MINUTES OF THE PLANNING, FINANCE AND GENERAL PURPOSES COMMITTEE HELD ON 26 NOVEMBER 2007
PRESENT: The Deputy Town Mayor, Councillor Allan Knox in the Chair; Councillors Sue Appleton, Rosemary Connor, Simon Entwistle, Glyn Fowler, Ruth Hargreaves and Mary Robinson The Town Clerk
APOLOGIES Apologies for absence were received from the Town Mayor and Councillors Chris Punchard and Alan Yearing.
P95.07 MINUTES The Minutes of the last meeting held on 15 October 2007 were approved and signed by the Chairman.
P96.07 PLANNING APPLICATIONS Consideration was given to planning applications for weeks ended 9 and 16 November 2007.
RESOLVED: (1) That no objection be raised to any of the following applications: 3/2007/1056; 1057; 1058; and 1073; and
(2) That Ribble Valley Borough Council be informed of the following objections:-
3/2007/1034 - Variation of Condition 5 of planning consent- 3/2006/00004P to extend opening hours on Christmas Eve, New Year’s Eve and some days in Bank Holiday weekends – SO Bar, 1B King Street, Clitheroe.
The Town Council objects to this application with the exception of New Year’s Eve on the ground that they consider there will be noise nuisance caused to residents in the vicinity if the hours were extended on the other days.
3/ 2007/ 1035- Modification of Condition 5 of planning consent 3/2006/00004 to extend opening hours on Friday and Saturday evenings – SO Bar, 1B, King Street, Clitheroe.
The Town Council objects to this application as they consider there will be noise nuisance caused to residents in the vicinity.
3/ 2007/ 1043 – Installation of folding sliding doors. Creation of two small outdoor seating areas. Re- submission – Emporium Café & Wine Brasserie, Moor Lane, Clitheroe.

The Town Council note that the application relating to the folding sliding doors is retrospective. They consider that as the applicant went ahead with the work without planning consent the owners should be required to reinstate the original windows.
Furthermore, the Town Council objects to the application to provide two small outdoor seating areas on the grounds that they will be taking part of the footpath which will constitute an obstruction for pedestrians and the proposal will be detrimental to highway safety at a busy roundabout.
3/ 2007/ 1049 - Proposed two storey extension to front and single storey extension to the rear. (Resubmission) – 29 Riverside, Clitheroe.
The Town Council object as they consider that the proposal will constitute over development of the site which will have an impact on neighbouring properties.
P97.07 ACCOUNTS The Town Clerk submitted details of balances as at 31 October 2007 together with Actual/ Estimated Income and Expenditure for October and November 2007.

He reported that he had transferred £20,000 from the BBRT Account to the BPA Account , and £18,000 from the BPA Account to the Current Account.
RESOLVED: That the Accounts and Bank Transfers be approved.
- 110 - P98.07 RIBBLE VALLEY CORE STRATEGY ISSUES AND OPTIONS The Town Clerk reported that the Town Council had been invited to complete a questionnaire leaflet relating to the Issues and Options stage of the consultation exercise being carried out by Ribble Valley Borough Council on their Core Strategy which forms part of the Districtwide Local Plan.
RESOLVED: That the Town Clerk be asked to inform Ribble Valley Borough Council that each Town Councillor will respond individually.
P99.07 LANCASHIRE LOCALS CLIMATE CHANGE FUND The Town Clerk reported the receipt of a letter from the Environment Policy Officer at Lancashire County Council informing the Town Council about the new Lancashire Locals Climate Change Fund. The first deadline for applications is the 31 January, 2008. Money is available in each district and will be allocated through the Lancashire Local Committee. The Fund is available for community groups and parish councils and not for installation of renewable energy technology at private homes or schools. Full details about the fund and application forms are available at www.lancashire.gov.uk/environment/climatechangefund.
The Town Clerk also made available a leaflet outlining details of the Fund.
The Deputy Town Mayor reported that he understood an amount of £30,000 would be available for distribution in each Lancashire Locals District.
RESOLVED: (1) That the Town Clerk be asked to forward details of the Fund to those Organizations assisted through the Town Mayor’s Welfare Fund: and
(2) That with reference to Minute No P61.07 (July 2007) of this Committee, the Town Clerk be asked to draw to the attention of Clitheroe the Future the existence of this Fund which could assist in implementing the Town Council’s desire to reduce or remove the use of plastic bags in Clitheroe, at the same time asking that organization for their comments on this matter and report back to a future meeting of the Town Council once a reply has been received.
- 111 - P100.07 LANCASHIRE COUNTY COUNCIL – ROAD TRAFFIC REGULATION ACT 1984 (CHURCH BROW GARDENS, CLITHEROE, RIBBLE VALLEY BOROUGH) (PROHIBITION OF WAITING) ORDER 200* The Town Clerk submitted a copy of the above Order and Plan the effect of which will be to introduce No Waiting , at any time, on that length of Church Brow Gardens, Clitheroe, on both sides from a point 8 meters south - east of Church Brow for a distance of 18 metres in a south – easterly direction.
RESOLVED: (1) That consideration of this matter be deferred to the next meeting of this Committee as Members are unclear why the Order is being proposed; and
(2) That County Councillor Stephen Sutcliffe be invited to attend the meeting to outline, what he understands, are the reasons for introducing the proposed Order.
P101.07 GREAT DAYS FESTIVAL 2008- REQUEST FOR FINANCIAL ASSISTANCE. The Town Clerk reported the receipt of a letter from the Great Days Festival Development Organizer requesting the Town Council to provide financial support for a Festival which was being planned for the 17 and 18 May, 2008 in Clitheroe .
The Town Clerk reported that no provision had been made in the 2008/09 revenue budget under the heading Donations as the Town Council had been given to understand that a Great Days Festival was not planned in 2008.
RESOLVED: That a grant of £700 be made available towards the costs Of the Great Days Festival in 2008 to be met from the Miscellaneous Contingency budget heading.
