■Traffic restrictions to be enforced due to G20 Aichi-Nagoya Foreign Ministers' Meeting G20愛知・名古屋外務大臣会合に伴う交通規制が実施されます As the G20 Aichi-Nagoya Foreign Ministers' Meeting will be taking place on Friday 22 and Saturday 23 (nat. hol.) November, large-scale traffic restrictions are planned for central Nagoya City and on expressways to reduce traffic within Nagoya City by 45 percent. Restrictions are planned for the areas indicated (see right). Please avoid using cars, and allow yourself sufficient time to use public transport during this period. Operators of commercial vehicles are requested to reschedule their operating hours during this time. ■Wipe out illegal dumping and littering! November is Illegal Dumping Awareness Month 不法投棄やポイ捨てをなくそう! ~11月は不法投棄防止強調月間です~ Illegal dumping is a crime. Illegal dumping will incur a prison sentence of 5 years or a fine of 10 million yen, or both. The recycling of appliances such as TVs and washing machines is mandatory, so they cannot be disposed of as Large-Sized Garbage (粗大ごみ). If you are unsure how to dispose of an appliance appropriately, please check the Nagoya City Garbage Reduction and Recycling Guide on the City of Nagoya website (see below), or inquire at the Environmental Works office of the ward in which you live. You can also look up how to separate garbage and recyclables in the City of Nagoya using the “3R” (ThreeR) smartphone app (see above right).

Also remember that littering and leaving empty cans, cigarette butts, PET bottles, etc. in the street, in parks and other public places is prohibited. Don't just assume that someone else is going to deal with your litter for you; and if there is no bin, take your waste home.

Living Q & A: International Driving Permit and driving without a license 外 国 人 暮らし の Q&A:国際運転免許で「無免許」

I have been living in Japan for over a year and a half. 3 months ago I used a Re-entry Permit to go back to my home country. I was there for a month, and since I didn't have a license to drive in Japan, I got an International Driving Permit while I was there. Driving after coming back to Japan, assuming it was okay for me to do so with my International Driving Permit, I was charged with a violation for driving without a license. I didn't know that there was a rule stating that you can't drive with an International Driving Permit.

The Road Traffic Law (dōro kōtsu-hō / 道路交通法) determines the conditions in which one may drive a car or other vehicle with an International Driving Permit (kokusai unten menkyo-shō / 国際運転免許証) in Japan. A valid International Driving Permit is one issued by an issuing body with appropriate authority in a country which is a signatory to the 1949 Geneva Convention on Road Traffic, and meeting the specifications of the Convention. The period in which one can drive is the overlapping period between the period of validity of the International Driving Permit (the one-year period beginning from the date of issue of the International Driving Permit), and the one-year period beginning on the date of the person's landing in Japan (landing date ①). When a person of foreign nationality residing in Japan receives permission for reentry and leaves Japan, and lands in Japan again (landing date ②) within three months after the date of departure, the Road Traffic Law stipulates that landing date ② will not be recognized as the beginning of the one-year period in which the International Driving Permit is considered valid. In your case, you have been residing in Japan for over one year, and you left Japan for a month, which means that the date that you reentered Japan (landing date ②) is not regarded as the landing date from which your International Driving Permit is considered valid for one year. In this situation, the date of landing from which the Permit would have been valid is the date you previously landed and took up residence in Japan (landing date ①), from which more than one year has already passed, meaning that the period for which you would have been able to drive using an International Driving Permit has already ended. In addition, be aware that when driving with a valid International Driving Permit, you are required to carry your passport or other means of verifying your record of entry and departure from Japan, in addition to the Permit itself.

November 15: Shichigosan 11月15日 七五三 Shichigosan (七五三, lit. 'seven, five, three') is celebrated on 15 November. Visits are made to shrines and temples to celebrate the growth of children and pray for their continued health in this annual event. Recently, few people stick to the 15 November date and instead make their visits on weekends or holidays in November. At age 3, children, mostly girls, grow their hair out. At age 5, mostly boys, wear a hakama (traditional type of trousers worn over kimono) for the first time. At Boys wearing hakama age 7, mostly girls, wear kimonos and tie their obis (kimono sash) like adults. Holding to these traces of traditional rites, many children wear traditional Japanese Chitose ame clothes on Shichigosan.

Chitose ame (千歳飴 lit. thousand year candy) is candy given with the wishes for longevity.
