West Bengal Act IX of 1952 THE RAMPURHAT AND BOLPUR MUNICIPAL COMMISSIONERS (EXTENSION OF TERMS) ACT, 1952. [Passed by the West Bengal Legislature.] [Assent of the Governor was first published in the Calcutta Oazette, Extraordinary, of the 28th July, 1952.1 An Act to provide for the extension, of the terms of office of the Commissioners of the Rampurhat and Bolpur Municipalities. WHEREAS it is expedient to provide for the extension of the terms of office of the Commissioners of the Rampurhat and Bolpur Municipalities; It is hereby enacted as follows : — 1. (1) This Act may be called the Rampurhat and Bolpur Short title Municipal Commissioners (Extension of Terms) Act, 1952. and com- West Ben. (2) mence- Ord. XI of It shall come into force immediately oit the Rampur- ment. - 1952. hat and Bolpur Municipal Commissioners (Extension of Terms) Ordinance, 1952, ceasing to operate. 2. Ben. Act Notwithstanding anything contained in clause (2) of Extension XV of the proviso to section 16 of the Bengal Municipal Act, 1932, of the 1932. and terms of office of the (a) in notification No. M.1M-16 / 50(II), dated the 2nd Commis. May, 1950, as amended by notification No. M.1M- sioners of 16/50, dated the 9th February, 1951, in respect the Ram. purhat and of the Commissioners of the Rampurhat Munici- Bolpur pality, and Municipali- (b) in notification No. M.1M-48/50(II), dated the 15th ties. May, 1950, as amended by notification No. 11.1M- 48/50, dated the 10th February, 1951, in respect of the Commissioners of the Bolpur Municipality, the period of appointment of the Commissioners of the Rampurhat Municipality under the notifications mentioned in clause (a) and the period of appointment of the Commis- sioners of the Bolpur Municipality under the notifications mentioned in clause (b) shall extend up to the nst day of December, 1952. 3. On the Rampurhat and Bolpur Municipal Commis- Savings. sioners (Extension of Terms) Ordinance, 1952, ceasing to Ben. Act I operate, section 8 of the Bengal General Clauses Act, of 1899. 1899; shall apply as if the said Ordinance were an enact- ment then repealed by a West Bengal Act. Altogether 24 representative groundwater Samples were collected from borewells and tubewells, during March 2010 in order to assess its suitability for drinking as well as irrigation purpose. The water chemistry of samples were analyzed for pH ,Total Dissolved Solids (TDS), Electrical Conductivity(EC), Sulphate -2 - -3 - 2+ 2+ + (SO 4 ), Nitrate (NO 3 ), phosphate (PO 4 ), Fluoride (F ), Calcium (Ca ), Magnesium (Mg ), Sodium (Na ), + - 2- - Potassium (K ), Bicarbonate (HCO 3 ), carbonate (CO 3 ), chloride (Cl ) and Total Hardness (TH) using standard techniques.The results revealed that the maximum SAR (Sodium adsorption ratio) in the study area was 0.87 i.e, below 1. RSC (Residual sodium carbonate) value among the samples is maximum 0.844 which is below 1.25 meq/l, indicating no sodium carbonate hazard in the study area. % Na values indicating its suitability for irrigation. But in most of the water samples some parameters like EC, Ca 2+ , Na + were above the acceptable limit recommended by WHO.

It also works as a source book as well as an inventory to coordinate the activities at the district level before, during and after disasters. The plan is the yield of efforts put in by various departments and organizations. It serves as the base document to take up measure to mitigate disasters of various natures by the government at the district level. OBJECTIVE : The objective of District Multi-Hazard Disaster Management Plan is to formulate an inter-sectoral plan at the district level to create preparedness and mitigate disasters of different natures in a convergent manner. Stakeholders : The District Disaster Management Committee, Birbhum takes the initiative to prepare and update the District Multi-Hazard Disaster Management Plan of Birbhum district. The Disaster Management Department, Birbhum carries out the secretarial activities and mans the Emergency Operation Centre (EOC) during disasters. District Administration(civil), District Administration(police), Block administrations, all line departments like Health, Irrigation, WBSEDCL, PHE, PWD(Roads), Agriculture, Horticulture, Sericulture, Animal Resource Department, Fisheries Department are the stakeholders. All the stakeholders have formulated their Plans for combating disasters in their own way. Along with the increase of population, towns have been growing rapidly in physical dimension in the past few decades. Bolpur town is one of the fast growing towns of the Birbhum District of West Bengal. Bolpur town is situated almost in the middle of the Bolpur- Sriniketan C.D. Block, which is the southernmost Block of Birbhum District. It includes world famous Santiniketan , place of Rabindranath Tagore. The objective is to study the pattern of urban expansion and rapid population growth of Bolpur town and analyze the factors behind this urbanization process. The study is based on secondary data. The relevant maps are drawn by using GIS application. Bolpur town has been grown up from a village to a municipal town. Bolpur is the only municipality in Bolpur sub-division. The decadal growth rate in 1991-2001 was 24.1%. Various economic and cultural factors are responsible for the rapid urban expansion.
