Therrian presented the proposed 2017 Marina and Equipment budget for Council’s review.

7. INTRODUCTION OF Ordinance No. 643, “2017 Annual Appropriation Bill”:

It was moved by Mayor Pro-Tem Paquin, seconded by Councilmember Tremble, to introduce Ordinance No. 643. Motion carried unanimously.

Additions to the Agenda:

Mayor Litzner – Housing Ordinance.

Mayor Litzner introduced Betsy Dayrell-Hart, Chairman of the Planning Commission, to review the final language for the Housing Ordinance.

It was moved by Mayor Litzner, seconded by Councilmember Fullerton, to adopt the Housing Ordinance. Motion carried unanimously.

Mayor Litzner – Chamber of Commerce.

Mayor Litzner introduced Janet Peterson, Director of the Chamber of Commerce, to review the services provided by the contributions from the City of St. Ignace.

Public Comment:

Comments were received from Rob Fraser, of Maverick Construction. Also, Deb Evashevski, DDA Director, informed Council that the DDA meeting has been rescheduled from December 9 to December 16, 2016.

Consideration of Bills: After consideration of the bills, it was moved by Mayor Pro-Tem Paquin, seconded by Councilmember Clapperton, to approve the bills. Motion carried unanimously.
