1. PROGRAMME AREA & SPECIFIC PROJECT INVOLVED :
Programme area - Output 1: Strengthened political commitment and national capacity to legislate, plan and budget for children.
Programme area - Output 2: Increased national capacity to ensure availability of, and access to, services and to strengthen systems.
Specific project: Technical Support to Health Section, Ministry of Planning, Development and Reforms, Government of Pakistan

Purpose of short-term assignment:
UNICEF aims to support the Government of Pakistan at federal and provincial levels in its efforts to promote and fulfill the rights of children. In so doing, UNICEF supports a range of interventions that cut across the areas of policy and legislative reform, strengthening institutional capacity to deliver child-centered services, social and behavior change, social mobilization and preparation for and response to emergencies.
With particular regard to strengthening civil registration and vital statistics systems in Pakistan, countries in Asia and the Pacific recently agreed that further regional action be taken to support the improvement of civil registration and vital statistics (CRVS) systems, pursuant to Resolution 69/15 of the United Nations Economic and Social Commission for Asia and the Pacific. The said regional action framework responds to that request as a catalyst for Governments and development partners to focus and accelerate their efforts to realize a shared vision during the civil registration and vital statistics decade for Asia and the Pacific (2015 to 2024).
CRVS is defined as the continuous, permanent, compulsory and universal recording and production of vital statistics on the occurrence and characteristics of vital events in accordance with national laws, rules, regulations and policies from time to time in force, including births, deaths, feotal deaths, marriages, divorces, adoptions, legitimations and recognitions. (http://www.getinthepicture.org/background) Specifically, the shared regional vision is that, by 2024, all people in Asia and the Pacific will benefit from universal and responsive CRVS systems that facilitate the realization of their rights and support good governance, health and development.
Further, it is anticipated that the goals and targets of the regional action framework will effectively guide progress at the national level towards achievement of the shared vision during the course of the decade 2015 to 2024. They recognize core human rights principles of progressive realization, non-regression, non-discrimination and equity, which apply to all countries and areas.
The three goals are:
(a). Goal 1: Universal civil registration of births, deaths and other vital events;
(b). Goal 2: All individuals are provided with legal documentation of civil registration of births, deaths and other vital events, as necessary, to claim identity, civil status and ensuing rights;
(c). Goal 3: Accurate, complete and timely vital statistics (including on causes of death) are produced based on registration records and are disseminated.
The realization of the shared vision depends on coordinated and concerted efforts to develop and enhance the capacities of stakeholders in seven action areas, which are:

(a). Political commitment;
(b). Public engagement, participation and generation of demand;
(c). Coordination;
(d). Policies, legislation and implementation of regulations;
(e). Infrastructure and resources;
(f). Operational procedures, practices and innovations;
(g). Production, dissemination and use of vital statistics.
In Pakistan, the Health Section, Ministry of Planning, Development and Reforms, is the lead agency tasked with implementing the Regional Action Framework, the primary step being the development of a comprehensive national CRVS strategy.
Under the chairmanship of the Federal Minister, a national CRVS Steering Committee, has been formed which includes the participation of all relevant ministries, provincial departments, the National Data and Registration Authority (NADRA) and international partners - primarily UNICEF, WHO and Plan International. Since June 2013, the Ministry has taken a number of steps for the promotion of CRVS in the country, including:
o Delivery of advocacy seminars for the promotion of CRVS – all Provinces o Delivery of CRVS Rapid and Comprehensive Assessment Studies o Delivery of National and Provincial CRVS Steering Committee meetings o Piloting of innovative CRVS initiatives
In order to support technically the Government of Pakistan in its further endeavors to develop a national CRVS strategy, UNICEF proposes to fund the services of a highly-qualified, committed and creative CRVS expert to advice on and refine specific strategy development approaches under the Regional Action Framework. It is anticipated that the inputs will greatly assist in ensuring the formulation of a high-quality national CRVS strategy to optimize the attainment of Goals 1, 2 and 3 agreed within the shared vision of the Asia Pacific region and also contribute to the first report of Pakistan on the implementation of the Asia Pacific CRVS Plan.
3. WORK ASSIGNMENTS & DELIVERABLES:

Conduct comprehensive assessment of the current CRVS system in CRVS assessment report, including 30 working days Pakistan, including a review of the vertical and horizontal basic statistical analysis institutional/administrative structure and legislative framework, supported by a basic statistical analysis and findings of previous 2013 assessment.
At national consultation, present findings/receive feedback on updated 3-day national consultation 10 working days comprehensive assessment to relevant stakeholders at both federal and Report of national consultation provincial levels. In particular, review expected CRVS strategy development results, agree on strategic orientations, along with timeline and responsibilities.
Based on the findings of updated CRVS comprehensive assessment and Draft methodology and draft plan of 15 working days inputs from national consultation, review “Regional Action Plan on Civil action available Registration and Vital statistics in Asia and the Pacific” and develop

TASK TO BE PERFORMED DELIVERABLE(s) WORK SCHEDULE appropriate methodology to inform development of national CRVS strategy in Pakistan.
Circulate draft to all relevant stakeholders and based on inputs received, Final methodology for development 20 working days finalise methodology, providing detailed recommendations on next steps of national CRVS strategy available, with timeline. including plan of action/detailed recommendations of next steps with timeline
Prepare and lead on the delivery of a one-day workshop to present to Final report 15 working days appropriate stakeholders at national and provincial levels the methodology for development of national CRVS strategy, including detailed recommendations on next steps with timeline.

6. QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED AND COMPETENCIES
Qualifications Education: Advanced degree in public administration, sociology, political science, or other relevant degree. Extensive experience will be considered in lieu of a degree.
Experience: Minimum 8 years’ experience and proven track record in the theory and practice of strategic CRVS interventions at the national level; International experience in CRVS strategy development ; Proven experience of support to governments to develop CRVS strategy interventions; Competencies required include: applying technical expertise, formulating strategies and concepts, creating and innovating, communication, working with people, drive for results, deciding and initiating action, relating and networking
Language Strong, confident command/fluency of both written and oral professional English requirement: 7. SUPERVISION:

- Ensuring the assignment is on track in each stage of the work - Administrative support in ensuring the consultant has access to all relevant stakeholders, resources, individuals and organizations, as well as ensuring the consultant is able to travel to Pakistan and within Pakistan. Ensuring the consultant receives all payments on time as agreed against the deliverables as per the financial policies and guidelines of UNICEF
