1 - HÓQUEI EM PATINS

1.1 – COMPETIÇÕES EUROPEIAS ÉPOCA – 2020/2021 Para os devidos efeitos publicam-se os Comunicados AS – 02/2020, AS -03/2020, AS – 04/2020, AS – 05/2020, AS – 06/2020 e AS/07/2020 da Word Skate Europe Rink- Hockey no qual se encontram definidos os critérios para as Competições Europeias, bem como diversa informação sobre a Época 2020/2021.

1.2 - CAMPEONATO NACIONAL MASCULINO DE SUB 23 Na sequência da reunião do Grupo de Trabalho, constituído por FPP (Vice-Presidente HP e Diretor Técnico Nacional), Presidentes das Associações de Patinagem de Porto, Aveiro, Lisboa e São Miguel (Açores) e Representantes das Associações Nacionais de Clubes e Treinadores, foram abordados vários temas entre os quais o Campeonato Sub23, com as seguintes decisões:

De forma a contribuir no processo de transição dos atletas entre as competições de jovens e seniores, a F.P.P. vai dar continuidade ao Campeonato Nacional Masculino Sub23.

Conforme documento “O Futuro do Hóquei em Patins Sénior”, e sobre o plano de ação desportiva de incentivos ao Hóquei em Patins, elaborado pela FPP, o Campeonato Nacional Sub23, continua isento das Taxas de Organização e Inscrição. Tem ainda benefício de 50% de redução da Taxa de Transferência e benefício de 50% da Taxa de Arbitragem.

Com início na época 2020/21, de forma a flexibilizar a criação de equipas Sub23 e evitar possíveis abandonos de jovens atletas, os clubes podem inscrever no Boletim de Jogo oficial, no máximo, 2 atletas até aos 25 anos da idade, que não completem 26 anos até 31 de dezembro do ano de início da época a que se refere a inscrição.

Modelo Competitivo 2020/21 1ª Fase Nacional Fase a 3 zonas: Zona Norte, Zona Centro, Zona Sul.

Campeonato a 2 voltas para apurar 2 equipas de cada zona, para a Fase 3.

O número de Jogos é dependente das equipas que vão participar.

2ª Fase – Play-Off Prova a realizar sob o sistema de campeonato a 1 volta de forma concentrada em um fim- de-semana.

Participam no Play-Off as seguintes equipas: Campeão das Regiões Autónomas; 3º Classificado da Zona Norte, 3º Classificado da Zona Centro e 3º Classificado da Zona Sul.

3ª Fase – Apuramento de Campeão Participam nesta Fase 8 equipas: 1º e 2º Classificado da Zona Norte; 1º e 2º Classificado da Zona Centro; 1º e 2º Classificado da Zona Sul; 1º e 2º Classificado do Play-Off.

Prova concentrada em dois fins-de-semana. Primeiro fim-de-semana, 2 grupos de 4 equipas as quais vão disputar um Campeonato a uma volta. Segundo fim-de-semana, são realizados ¼ de Final, ½ Final e Final.

Dear Gentlemen:

After videoconference meetings against the current covid-19 state, this committee of the World Skate Europe-Rink Hockey Technical Commission (WSE-RH), attended by Agostinho Silva, Francesc Gil, Catia Ferretti, Ricardo Oliveira, Carlos Raposo and Stefano Zamperin. After discussing and approved the new functional structure for WS Europe-RH, the new procedures that must be associated with it by the affiliated Federations, Clubs and European Referees, with procedures that enter into force immediately.

1. Functional STRUCTURE of WS EUROPE-RH

2. PROCEDURES TO FEDERATIONS, CLUBS AND REFEREES

According to the information provided in the preceding paragraph, all Federations, Clubs and Referees of Europe shall address their communications, requests or clarifications to their respective responsible for above. Consequently, and from now on, we want to draw your attention to the need to ensure that all future contacts with WSE-RH are made according to the following criteria:

Subject : 2020 / 2021 SPORTS SEASON - REGULATIONS EUROPEAN CLUB COMPETITIONS

Dear Gentlemen:

The 2019 / 2020 season, when it did not end due to the COVID-19 pandemic, makes it possible to some pre-procedure for the 2020 / 2021 season, in the sense of whether the number of clubs that will sign up, makes it possible or not to maintain the current competitive model. Therefore, please consider the below:

1. PRE-REGISTRATION PROCEDURES

1.1. By the deadline of 30 June 2020, including all National Federations must send the WSE-RH a PRE- REGISTRATION notice, with the designation of their affiliated clubs who are entitled to participate in the different European club competitions, to compete in the sports season 2020 / 2021; 1.2. By the deadline of 31 July 2020, inclusive, all National Federations must send to the WSE-RH a DEFINITIVE registration notice, with the designation of their affiliated clubs who are entitled to participate in the different European club competitions, to compete in the sports season of 2020 / 2021; 1.3. For designated Clubs, each of the National Federations must ensure that they meet the conditions necessary for their final registration, in particular regard to the settlement of any debts and the payment of the amounts relating to their final registration.

2. CLUB REGISTRATION PROCEDURES

2.1. For any sporting season, the registration of clubs in European competitions can only be accepted by the WSE-HR after the following procedures have been complied with: 2.1.1. This is the case, the payment of outstanding debts to WS EUROPE in relation to the previous sporting season(s). 2.1.2. The proper receipt of the forms that are required, together with the payment – as set out in point 2 of this Notice – of the registration fees required, which are related to: 2.1.2.1. Club registration in any of the competitions (Form 1) 2.1.2.2. The registration of team representatives – duly validated and confirmed by the National Federation of Affiliation – which must include: • The identification of the "players" (Form 2, together with the corresponding photos) • The identification of "other representatives" (Form 3, together with the corresponding photos and the functions performed)

2.2. RESTRICTIONS ON THE REGISTRATION OF PLAYERS FROM CLUBS Player registration is subject to the following restrictions: 2.2.1. Together with your registration, each club will have to register a minimum of 8 players (2 goalkeepers and 6 track players) 2.2.2. Until December 31 of each year, each club may register a maximum of 16 players (including at least 3 goalkeepers) 2.2.3. Clubs may only register 2 players who have the nationality of an extra-Community country 2.2.4. In the case of the registration of any player who has dual nationality – including the nationality of an extra-Community country – it is mandatory to send to the WSE-RH – together with their registration – a copy of their personal passport from a Community country, demonstrating the regularity of their registration by the club in question

OFFICIAL COMMUNICATION Ref.: AS-03 / 2020 2.3. RESTRICTIONS ON THE REGISTRATION OF OTHER CLUB REPRESENTATIVES 2.3.1. Together with registration, any club is required to register at least one Director/Delegate and a Head Coach as "other representatives", taking into account that their presence will have to be ensured in any game of their club, as is clearly established in the "Rules of Play" that are in force. 2.3.2. Consequently, no deadline or limitation is established with regard to the additional registration or replacement of any of the "other representatives" of the clubs (Director/1st Delegate, Director / 2nd Delegate, Head Coach, Assistant Coach, Physician, Masseur/Nurse/Physiotherapist, Mechanic /Wardrobe)

3. EUROPEAN COMPETITIONS - FEES PAYABLE BY CLUBS PARTICIPATING IN THE DIFFERENT COMPETITIONS

3.1. CLUB REGISTRATION FEES - TEAM + PLAYERS + OTHER REPRESENTATIVES

3.2 CLUB REFEREEING FEES – MATCHES PLAYED ON YOUR PLAYING TRACK, AS 'VISITED CLUB'

3.2.1 Clubs are also responsible for reimbursing WS Europe-RH for the additional expenses – duly justified – that are settled to the Referees, Technical Delegates and / or members of WS Europe-RH

(*) Important note: When no "proposal" is made for the organisation of the Final 4 of a European club competition, the qualifiers of the final 1/2 and the Final in question will be played in two hands (a match in "own venue" and a match in the "opponent's enclosure" by each of the clubs qualified for the competition).

4. FINAL 4 OF THE EUROPEAN COMPETITIONS - PAYMENTS TO BE MADE TO THE FINALIST CLUBS

5. TELEVISION PRODUCTION OF BROADCASTS OF MAJOR EUROPEAN ROLLER HOCKEY EVENTS

5.1. Given that WSE-RH is the sole entity responsible – on behalf of World Skate Europe – for negotiating and selling the tv rights of all European hockey and skating events, it is important to remember what conditions will have to be met by the respective organisers, depending on the two alternatives that are defined in our "Communication Regulation”.

5.1.1. THE ORGANIZING BODY ENSURES THE TV PRODUCTION OF ALL COMPETITION GAMES Under this option, the organising body must submit a written proposal for WSE-RH approval, with the following information: • The entity that will be responsible - in accordance with the standards specified by WSE- RH - for ensuring the television production of all roller hockey games in the competition in question • The television channel that will be responsible for ensuring the television broadcasts, which will be limited to the country where the event will take place. In addition, the organiser will have to ensure that a document from the entity responsible for the television production of the event is sent to the WSE-RH, where it formally makes the following commitments: • Ensure transmission by "ESRB. TV" signal "web streaming", ensuring the live transmission (open and free) of each game of hockey on skates of the same event. • Ensure the transmission of the "satellite signal" that is necessary for the transmission of any competition game in question by countries – in addition to the host country – depending on the specific requests that are foreseen and formally authorized by the WSE- RH.

5.1.2. THE ORGANISER PAYS WSE-RH A FINANCIAL CONTRIBUTION TO THE TV PRODUCTION OF THE GAMES Under this alternative, WSE-RH will take over the television production of all the games in the competition, and the organiser is obliged to guarantee a financial contribution – in return for obtaining the television rights for the country where the event will take place – by paying the WSE- RH of: • € 15,000 in the case of the Euroleague Final 4 • € 15,000 in the case of the Continental Cup Final 4 • € 15,000 in the case of the WS Final 4

5.2. Regardless of the choice of any of the options referred to in paragraphs 5.1.1 and 5.1.2 above, the event organiser will not pay the WSE-RH any additional fee and may sell – for one or more TV channels – the television broadcast rights that are limited to the country in which the competition takes place.

Dear Gentlemen:

As the 2019 / 2020 season when it did not end due to the COVID-19 pandemic, it forced to deliberate that the values for determining the "RANKINGS" of Clubs and Federations for the 2020 / 2021 season, are the values that at the beginning of last season (2019 / 2020) were calculated, and that below are listed:

• After the end of each sporting season, two distinct rankings will always be drawn up: a) The "ranking" of clubs participating in women's club competitions (Women's League Cup) c) The ranking of clubs participating in men's club competitions (Continental Cup, Euroleague and WS Europe Cup) • For the definition of each of the annual rankings of European club competitions will always be considered the results obtained in the set of 4 consecutive sports seasons, that is, through the sum of the points awarded either in the season in question or in the 3 sports seasons immediately preceding. • Consequently, the rankings for the season of 2020 / 2021 - now published in this Press Release - include the sum of the results obtained by each club in the seasons 2018 / 2019, 2017 / 2018, 2016 / 2017 and 2015 / 2016.

1. EUROPEAN WOMEN'S SENIORS COMPETITION RANKING - SEASON 2020 / 2021

1.1. POINTS AWARD TABLE ACCORDING TO THE RANKINGS OBTAINED IN THE LAST 4 SEASONS For the purpose of enhancing their sporting performance in the Women's League Cup, the award of points to each club – and in each of the 4 sporting seasons in question – was made on the basis of the following "table":

Subject : EUROLEAGUE 2020 / 2021 - "SHARE" PER FEDERATION FOR THE REGISTRATION OF ITS AFFILIATED CLUBS

Dear Gentlemen:

The 2019 / 2020 season, when it did not end due to the COVID-19 pandemic, forced to deliberate that the values for determining share for the 2020 / 2021 season, are the values that at the beginning of last season (2019 / 2020) were calculated.

1. EUROLEAGUE SEASON 2020 / 2021 - CLUB REGISTRATION

1.1. The EUROLEAGUE is a European competition of senior men's clubs and only clubs that are affiliated with the Federations of England, , , Italy, Portugal, Spain and , which are the only ones that, at European level, have an effective capacity for the annual organization of the National Championships of their country. 1.2. In this competition participate 16 clubs, which compete in a competition 1.3. European Federations are not allowed to ensure the registration in EUROLEAGUE of any club that: 1.3.1. Keep outstanding debts to WS Europe, a situation that will always have to be properly controlled. 1.3.2. Have not participated – during the season immediately preceding the EUROLEAGUE in question – in the National Championship of the highest level of the Federation of your own country. 1.3.3. You cannot compete – because you have been relegated to a lower level – the National Championship of the highest level of the Federation of your country at the time of the EUROLEAGUE in question 1.3.4. 30 June, 2020 is the deadline for each National Federation – depending on the registration share allocated to it – to ensure to the WSE-RH the PRIOR indication of the clubs of its affiliates who will participate in the EUROLEAGUE of the 2020/ 2021 season. 1.3.5. 31 July , 2020 is the deadline for each National Federation – depending on the registration share allocated to it – to ensure to the WSE-RH the DEFINITIVE indication of the clubs of its affiliates who will participate in the EUROLEAGUE of the 2020 / 2021 season.

2. DEFINITION OF "REGISTRATION SHARE" BY EACH EUROPEAN FEDERATION

2.1. For each sporting season, the "definition" of the "registration share" of the European Federations is always based on the updated ranking of the European Men's Senior competitions – Continental Cup, EUROLEAGUE and WS Europe Cup – a ranking that is annually established and officially published by the WSE-RH. Like this and as initial introduction of this communiqué, the values of the "registration share", are those referring to the beginning of the 2019 / 2020 season. 2.2. On the other hand, and for the EUROLEAGUE, each European Federation will have to ensure: 2.2.1. As a minimum, one (1) registration, which must be awarded (mandatorily) to the national champion in title. 2.2.2. As a maximum, four (4) entries, in which – in addition to the national champion in title – will also have to integrate the EUROLEAGUE Champion in title (if that is the case and whenever it does not coincide with the national champion in title). 2.3. Consequently – and based on the ranking of the 2019 / 2020 season, released by the official Communiqué FG-014/2019 – we then present the "framework" of reference of the "registration share" of each of the European Federations in relation to the EUROLEAGUE to be played in the 2020 / 2021 season.

2.4. Taking into account the reference table presented in the previous paragraph – and since each European Federation can only have assigned a maximum of 4 (four) "registration share" in the EUROLEAGUE – we have the calculation – using the "Hondt method" – of each of the 4 (four) "REGISTRATION SHARE" assigned to each of the European Federations, as indicated in the following table:

OFFICIAL COMMUNICATION Ref.: AS-05 / 2020 2.5. Subsequently – and in view of the restriction on the participation of only 16 clubs in any edition of the EUROLEAGUE – we set the "registration share" allocated and not allocated to each European Federation, as indicated in the following table:

3. REPLACEMENT OF "REGISTRATION SHARE" WHICH HAD BEEN AWARDED TO A EUROPEAN FEDERATION

In view of several situations that have occurred in previous times and in particular the pandemic of the coronavirus COVID-19, it may happen that a European Federation takes the decision – in relation to a "registration share" that has been granted to it - to give up to ensure the registration in the EUROLEAGUE of any of the clubs its affiliate. Consequently, its replacement may be ensured by the registration of a club affiliated with another European Federation, which will have to be ensured in accordance with the "order of priorities" set out in the following table:

The 2019 / 2020 season, when it did not end due to the COVID-19 pandemic, makes it possible to some pre-procedure for the 2020 / 2021 season, in the sense of whether the number of clubs that will sign up, makes it possible or not to maintain the current competitive model. Like this, with the approach of the sports season of 2020 / 2021, the Women's League Cup to this date will be played according to the competitive model that in the season 2019 / 2020 prevailed and that below again is informed, as established in the following points:

1. WOMEN’s LEAGUE CUP - PARTICIPATION OF TEAMS

1.1. Each national affiliated Federation may register a maximum of 4 clubs, always having to indicate what the "order of priority" in the registrations they make (national champion, 2nd place, Cup winner, etc.). 1.1.1. When the total number of entries exceeds 16 teams, the qualifying rounds will be made that prove necessary.

2. WS EUROPE CUP - PARTICIPATION OF TEAMS

2.1. Each national affiliated Federation may register a maximum of 5 clubs, always having to indicate what the "order of priority" in the registrations they make.

3. REGISTRATION OF PARTICIPATION OF TEAMS

3.1. June 30, 2020 is the deadline for each National Federation – depending on the registration share allocated to it – to ensure to the WSE-RH the PRIOR indication of the clubs of its affiliates who will participate in the Women’s League Cup of the 2020 / 2021 season.

3.1.1. In the following period, the WSE-RH will produce information on the competitive model

3.2. July 31, 2020 is the deadline for each National Federation – depending on the registration share allocated to it – to ensure to the WSE-RH the DEFINITIVE indication of the clubs of its affiliates who will participate in the Women’s League Cup of the 2020 / 2021 season.

PROVISIONAL calendar with the maximum of competition days scheduled during the 2020 / 2021 season of the 3 competitions (Euroleague, Female Cup and WS Europe Cup).

In addition, PROVISIONALLY WS-Europe RH determines the next days for each competition:

The 2020 Continental Cup will not be played due to the cancellation of the Euroleague and WS Europe Cup of the 2019 / 2020 season.

The final calendar 2020/2021 will be published during the month of August, after the registration period (31 July) and after defining the format of each competition. The calendar will also include the 2021 nation competitions.
