HEAD OF PLANNING SERVICES REPORT 15 - 146 To consider and Take any appropriate action on the attached reports of The Head of Planning Services in respect of the planning applications received for the northern area of Herefordshire, and to authorise him to impose any additional conditions and reasons considered to be necessary. Plans relating to planning applications on this agenda will be available for inspection by members during the meeting and also in the Council Chamber from 1.30 p.m. on the day of the meeting. EXCLUSION OF THE PUBLIC AND PRESS In the opinion of the Proper Officer, the next item will not be, or is likely not to be, open to the public and press at the time it is considered. RECOMMENDATION: THAT the public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in Schedule 12(A) of the Local Government Act, 1972 as indicated below. 6. ITEM FOR INFORMATION - ENFORCEMENT 147 - 148 To note the Council’s current position in respect of enforcement action for the northern area of Herefordshire. This item discloses information relating to : Any instructions to counsel and any opinion of counsel (whether or not in connection with any proceedings) and any advice received, information obtained or action to be taken in connection with: (a) any legal proceedings by or against the authority, or (b) the determination of any matter affecting the authority (whether, in each case, proceedings have been commenced or are in completion). Information which, if disclosed to the public, would reveal that the authority proposes: (c) to give under any enactment a notice under or by virtue of which requirements are imposed on a person; or (d) to make an order or direction under any enactment. Any action taken or to be taken in connection with the prevention, investigation or prosecution of crime. Public Transport Links • Public transport access can be gained to Brockington via bus route 75. • The service runs every half hour from the ‘Hopper’ bus station at the Tesco store in Bewell Street (next to the roundabout junction of Blueschool Street / Victoria Street / Edgar Street). • The nearest bus-stop to Brockington is located in Old Eign Hill near to its junction with Hafod Road. The return journey can be made from the same bus stop. The company received a direct award contract to continue operating the West Midlands franchise until October 2017. The author is grateful for the help of many members of the society and the village, and for having had access to many documents, photographs and other information as stated in the references and acknowledgments at the end of the article. The Racecourse looking northwest towards Colwall Stone. © Aerofilms Ltd. This aerial photograph (overleaf) was taken above the Evendine Lane looking northwest towards the village on 7th June 1933. The tree lined parade ring can be seen in the left foreground. The winning post and judges box are beside the running rails in front of the members enclosure. Tattersalls and the public enclosures run back round the course towards the final steeplechase jump. If you walk down to Colwall railway station, cross over the lines by the footbridge, follow the path down to the fields beyond and pause to gaze over the grassland towards the ancient earthworks of British Camp, you are looking at the site of Colwall Park Racecourse. No trace remains today of this once famous National Hunt racecourse which was the venue for regular meetings for 39 years from 1900 onwards. Yet, had you stood there just before a race day in the first four decades of the twentieth century the scene would have been very different. You would have seen white wooden posts and rails marking the one and a half mile circuit, jumps across the track, stands for spectators, a platform for the judges, changing rooms for the jockeys, bars in marquees for the race goers and all the other paraphernalia that goes with National Hunt horse racing in this country.

We have engaged with a number of our partner organisations as we have developed this Strategy, and would now appreciate feedback from all interested parties both on the Strategy as a whole, but also specifically on the questions below: 1. Has the Strategy identified the key drivers for change on the rail network and reflected the main growth areas in our service plans? 2. Is the 6-4-2 trains per hour frequency aspiration an appropriate approach for improving services across the network? 3. Does the Strategy respond appropriately to the opportunity that HS2 will bring to the West Midlands region? 4. Does the Strategy appropriately identify the economic benefits to the region that rail can deliver? 5.     EARLY BRITISH RAILWAY TUNNELS The implications for planners, landowners and passengers between 1830 and 1870 Hubert John Pragnell Doctor of Philosophy University of York Railway Studies October 2016 2 3 Abstract Of the many fears of early railway travellers, speed and a journey through a dark tunnel were among the greatest. This thesis looks at railway tunnels and their place in the minds of travellers, landowners, engineers and navvies, writers, journalists and artists, during the pioneering days of railway development up to 1870. Although tunnels and tunnelling occupy an important place in engineering literature, they have been neglected by social historians. The intention of this thesis is to demonstrate that tunnels are worthy of as much attention as other railway structures such as the station, which has been the subject of railway literature in recent years. Chapter 1 begins with a review of recent railway literature in which the railway tunnel has been introduced as a secondary topic. Chapter 2 discusses the problems involved in early tunnelling, and uses Brunel’s Box Tunnel as a case study. Chapter 3 discusses the relationship between railway companies, landowners and Parliament. Lord Lichfield and the Trent Valley Railway at Shugborough Hall are used as a case study. Chapter 4 discusses tunnels in early railway guide books and literature. It also examines their depiction in railway prints, as an architectural feature in their own right or set into a wider landscape with its own message for the viewer. Particular reference is made to pictures by J.C. Bourne for his volumes on the London & Birmingham and Great Western railways.
