The data have been collected from District Statistical Handbook, District census report of 2001 and District Human Development Report 2009.A large part of the Birbhum District is still backward with respect to human resource development. Aim of this paper is to study the cause of the backwardness of this district. “HRD is the process of determining the optimum methods of developing and improving the human resources of an organization and the systematic improvement of the performance of employees through training, education and development and leadership for the mutual attainment of organizational and personal goals” (Smith). HRD is an important topic of present time.
