LEE COUNTY BOARD OF EDUCATION MEETING MINUTES

October 9, 2012 7:00 P.M.

Members Present: Larry Burgess, Janie Thorpe, and Curtis Davis

CALL TO ORDER

The meeting was called to order by Vice Chairman Larry Burgess.

22-13 APPROVE AGENDA

On motion of Curtis Davis, seconded by Janie Thorpe, and by unanimous vote, it was ordered to approve the agenda as presented. Copy on file.

GREAT NEWS

Superintendent Evans informed board members that Lee County High School senior Jarod Wylie had attained the Boy Scouts of America’s highest rank – Eagle Scout. The Board commended Jarod for his hard work and dedication in reaching this level.

Student participation in the National School Lunch and Breakfast programs has increased by 11%. September 2012 food service records indicate that 71% of Lee County students ate breakfast and 91% ate lunch. Records for this same time period last school year show 60% participating in breakfast and 91% lunch. Lee County School Food Service Director, Teresa Thomas, attributes the increase, in part, to a new program being offered this year, “Second Chance Breakfast”. Through this program, following the first period bell, students are provided a 10-15 minute time slot to pick up a grab and go breakfast. This allows students who may have missed first breakfast the opportunity to participate as well as permitting others to pick up an additional snack or drink.

23-13 SAFE SCHOOLS PROCLAMATION

On motion of Curtis Davis, seconded by Janie Thorpe, and by unanimous vote, it was ordered to adopt a proclamation recognizing the week of October 21-27, 2012 as “Safe Schools Week” for Lee County Schools. Copy of Proclamation on file. 24-13 CONSENSUS ITEMS

APPROVE FUND RAISER APPLICATIONS

Upon recommendation, it was ordered to approve the following fund raiser applications:

Upon approval, LCHS Cheerleaders will sell mascot memorabilia during basketball season.

During holidays, LCMS Archery will sell holiday messages (ghosts, turkeys, candy canes, & valentines).

October thru December 2012, LCMS Chess Club will sell T-shirts and host a chess tournament to raise funds for travel and needed materials to start and maintain the chess team.

October 13, 2012, LCHS Cheerleaders will host a mini-cheer camp to raise funds for various cheerleading expenses such as uniforms, accessories, shoes, poms, signs, megaphones, etc.

October 13, 2012, LCHS Girls Basketball will host a middle school tournament to raise funds for shoes and travel to tournaments. October 17, 2012, LCHS Seniors will sell Old Kentucky Chocolates at the Woolly Worm, Blue White Night, and parent workplaces to raise funds for a class trip to Washington DC.

November 1, 2012, Class of 2013 will sell ornaments and magnets with “Bobcat” and Lee County High School custom design to raise funds for a class trip to Washington DC.

November 3, 2012, LCHS Cheerleaders will host a spaghetti dinner and auction to raise funds for various cheerleading expenses.

APPROVE FORM F-10-6 (PSD SUMMARY)

Upon recommendation, it was ordered to approve the Form F-10-6 PSD Summary as presented. Copy on file.

25-13 REVIEW DRAFT DISTRICT COMMUNICATION PLAN

Superintendent Evans presented the draft Lee County School District Communication Plan, developed and recommended by the Communication Plan Committee, to board members for their review and approval. On motion of Janie Thorpe, seconded by Curtis Davis, and by unanimous vote, it was ordered to approve the Lee County School District Communication Plan as submitted. Copy on file.

26-13 TRIP RATE COST

Ray Shuler, Director of Pupil Personnel, submitted a trip fee schedule to board members for their review and approval. On motion of Curtis Davis, seconded by Janie Thorpe, and by unanimous vote, it was ordered to approve the trip fee schedule as presented. Copy on file.

REVIEW ENROLLMENT & PROJECTIONS REPORT

Ray Shuler, Director of Pupil Personnel, reported to board members on enrollment data. Information and enrollment for 2011 through 2012 were provided and projections were given for the 2013-2014 school year. Copy on file.

PROJECTS/MASTER FACILITY PLAN

Ray Shuler, Director of Pupil Personnel, discussed current and planned facility projects within the district. Facility service agreements are being evaluated and combined when possible to lower individual service fees.

Staff from the Alt 32 Architect Firm are working on school layouts and blue prints in preparation for the Master Facility Plan.

The city has closed the crosswalk in front of Beattyville Elementary on recommendation of State Transportation personnel due to safety requirements. Superintendent Evans, along with Mr. Shuler and Kentucky Department of Education Transportation personnel have evaluated the drop-off and pickup site at the crosswalk to determine the need for an alternate route. Discussion on this matter was tabled to permit further investigation of possible alternative routes and work involved to complete.

In the Lee County High School Safety Audit, Kentucky School Board personnel recommended separation of parent/bus pick-up and drop-off areas.

27-13 APPOINT BOARD MEMBER TO LOCAL FACILITY PLANNING COMMITTEE

On motion of Curtis Davis, seconded by Janie Thorpe, and by unanimous vote, it was ordered to appoint Lee County Board of Education member Larry Burgess to serve on the Local Facilities Planning Committee.

28-13 SNOW PLAN

Ray Shuler, Director of Pupil Personnel, presented a snow route plan for the 2012-2013 school year to be implemented during inclement weather. On motion of Janie Thorpe, seconded by Curtis Davis, and by unanimous vote, it was ordered to approve the 2012- 2013 Snow Route Plan as presented. Copy on file.

INSTRUCTION

Sharon Bush, Instructional Supervisor, informed board members that test scores would be released October 29th. These scores will be based on a different scale than those of the previous year.

REVIEW & DISCUSS TITLE II REPORT

Sharon Bush, Instructional Supervisor, provided a Title II report for board members. Title II funds have been used largely for class size reduction in the district with the bulk of the $130,074.00 received this year going to teacher salaries. These funds are now being earmarked primarily for teacher quality to be used for professional development, etc. A loss of funding for teacher salaries would be difficult for the district.

PRINCIPALS 30-60-90 UPDATE

Steve Carroll, Southside Elementary Principal, led off the 30-60-90 updates by addressing the Board on behalf of all principals. Mr. Carroll informed board members that principals were meeting during the day prior to each monthly board meeting with the common goal of maintaining instructional practices. Principals will rotate presenting for the group at future board meetings.

Mr. Carroll followed his presentation with an update on Southside Elementary School’s 30-60-90 plan. The school’s current focus is to have students chart their on mastery.

Maureen Patrick, Beattyville Elementary Principal, discussed Think Link results and the tracking of student/teacher data.

Karen Angel, Lee County Middle School Principal, provided a report on discipline data and bullying prevention activities.

Mark Murray, Lee County High School Principal, informed board members that the high school was working on their policy for credit recovery.

BUDGET REPORT

Zina Gibson, District Finance Officer, presented the monthly budget report. Copy on file.

PERSONNEL

Superintendent Evans reported the following personnel changes: Rhonda Brandenburg has resigned her position as instructional assistant effective September 21, 2012. Lesa Caudell will be moving from the instructional assistant position in the FMD classroom to fill Ms. Brandenburg’s vacancy.

29-13 PAY BILLS & CLAIMS

Upon recommendation, on motion of Curtis Davis, seconded by Janie Thorpe, and by unanimous vote, it was ordered to pay the bills and claims in order as presented. Copy on file. ANY OTHER BUSINESS

Superintendent Evans provided an invitation to board members from Sonya Spencer, Director of Friends of the Lee County Public Library to attend the Legislative Meet & Greet on October 23, 2012.

Board members were given an October 2012 Lee County School District Calendar.

Superintendent Evans distributed the Your Duty Under the Law – The Kentucky Open Records and Open Meetings Acts, and Managing Government Records A Cooperative Undertaking – An Introduction to Kentucky’s Public Records Management Law to board members and to principals to present to their SBDM and/or Advisory Council members.
