(Roads) Directorate, Rampurhat, Birbhum invites Tender Notice on the basis of sanctioned Estimate of the Executive Engineer, National Highway Division No. XII, P.W. Intending tenderer may apply with self-attested photocopies of all credentials and other relevant documents for participating in the N.I.T. at the office of The Assistant Engineer, Rampurhat NH Sub-Division, P.W. (Roads) Directorate, Rampurhat, Birbhum. Intending tenderers will obtain N.I.T. Documents, Documents of Special Terms & Conditions, Printed tender Form, B.O.Q. etc. from Departmental Website of P.W.D. Earnest Money may be remitted through demand draft / pay order issued from any nationalized bank in favour of the Executive Engineer, National Highway Division No. XII, P.W. (Roads) Directorate and payable at Suri. The successful tenderer will have to purchase formal Tender forms and other relevant 1 documents from the office of The Executive Engineer, National Highway Division No. XII, P.W. (Roads) Directorate, Tilpara, Suri, Birbhum. 2. The EMD (Earnest Money Deposit) should be sent physically to the office of The Assistant Engineer, Rampurhat NH Sub-Division, P.W. (Roads) Directorate, Rampurhat, Birbhum in sealed cover during dropping of Tender Paper by all tenderers. The documents submitted by the tenderers should be properly indexed and self attested with seal. 3. Eligibility criteria for participation in tender: i) Criteria for submission of Credential Certificates of any former similar nature of completed works are required as per existing G.O. ii) Self-attested photocopies of PAN Card, Professional Tax receipts Challan for the year 2020- 2021, G.S.T. registration Certificate to be accompanied. Income Tax Acknowledgement Receipt for assessment year (2020-2021) and valid Trade License to be submitted with the application for issuing Tender Paper. iii) Registered Unemployed Engineers’ Co-operative Societies/ Unemployed Labour Co.-Op. Societies are required to furnish valid Bye Law, Current Audit Report, Valid Clearance Certificate from A.R.C.S. for the year 2020-2021 along with other relevant supporting papers. Joint Ventures will not be allowed. iv) A prospective tenderer shall be allowed to participate in the particular Work either in the capacity of individual or as a partner of a firm. If found to have applied severally in a single work, all his applications will be rejected for that work, without assigning any reason thereof. v) The partnership firm shall furnish the registered partnership deed and the company shall furnish the Article of Association and Memorandum. 4. Constructional Labour Welfare Cess @ 1(one) % of cost of construction will be deducted from every Bill of the selected agency, GST, Royalty and all other Statutory levy/ Cess will have to be borne by the contractor and the rate in the schedule of rates inclusive of all the taxes and cess stated above. 5. Adjustment of Price ( increase or decrease) Vide Notification No.23-CRC/2M-61/2008,Dated: 13.03.2009 and Notification No.38-CRC/2M-61/2008 Dated 20.04.2009 shall not be applicable. Since B.O.Q. for the works under this N.I.T. is based upon the schedule of rates of Public Works Department for S & P works with upto date Addenda and Corrigendum, the tenderers shall quote their rate (percentage above / below / at par) accordingly considering that no escalation and / or price adjustment will be allowed by the department thereto under any circumstances. 6. No mobilization advance and secured advance will be allowed. 7. Bids shall remain valid for a period not less than 120 days (One Hundred Twenty) from the date of dropping. If the tenderer withdraws the bid during the period of bid validity the earnest money as deposited will be forfeited forthwith without assigning any reason thereof. 8. All materials required for the proposed scheme shall be procured and supplied by the agency at their own cost including all taxes. Authenticated evidence for purchase of cement and steel are to be submitted along with challan and test certificate. In the event of further testing opted by the Engineer-in-Charge, then such testing from any Government approved Testing Laboratory shall have to be conducted by the agency at their own cost. 9. Earnest Money: The amount of Earnest Money is 2% (Two percent) of the estimated amount put to tender in the shape of Bank Draft / Pay Order on any nationalized bank drawn in favour of the Executive Engineer, National Highway Division No. XII, P.W. (Roads) Directorate and payable at Suri against the work. 11. The Tenderer, at the Tenderer’s own responsibility and risk is encouraged to visit and examine the site of works and its surroundings and obtain all information that may be necessary for preparing the Tender Documents and entering into a contract for the work as mentioned in the Notice Inviting Tender. The cost of visiting the site shall however be at the Tenderer’s own expense. 12. The intending Tenderers shall clearly understand that whatever may be the outcome of the present invitation of Bids, no cost of Bidding shall be reimbursable by the Department. The Assistant Engineer, Rampurhat NH Sub-Division, P.W. (Roads) Directorate, Rampurhat, Birbhum, reserves the right to reject any application for purchasing Bid documents and to accept or reject any offer without assigning any reason whatsoever and is not liable for any cost that might have been incurred by any Tenderer at the stage of Bidding. 13. Prospective applicants are advised to note carefully the minimum qualification criteria as mentioned in ‘Instructions to Tenderers’ before bidding. 14. Clause 15 of Printed Tender Form in case of ascertaining authority at any stage of tender process or execution of work, necessary registered irrevocable power of attorney is to be produced. 15. All intending tenderers are requested to be present in the chamber of the Assistant Engineer, Rampurhat NH Sub-Division, P.W. (Roads) Directorate, Rampurhat, Birbhum during opening of the Tender, to observe the tender opening procedure. 16. No CONDITIONAL/ INCOMPLETE TENDER will be accepted under any circumstances. 17. The Assistant Engineer, Rampurhat NH Sub-Division, P.W. (Roads) Directorate, Rampurhat, Birbhum, reserve the right to cancel the N.I.T. due to unavoidable circumstances and no claim in this respect will be entertained. 18. During scrutiny, if it comes to the notice of tender inviting authority that any papers found incorrect/manufactured/fabricated, that tenderer will not be allowed to participate in the tender and that application will be out rightly rejected without any prejudice with forfeiture of earnest money. 19. Before issuance of the work order, the tender inviting authority may verify the relevant documents of the lowest tenderer if found necessary. After verification, if it is found that such documents submitted by the lowest tenderer is either manufactured or false, work order will not be issued in favour of the said tenderer under any circumstances. 20. Refund of EMD: The Earnest Money of all the unsuccessful bidders deposited in favour of The “the Executive Engineer, National Highway Division No. XII, P.W. (Roads) Directorate.” along with the Quotations will be refunded by the said Executive Engineer on receipt of application from bidders on the basis of P.W.D. accounts Branch notification No. 451-A/ PW/O/10C-35/10 dated 26/07/2011 of the Secretary to the Govt.
