This two-span iron truss bridge is tHe sole surviving example of a type that played a critical role in railroad develop­ ment, a story that has characteristically been dominated by the parallel progress of the locomotive. The 1&5Q structure, patented in 1852, was- a. small span of seventy-six feet and to some extent experimental. The design was undoubtedly inspired by the classical method of strengthening a wood beam by the addition of an iron truss rod below. The Bollman truss was invariably of composite construction: those members subjected to tensile stresses were of wrought iron; those in compression were of cheaper rn cast iron. rn George K. Fitch in the Baltimore Engineer says: z The idea of an all iron bridge was not t/» original with Bollman. Such bridges were fairly common in England, the material at first being H cast iron. The development of wrought iron and 7Q its use in combination with cast iron made a a satisfactory structure but the idea failed to n interest American designers principally because H of the abundance of timber and the difficulty of obtaining sufficient quantities of usable iron. By 1850, manufacturing of iron products in America had overcome any shortage. The truss designed by Bollman was not in a true sense a truss. Rather it partook of the nature of a suspension bridge. It has been said that Latrobe, junder whom Bollman worked, was skeptical of the prevalent trussing system in which the separate panel loads were accumulative­ ly carried back to the end posts. In the Bollman design each panel load was individually carried back to the end of the bridge. Bollman adopted the familiar "king post" method of strengthening a beam by placing a short post underneath the beam at the center 0 point and supporting the bottom end of the post ^ by diagonal tension rods attached to the ends A of the beam. The Thomas Viaduct, Howard and Baltimore Counties, and the Baltimore and Ohio Transportation Museum, Baltimore City, have been so designated as fitting recognition of the vital role played by the Baltimore and Ohio Railroad in America's internal communication and transportation. The Bollman truss, it can be fairly stated, played as vital a ULJ role in the railroad's development as did any other single LJ aspect of its early plant. The Bollman truss bridge at Savage is the only structure in Maryland designated as a National Historic CiyiJ_,En.gineering Landmark (1966) by the American Society orCivil Engineers. Bollman, serving under Benjamin H. Latrobe as "Master of Road" for the Baltimore and Ohio Railroad, gave form to the concept with what he termed a "suspension" truss. From its inception, as the first commercially organized railroad in the United States, the Baltimore and Ohio was a pioneer venture. Its innovations in railway construction, motive power and.structural engineering, influenced and "Ted the thinking of railroads around the world. No single departure was more crucial than the decision of Benjamin H. Latrobe, the Railroad's Chief Engineer, in about 1848, to substitute iron for timber in all major bridges along the line, both old and new, to eliminate fire hazard^ rot and the other defects and hazards inherent in timber construction. The Capital Budget is submitted much earlier than the Operating Budget to accommodate deadlines associated with submission of the Capital Budget to the Maryland State Department of Education. The Board of Education must approve the capital budget request priority listing prior to its submission to the state by its October due date to apply for state funding for eligible projects for the FY 2016 Capital Budget. A copy of the priority list is attached.     THE BALTIMORE & OHIO RAILROAD Incorporated 1827 THE FIRST COMMERCIAL RAILROAD IN THE UNITED STATES The first thirteen miles of the B&O Railroad ran from Baltimore’s Mount Clare Station through the Patapsco River Valley to Ellicott’s Mills. Halfway, passengers stopped for lunch at Relay while a fresh horse was hitched to the box-shaped closed car. The routes chosen for railroads often followed the course of rivers, providing a scenic and delightful view for passengers. However, scenery had nothing to do with the choice of routes. River valleys cut through mountains and provided railroads easy grades that were close to sea level. The more level the railroad grade, the lower fuel consumption and the faster the trip, which helped the railroad to show a higher profit. On July 4, 1828, Charles Carroll of Carrollton, the last surviving signer of the Declaration of Independence, dug the first spade of dirt to start construction of the B&O railroad. The Thomas Viaduct, a multiple-arch stone bridge, curves across the Patapsco River in a graceful four degree arc. Started on July 4, 1832, it was dedicated July 4, 1835. It cost $142,236. Nicknamed “Latrobe’s Folly,” it was expected to dramatically collapse in a cloud of dust as the first train rolled across. Architect Benjamin H. Latrobe planned for the 612 foot, eight-arched bridge to stand through time like the pyramids of Egypt. Latrobe was right and the skeptics were wrong. Today, in testimony to his genius, all the interlocked granite blocks remain in place. The Thomas Viaduct, a survivor of disastrous floods, stands majestically today as a National Historic Landmark and the icon of the Patapsco River Valley.

    September 24, 2019 Dear Members of the Board of Education, Thank you very much for allowing me to speak tonight. think it is very important that you hear a student's perspective on redistricting. My name is Bert Roberts IV and I live in Polygon 16, which is part of the Dickinson neighborhood in Kings Contrivance. I attend Hammond MS, and I have a younger brother in 5 grade and a sister in Kindergarten at Athotton elementary. My sister in kindergarten is up for being redistricted to Guilfbrd elementary from Atholton elementary. I am opposed to this for many reasons. My sister has been around the Atholton community her whole life. She is so comfortable going to Kindergarten because she has been around this place so many times for school activities like reading picnics, chess club, fun runs, and lunches with her brothers. It is really cool knowing that she might have the same teachers as my brother and I. It was also cool how exdted the teachers got, knowing they were going to get another Roberts kid, her Kindergarten teacher is the same teacher I had for first grade! If she has to start over at a new school next year, it will be a school she has never been around, and she will probably be really nervous. I am also asking that you please keep Polygons 13, 14, 15, which are also located in the Dickinson Community, going to Hammond Middle School instead of the currently proposed redistricting to Lake Elkhorn Middle School. All of the kids that I know from Atholton elementary school would be redistricted to another middle school, and some of them I wouldn't even see in high school.
